Definition The FAM is the individual accountable for the management and oversight of all personnel and equipment within a specific functional area Organize, train and equip (OT&E) Operation planning Execution In some functional areas, the FAM may also perform duties as the Career Field Manager (CFM) CFMs ensure development, implementation, and maintenance of Career Field Education and Training Plans (CFETP) for their assigned Air Force specialties

Shortfall/Reclama Shortfall - The lack of forces, equipment, personnel, materiel or capability, reflected as the difference between the resources identified as a plan requirement and those apportioned to Combatant Command or assigned to the service Reclama - the process to request duly constituted authority to reconsider its decision or its proposed action (JP 1-02)
Air Force considers a shortfall: Shortfall/Reclama (1) Capability Not Available : the capability is not available at the unit (formerly Condition 1-4) or (2) Severe Mission Impact : the wing or tasked unit has the capability and sufficient personnel to meet requirements as defined by P-coding but deployment of personnel and/or equipment would cause a severe mission impact on the wing/unit. Reach deeper (MAJCOM Authorized) Filling shortfalls in one UTC may mean moving a person from another UTC as long as the individual(s) are within the same AEF vulnerability period

UTC Posturing and Coding Posturing and coding guidance is written by Air Staff FAMs
Functional Area Guidance Currently, the Air Force has published Posturing Guidance for Transitioning to AEF Teams (Available on AEF ONLINE) Coming back: HAF FAMs will develop functional P&C guidance on how their functional area should posture and utilize UTCs HAF FAMs will coordinate with Component MAJCOM FAMs FAM Guidance will include the AEF team assignment for each functional area s UTCs (Based on AEF Teaming) MAJCOM FAMs will determine which UTCs to posture based on operational need and organization specifics
UTC Posturing and Coding All Air Force personnel are deployable or employed in-place Combat, Combat Support, and Combat Service Support are required to posture UTCs Posturing UTCs is based on funded military authorizations in an organization s unit manpower document (UMD) Force providers build standard deployable UTCs to the maximum extent possible Do not posture unfunded manpower requirements So what are P codes? P-Codes DP - UTCs dedicated to a combatant commander s mission (deployed or inplace); usage is not limited to combatant commander assigned forces and may also include unassigned forces providing global combatant commander support DX - UTCs required to continue critical home station operations (assumes extended hours, reduced levels of service, etc.) DW - UTCs rotationally available (i.e., available for AFPC sourcing) P-codes are not assigned to Airmen nor are they hard-linked to unit manpower document (UMD) positions

Office of FAM Oversight (OFAMO) Facilitates the appointment, identification, and training of FAMs, HAF directorates, MAJCOM/CV (or equivalent), components Assists in scheduling FAM training requirements Assists with GCCS and SIPRNET access, which will be loaded on each FAM s desktop computer where feasible Maintains a current roster of FAMs for their organization Adjudicates any unresolved cross-functional non-standard UTC issues
