It s a mid-long term political plan, aimed at directing the local development policies It s a voluntary, flexible and innovative tool for the planning and management of the territory, already successfully tested in a number of European territories. It s a process, finalized at involving local communities on a consideration about their future sustainable development and the needed actions for achieving it. It s the result of a concerting effort between public and private stakeholders, which define a shared development process, the final objectives and commit themselves in achieving them. It s a platform for supporting the growth and raising of the entrepreneurial, cultural, environmental and social networks of the territory. It s a tool for promoting the Public Administration, facilitating access to local, national and European funds for local development.

In 2005 a protected house was built in Shkodra (North Albania). Casa Mimosa was the first public community center in Albania, hosting 10 former in-patients from the PS. In 2005 Mental Health was not a priority for Albania At national level the program provided advocacy to the Ministry of Health, in order to draft the Albanian strategy for Mental Health, which was approved by the Council of Ministers on 2006
In Vlora, technical assistance aimed at improving the living conditions of the inpatients of the Psychiatric Hospital in Vlora was provided. In 2005 an admission service was set up, with the main purpose to avoid undue hospitalizations. Individual rehabilitation plans for the inpatients were elaborated and implemented as a preparatory stage for further delivery of the patients towards community structures The above-mentioned document envisaged the progressive closure of the Psychiatric Hospitals and the set up of a network of community care centres and structures, considering as successful pilot experience, the initiative in Shkodra and Vlora, among others
In 2006 WHO Geneva considered the experience carried out in Vlora Psychiatric Hospital with the support of UN among the most advanced deinstitutionalizing pilot initiatives in Europe On June 30, 2008 the Protected Residence for 10 women inpatients from Vlora Psychiatric Hospital was completed with the support of UNDP and Puglia Regions that provided 100.000 Euro and the international technical assistance.
VLORA PARTICIPATORY PROCESS The Working Group, during several meetings in Tirana (Ministry of Health premises ) and Vlore (at the premises of the Psychiatric Hospital), defined and guided the actions required to achieve the project objectives, and chose from time to time by applying the most appropriate strategy practice
The reconstruction work was completed in June 2008 Living room; Kitchen; Four double rooms with bathroom; Two single rooms with bathroom; One room for medical and paramedical staff (social worker, psychologist, nurse, etc.) During the last stage of work, the beneficiaries were involved. They selected the paint colors for the walls, the furniture and other materials creating an attractive and functional house.

Nowadays in Albania -6 Protected Houses, based on the Vlora and Shkodra models -10 Community Centers -The number of chronic inpatients in Vlora PH decreased constantly from 2005 -Mental Health is considered as a national priority by the Albanian Ministry of Health
The public health authorities built up an additional Family House, for 10 men, former inpatients. The last Family House is hosting another group of former inpatients, composed by 8 men and 6 women Sardinia region, with other institutional partners, is building up a Social Enterprise, involving the 10 women of the protected house AULEDA Regional Development Agency is supporting the Social Enterprise through soft loans and specialized technical assistance, with the support of Marche region
