The Northeast Valley Health Corporation is currently seeking qualified applicants for the position of: Director of Behavioral Health Services 1 Regular Full Time Position 100% Corporate Work schedule: Monday through Friday from 8:30am 5:00pm Definition: Reports to: The Director of Behavioral Health Services plans, develops, coordinates and manages mental health and social services for NEVHC Health Centers, including the School Based Clinics, Homeless Clinic, and HIV Division In addition, this position leverages resources to integrate mental health and substance abuse services into NEVHC s primary care and special populations clinical practices, and ensure ongoing support of services and programs including monitoring and coordinating referral resources and managed care billing. The Director is responsible for the quality and safety of Mental Health and Social Services at NEVHC, and for the recruitment, retention, clinical supervision, peer review and performance management of NEVHC s Mental Health providers. The Director of Mental Health will collaborate with the Chief Medical Officer, Chief Operations Officer, the Chief Financial Officer, the Director of the DUI Program and others to build and sustain effective partnerships with external entities to optimize services available to NEVHC patients both internal to and outside of the organization. Licensed Clinical Social Worker (L.C.S.W.) or Master's Degree level Social Worker from an accredited school of social work, including supervised fieldwork or Psychologist, PhD with California License.
2. Minimum three (3) years experience and previous management experience highly desirable. 3. Previous experience working with low income and culturally diverse populations required. 4. Strong knowledge of the Behavioral Health continuum of care. This includes psychiatry, community mental health referrals including L.A. County Department of Mental Health, and Substance Abuse and other mental health community partners. 5. Strong knowledge of Behavioral Intervention Models including standard EVIDENCE BASED INTERVENTION (which are EBI s) and ability to provide patients with EBI within NEVHC site s and/or at community partner health agencies. 6. Thorough working knowledge of business English, spelling, punctuation, and contemporary general office practices and procedures. Experience in proposal writing is required. 7. Math skills sufficient to prepare routine spreadsheets, calculate/balance invoices/expense reports, and similar. Must be able to prepare and edit budgets 8. Excellent leadership skills. 9. Demonstrated supervisory skills sufficient to supervise from 10 to 20 employees. 10. Demonstrated managerial skills sufficient to manage from 10 to 20 employees through other supervisors and/or managers. 11. Computer skills in Microsoft Office programs (Word, Excel, Power Point, etc.), electronic health record systems, and database systems. 12. Effective verbal and written communication skills to communicate clearly and effectively with patients and others. 13. Develops, evaluates, and updates a written plan for the provision of mental health and social work services for the Corporation that clearly defines responsibilities and functions. 2. Coordinates the integration of mental health services into primary care of NEVHC patients. 3. With input from providers and other staff as needed, reviews all tools, procedures/protocols utilized in providing mental health services.
4. Develops and maintains policies and procedures for the provision of mental health and social services within the context of a community health center. 5. Assists in the development of mental health QI indicators. Coordinates Mental Health Peer Review process. Assists in ensuring credentialing/privileging of all licensed mental health staff. 6. Coordinates in-house mental health committee to review policies and procedures, forms, and ensure services are provided consistently throughout NEVHC. 7. Assists in training providers to incorporate mental health screening services into their primary health care practices. 8. Attends all external mental health stakeholder meetings. Establishes partnerships, MOUs, collaborations as necessary to complement NEVHC mental health, social services and substance abuse services. Responds to surveys from external agencies, funders and professional associations collecting data on status and needs of mental health services at NEVHC. 9. Assists in preparation of monthly and quarterly reports. 10. Evaluates, trains, and monitors staff performing mental health services. Such training shall include but not be limited to: a. Techniques of interviewing, counseling and communication techniques. b. Psychosocial and cultural influences on the client s situation. c. Identification of the patient/family and/or baby at risk for medical, psychological and/or social problems. d. Criteria for mandatory patient referrals and/or consultation. e. NEVHC and community services available to the patient and his/her family. 11. Establishes calendar and coordinates schedule for internal and external provider service throughout NEVHC s clinical sites. Coordinates with Site Administrators on schedule, work space set-up, etc. 12. Maintains and updates a resource guide of agencies which can provide services not available within the NEVHC health care delivery system, such as: child care, housing, job training, education, food sources, adoption and family planning, etc. 13. In conjunction with the Senior Grants and Contracts Administrator, responds to RFAs/RFPs to leverage additional funding for program sustainability and /or to expand programs and services.
14. Collaborates with the Chief Operations Officer to develop and monitor mental health service contracts and participation in Managed Care and other networks (DMH, Substance Abuse) to optimize revenues. 15. Provides services in the form of individual, family, and group counseling, crisis intervention, casework and/or home visits directed at reducing psychosocial stress and promoting family functioning. 16. In concert with other staff the Director may provide patient and community education classes and/or discussion groups, aimed at promoting positive life skills. 17. Acts as the patient's (family's) advocate in procuring benefits and services, which they are entitled to receive. The social worker shall take responsibility for being knowledgeable about and aligned in a working relationship with other service providers both internally and externally. 18. Identifies specific psychosocial needs of individual patients referred by staff and works in concert with other project staff to meet those needs. 19. Implements and monitors a follow-up system designed to assess patient compliance with appointments, referrals, prescribed instructions and success of treatment goals. 20. Documents services provided to patients in the medical record. Documentation shall include the social worker's observations, assessment, and plans for treatment, and the social worker's signature and the date. 21. As needed, facilitates communication between patient, significant others, the medical staff and hospitals. 22. As needed, may perform home visits in order to assess and assist patients/families with coping skills and evaluates situations which may pose a threat to the client. 23. Maintains supportive contact with patients and their families/significant others during crises to ensure continuing access to necessary supports and services. 24. Identifies clients in need of outreach/services in the community and works in concert with other project staff to schedule appropriate health screening and educational clinics. 25. Coordinates case conferences with pertinent case management team and clinical staff with the purpose of identifying specific medical, educational, psychosocial and nutritional needs of patients receiving services in the Department, and developing individualized care plans to meet those needs, all the while reassessing and monitoring to insure that appropriate interventions occur when needed.
26. Supervises students review contracts with behavioral health training programs. 27. Develops and coordinates Human Resources mandatory training for child, elder abuse, domestic violence and human trafficking. 28. Participates in and complies with all NEVHC mandatory trainings including the following: a. Infection Control Program b. Environment of Care Management Plans and Emergency Management Program; and participates in emergency response activities as directed c. Corporate Compliance Program d. Code of Conduct e. Risk Management & Compliance 29. Participates in hazardous waste and infection control assignments as required which may include being designated as an emergency responder to a hazardous substance release or spill; performing infection control data collection, evaluation, reporting and follow-up in accordance with clinical health services policy and procedures. 30.
