Director of Medical Staff Services South Shore Hospital South Weymouth, Massachusetts Position Specification August 2013

Summary South Shore Hospital (SSH) is looking for a Director of Medical Staff Services (MSS) who will provide strategic leadership as well as skilled management and hands- on oversight of the day to day operations of Medical Staff Services. The Organization South Shore Hospital (www.southshorehospital.org) is the leading regional provider of acute, outpatient, home health, and hospice care to the approximately 725,000 residents of Southeastern Massachusetts. The Hospital is a subsidiary of South Shore Health and Educational Corporation. The organization has been ranked among the top five hospitals in the Metro Boston Area by US News and World Report in its 2013 Best Hospitals issue. South Shore Hospital s home health care division includes South Shore Visiting Nurse Association, Hospice of the South Shore, and Home and Health Resources. South Shore Health and Educational Foundation generates philanthropic support for South Shore Hospital and its not-for-profit programs. Recently Partners HealthCare, Brigham and Women s Hospital, and South Shore Hospital have taken a formal step toward South Shore becoming part of Partners to fulfill a vision of improved coordination, accessibility, and affordability of quality healthcare for patients in Southeastern Massachusetts. The non-profit organizations have entered into a memorandum of understanding in which South Shore Hospital would become a member of Partners HealthCare. South Shore Hospital s commitment to quality is demonstrated by the employment of physician leaders in emergency medicine, obstetrics/gynecology, surgery, internal medicine, pediatrics, critical care medicine, infectious disease, cardiovascular, and hospitalist medicine. The Hospital is currently clinically affiliated with Brigham and Women s Hospital, a founding member of Partners HealthCare System. South Shore Hospital s main campus is located 16 miles south of Boston, Massachusetts on a site of approximately 10 acres in South Weymouth, one mile south of Route 3, the major route between Boston and Cape Cod. South Shore Hospital was founded in 1922 as the 20-bed Weymouth Hospital and has been in continuous operation in South Weymouth. In 1945, the hospital s name was changed to South Shore Hospital to reflect its regional scope of care and services. South Shore Hospital s 922-plus member medical staff represents all leading medical specialties, from allergists to urologists. All active medical staff members must be board-certified within seven years of completion of an approved residency or fellowship program. A total of 94 percent of the Hospital s affiliated physicians are board-certified. South Shore Hospital employs 3,800 people, with a $221 million annual payroll. South Shore Hospital s volunteer services department organizes the activities of more than 700 volunteers in the hospital, in private homes, and in the community, representing the largest volunteer team in the region. South Shore Hospital offers a comprehensive range of health care services to meet diverse community needs. 2

Emergency Care South Shore Hospital s emergency department is the third busiest in Eastern Massachusetts and the fourth busiest in the Commonwealth, with more than 82,000 patient visits each year. Boston Children s Hospital pediatric specialists in emergency medicine staff the pediatric emergency service 24 hours a day. Trauma Care South Shore Hospital is licensed by the Commonwealth of Massachusetts Department of Public Health as a Level II Trauma Center and is American College of Surgeons approved. Acute Care The hospital provides acute medical, surgical, obstetrical/gynecological (OB/GYN), pediatric, cardiovascular, and cancer care. The hospital s critical care units are staffed by an intensive care physician 24 hours a day. Maternal and Newborn Care South Shore Hospital s maternal/newborn program is licensed by the Commonwealth of Massachusetts Department of Public Health as a Level III provider, in recognition of the advanced care provided to mothers and infants. The OB/GYN program is the busiest in the region with almost 4,000 deliveries and is the 6th busiest in the Commonwealth. There is a robust infrastructure of physician specialists, certified nurse midwives and nursing staff, including laborists, Maternal Fetal Medicine specialists, and neonatologists. Neonatologists are on staff at both South Shore Hospital and Boston Children s Hospital. Pediatric Care South Shore Hospital s Pediatric Service includes a 15-bed inpatient pediatric unit, 24/7/365 pediatric emergency service (the only one of its kind in the region,) staffed by board-certified pediatric emergency physicians affiliated with both South Shore Hospital and Boston Children's Hospital. Cardiovascular Care Cardiovascular complications are a primary reason why patients seek care at South Shore Hospital. The hospital s cardiovascular center the only one of its kind in the region is offered in clinical affiliation with Brigham and Women s Hospital. Among its many services is providing emergency angioplasty. Cancer Care South Shore s Cancer Care program, in clinical affiliation with Dana Farber Cancer Center and Brigham and Women s Hospital, is accredited by the American College of Surgeons. Only 25 percent of US hospitals earn the Commission on Cancer approval. Medical Care South Shore Hospital has seven inpatient nursing units to care for adults with acute and chronic medical conditions. Outpatient Service The hospital offers multiple outpatient services to meet community needs, including The Center for Wound Healing and the Outpatient Center for Orthopedics, Spine and Sports Medicine. 3

