istart Manual: J-1 Extension Revised July 2013 What is istart? istart is a web browser based interface that allows users to electronically submit data to the International Students & Scholars Office s ioffice database. istart eliminates the need for paper forms and ensures only accurate, relevant information is added to the ioffice database. istart allows departments to submit applications for J-1 scholars and perform functions regarding H-1B employees, and it provides scholars the ability to access and update their information as needed. Using istart is easy and straightforward and uses the Iowa State University email system to submit eforms for review by ISSO staff. 1

How to Get Started: Requesting Department Level Access For ISU departmental users, the first step in using istart is to request department level access. If you are already an authorized istart user, skip to page 4, Departmental Services Overview. 1. Navigate to http://istart.its.iastate.edu 2. Click on Administrative Services for University Departments (See Figure 1). This will bring up the familiar ITS log-in screen. 3. Enter your iastate username and password and select log-in. Figure 1: istart log-in screen Once you have successfully logged in to istart you will see a page similar to Figure 2. This is the Access Request screen which you will need to complete in order to be granted access to istart. [Tip] If you are not automatically directed to this page, expand the Departmental Services tab and select Departmental Access Request. 4. Complete this request screen using your iastate log-in information, selecting Iowa State University as the campus, and fill in the name of your department. If your submission is 2

successful, you will see a line declaring Departmental Access is Pending Review at the top of the page. 5. Select the logout of istart button. Your request is being processed by ISSO and you will receive an email when access is granted. Departmental Services Overview The Departmental Services Overview is a screen that lists the names of all the individuals for whom you have submitted cases to the ISSO. It can be found under the Departmental Services menu every time you log-in to istart. To request the extension of a J-1 exchange visitor s stay, select the name of the individual and then select J-1 Extension for an Exchange Visitor (See Figure 3). If the visitor s name does not appear in this listing, select J-1 Scholar Extension from the Departmental Services Menu. Enter the visitor s University ID and date of birth in the resulting Lookup International Record screen. Figure 3: Departmental Services Overview 4

J-1 Extension for an Exchange Visitor At this point you will be on the main page for the J-1 extension application, similar to the one in Figure 4. The seven links on the middle of the page ( J-1 Scholar Extension Financial Information, etc.) will walk you through the application process. Proceed through each section, providing the information as prompted. The last two sections will become available upon the completion of the preceding sections. Completing the Application The following section will give you further instruction and helpful tips regarding the completion of each section of the J-1 extension application. Click here for a complete list of the information you will be asked to provide. Forms/Documents You will be asked to submit a copy of the following documents and forms using istart s built-in document upload capabilities. The department or international applicant will need to upload: Current I-94 card (both sides of original or electronic print out) Passport Demographic Page The department will need to upload: ISU Letter of Intent (If the scholar will be paid on the ISU payroll) Participation Agreement (If the scholar will not be paid on the ISU payroll. This form can be found here Participation Agreement and is to be submitted to the Provost s office in 1550 Beardshear Hall) Financial Support Documentation (If personal funds will be used to support the exchange visitor s stay, a personal bank statement can be provided to show proof of the availability of funds) Giving the Client Access You have the option of allowing the applicant to view and complete two sections of the application. To do this, click the section underlined portion of the section entitled, J-1 Applicant Information. The section will open and display a link at the top of the page entitled Give the client access to complete this section. You will be prompted to enter the applicant s email address and click on the send e-mail box. The applicant will receive an e-mail message with a link to the section, instructing him/her to enter immigration history and information regarding dependents. You will be notified via email of all changes made by the applicant and will be able to monitor their responses. Click on the Main Page link to navigate back to the application. Financial Information For a single visiting scholar, ISU requires funding to cover living expenses. Enter funding as a monthly amount. Required funding is reflected in the J-1 application in istart. If the visitor will be enrolled in the ISU visiting scholar insurance plan, the total amount entered on this page must be the composite total of living expenses plus the additional cost of the health insurance. ISU s visiting scholar health insurance premiums can be found here. 6

Funding information provided on this page must also cover the expense of both the scholar and dependents, if applicable. All funding from non-isu sources must be accompanied by documentation on an institutional letterhead. Attach any financial documentation at the very bottom of the page using istart s upload capabilities. If the scholar is to be paid on the ISU payroll, attach a copy of the ISU Letter of Intent. If the scholar is not to be paid on the ISU payroll, you will be asked complete and submit a participation agreement to the Provost s Office in Room 1550 Beardshear Hall. You must complete all sections marked with an asterisk (*) in order to submit the section. When you are finished with this section (as with each section), click Submit Section at the bottom of the page. This will save your answers and place the section in a queue to be reviewed by ISSO upon the completion of the entire application. After submitting each section, you will still be able to go back and make changes to information entered. If you navigate away from the page without clicking Submit Section, all the information you have entered will be lost. Applicant Information [Tip] We recommend sending this section to the applicant to complete. Use this example of a paper I-94 card* to complete the first section. I-94 Number Date of arrival in the US Current nonimmigrant status This sample is marked If the I-94 is marked with Duration of Status or D/S, you must refer to the DS-2019 in order to determine Date Status Expires. Provide a scanned copy in PDF format of the current I-94 card and the passport demographic page using istart s built-in document upload capabilities. If the visitor is currently traveling with dependents, enter dependent information on this page. If they are intending to bring new dependents, fill out an Add New Dependent Form, found in the following section. *Customs and Border Protection will no longer require international non-immigrant visitors to fill out a paper Form I-94 upon arrival to the U.S. by air or sea. CBP will continue to create an I-94 record for all 7