Home Health Services South Shore Visiting Nurse Association cares for patients with serious illnesses and complications. The hospital s Medicare-certified Hospice of the South Shore cares for terminally ill patients and their families. Community Services The hospital offers dozens of community education and health programs and screenings for people of all ages. South Shore Hospital has been recognized for excellence in patient care and safety by receiving the Gold Seal of Approval from the Joint Commission. Additional accomplishments and awards are: Achieving Magnet Recognition from the American Nurses Credentialing Center. South Shore Hospital is one of only seven acute care hospitals in Massachusetts to receive the award and only the second organization in the state with a home care division Earning accreditation by the Association for the Accreditation of Human Research Protection Programs (AAHRPP) in recognition of its commitment to the highest standards in human research Ranking in the nation s top 25 percent of home care agencies, according to HomeCare Elite, a compilation of the nation s most successful home care providers by Outcome Concept System (OCS) First hospital in Massachusetts to earn full, three-year Cycle II accreditation by the Society of Chest Pain Centers Earning Quality Respiratory Care Recognition (QRCR) from the American Association for Respiratory Care Earning certifications from the American Stroke Association, American Diabetes Association, and American Association of Cardiovascular and Pulmonary Rehabilitation for the quality of care provided to patients with these conditions Receiving maximum, two-year accreditation by the College of American Pathologists (CAP) for the hospital s respiratory care department and laboratory Continuing its role as a Mentor Hospital by The Institute for Healthcare Improvement, South Shore Hospital is among a select group of hospitals that other health care institutions can turn to for advice and information about best practices. Specifically, the hospital s mentor designation covers three areas that have previously achieved accolades: prevention of surgical site infections, central line infections, and ventilatorassociated pneumonias South Shore Hospital has been named one of the Top Places to Work in Massachusetts by the Boston Globe for three consecutive years The Opportunity This is an opportunity for a skilled and experienced leader that will re-imagine Medical Staff Services (MSS) with innovation that will improve efficiencies in its current processes and expand services to assist physicians and clinicians to realize their goals in clinical integration. This individual will be able to advance the MSS through new technology such as Morrisey Software and collaborate with hospital leaders to advance the mission of the organization. The new Director is the face of the Medical Staff Office (MSO) to the hospital and community. 4

The Position Reporting to the Chief Medical Officer and working closely with the President of the Medical Staff, the Director of Medical Staff Services acts as a liaison between the Medical Staff, Administration, and Hospital Departments. This person directs the day to day operations of the MSO. These responsibilities include the continuous oversight of the credentialing operations in compliance with state, federal and Joint Commission regulations. The Director will develop and implement goals, programs, activities, budgets, procedures and policies for the MSO. It is expected that the Director will ensure growth of MSS by challenging the staff to provide a more effective, user friendly, formal and carefully executed work project. The new Director will establish protocols that reflect the organization s standards. Responsibilities include: Tracking Continuing Medical Education (CME) activities for all providers Coordinating the Managed Care Audits, and serving as a project leader for the Morrissey Software Credentialing Program Attending and preparing for Peer Review Committee and coordinating information for physician generic profile for reappointments Preparing written reports to the Board of Registration in Medicine and National Practitioners Data Bank on confidential practitioner issues Working with Director of Risk Management on legal issues pertaining to the Medical Staff Serving on hospital-wide JCAHO Task Force and ensuring Medical Staff Compliance to JCAHO standards Coordinating and implementing the orientation of department chairs and credential committee members, both medical staff and board members Sharing responsibility for the Focused Professional Practice Evaluations (FPPE) and Ongoing Professional Practice Evaluations (OPPE) process for all Licensed Independent Practitioners (LIP) In addition, the Director: Develops/maintains plans for department programs and daily operations. Conducts weekly meetings with staff to monitor plans. Assists the Medical Staff leadership in the planning, presentation, and implementation of new programs and policies within the Hospital. Meets regularly with the Medical Staff President to discuss/plan the Executive Committee Agenda. Oversees the preparations for the Credentials Committee Meetings; assists Chairman in research and development of related projects; follows through on all requested actions. Consults and works closely with the Credentials Committee Chair on special issues that require further investigation. Monitors budgets throughout the year; analyzes variances and reports on financial performance. Develops objectives for the use of fund monies, in concert with the President of the Medical Staff. Maintains and monitors financial accounts for the Medical Staff Organization. Prepares 1099 reports for the Finance Department. 5

The Candidate The ideal candidate will have a Bachelor s or higher degree and must have a Medical Staff Services Certification by NAMSS (CPMSM; CPCS). This person must have a strong working knowledge of the health care credentialing industry, including medical-legal issues and laws, Joint Commission and CMS regulations. He or she must be able to independently apply these and the medical staff bylaws and rules and regulations on an everyday basis. The new Director will have a track record of success in managing a state-of-the-art medical staff office. The right candidate will have: Excellent communication and writing skills Critical thinking and analytical skills Ability to work strategically Experience with database management Strong knowledge of human resource management Expertise in program development Expertise in applicable State and Federal regulations, and JCAHO and NCQA standards Broad knowledge of hospital administration and knowledge of fiscal planning/accounting techniques Integrity, honesty, the ability to communicate and connect with all levels of staff and constituencies Excellent presentation skills Critical Success Factors Develop relationships with constituencies and leaders throughout the hospital Transform the credentialing processes in order to introduce efficiencies into the system Deliver a work product that multiple stakeholders would find useful and satisfactory Build a high performing team that embraces a service culture, and is motivated for growth and change Create systems that support timely communication throughout the organization The Community Weymouth, MA is a community of about 55,000 people, 25 minutes south of Boston.