travelers who require one, but the paper form will be created in an electronic format and not provided to the traveler. If a traveler requires a paper version of Form I-94, it will be available after entrance to the U.S. at www.cbp.gov/i94. Use the information provided on the electronic Form I-94 to complete the section. Add New Dependents [Tip] We recommend sending this section to the applicant to complete. This section is optional, as many J-1 scholars chose to travel without dependents. However, this section must be completed if any new dependents will be accompanying the scholar to the United States. A separate dependent form should be filed for each dependent to be accompanying the scholar; therefore, this page may be completed multiple times. Health Insurance U.S. Department of State and ISU mandate health insurance meeting certain minimum requirements for all J-1 visiting scholars and their dependents. If the visitor will meet this requirement by enrolling in the ISU visiting scholar insurance plan, this expense must be included in the figure provided on the first section, Financial Information. Alternate insurance must meet U.S. Department of State requirements and be approved by the ISU SSHIP office. J-1 Program Information There is room to add notes or descriptions in regards to the yes/no questions. Do so as needed when prompted. Complete the Export Control Evaluation and forward it to the Office for Responsible Research (ORR) or the Ames Lab Export Control Office as appropriate. It is not necessary to upload the completed Export Control Worksheet back into an application. Scholar Support Fee For more information on the scholar support fee, see the Questions and Answers document. Departmental J-1 Compliance Certification The information provided in this section corresponds to the Chair of the department that will host the visiting scholar. Once you enter and submit their contact information, they will receive an email asking them to review the submitted information and approve it. If they disagree with any of the submitted information, the individual completing the eform must log back in to istart and make corrections. 8

This is the final step in completing the application. When the Department Chair approves and submits this final section, ISSO receives an alert and prepares the DS-2019 extension request. An ISSO staff member will contact you once the request is approved. Please allow up to ten calendar days for this process to take place. 9

Glossary of Terms Binational Commission: An educational and cultural commission established through an agreement between the United States and either a foreign government or an international organization, providing funding for students, scholars, teachers and professionals. The most common of these is The Fulbright Program. Dependent(s): A spouse or unmarried child (under the age of 21) of the J-1 Exchange Visitor. The J-1 Exchange Visitor may be eligible to apply for J-2 visa so that dependent(s) may reside in the United States during the J-1 scholar's program. DS-2019: The Form DS-2019 or Certificate of Eligibility for Exchange Visitor (J-1) Status is the basic document used in the administration of the exchange visitor program. This form permits a prospective exchange visitor to seek an interview at a U.S. embassy or consulate in order to obtain a J visa to enter the United States. The Form DS-2019 identifies the exchange visitor and their designated sponsor and provides a brief description of the exchange visitor s program, including the start and end date, category of exchange, and an estimate of the cost of the exchange program. Read the detailed description of the Form DS-2019. I-94*: An I-94 is a white arrival/departure card issued by the United States Citizenship and Immigration Services (USCIS) for foreign travelers who are presenting a visa for entry into the United States. The immigration status and length of stay is noted on the card. This card is completed and signed upon entry into the United States. *Customs and Border Protection will no longer require international non-immigrant visitors to fill out a paper Form I-94 upon arrival to the U.S. by air or sea. If a traveler requires a paper version of Form I-94, it will be available after entrance to the U.S. at www.cbp.gov/i94. ioffice: The online database on which the International Students and Scholars Office maintains records of all past and present international applicants, students, scholars, and employees. J-1: The Exchange Visitor (J) non-immigrant category is for individuals approved to participate in work and study based exchange visitor programs, which enable foreign nationals to visit the United States in 10

order to experience life in the US. Before individuals can apply at a US embassy or consulate for a J visa, they must first apply, meet the requirements, and be accepted to an exchange visitor program through a designated sponsor organization. The Bureau of Consular Affairs has additional information about the Exchange Visitor (J) visa. The International Students and Scholars Office manages Iowa State University s J-1 exchange visitor program. J-2: The J-2 is a nonimmigrant status which allows the dependents (spouses and unmarried children under 21) of J-1 student visa holders to enter into the US. Non-immigrant status: Non-immigrant status is granted by USCIS when a foreign national arrives in the United States. The status matches the classification of visa the bearer has been granted by the US Department of State, categorized according to the principal purpose for the visit. With few exceptions, while in the US, non-immigrants are restricted to the activity for which their visa was issued. Examples of non-immigrant statuses include J-1 (exchange student or scholar), F-1 (student), H-1B (temporary worker), etc. For more information, see Temporary Visitors to the U.S. SEVIS: SEVIS (Student and Exchange Visitor Information System) is an Internet-based system that provides tracking and monitoring functionality, with access to accurate and current information on nonimmigrant students (F and M visa) and exchange visitors (J visa), and their dependents (F-2, M-2, and J-2). SEVIS enables schools and program sponsors to transmit required information and event notifications, via the Internet, to the U.S. Department of Homeland Security and Department of State throughout a student's or exchange visitor's stay in the United States. Read a detailed description of SEVIS. SEVIS fee: The U.S. Department of Homeland Security assesses a fee to supplement federal government expenses incurred in the maintenance and administration of the Student and Exchange Visitor Information System (SEVIS). All J-1 exchange visitors applying for a J-1 visa from a US embassy or consulate abroad for initial participation in a J-1 exchange visitor program must pay this fee.
