Attachment A - General Principles for Determining Allowable Costs This Attachment establishes principles for determining the allowable costs Attachment B - Selected Items of Cost such as but not exclusively: Costs of alcoholic beverages are unallowable. Costs of meetings and conferences, the primary purpose of which is the dissemination of technical information, are allowable. This includes costs of meals, transportation, rental of facilities, speakers' fees, and other items incidental to such meetings or conferences.
Voluntary CEIS; fund code 24112 and/or 24212 LEAs may set aside up to 15% of their combined basic and preschool entitlement allocations for CEIS. Page 5, sub-section B(3)(2) and Appendix C of the of the Local Application Guidelines. Each LEA that develops and maintains coordinated early intervening services must annually report to the SEB on: The number of children served under 34 CFR 300.226 who received coordinated early intervening services; and The number of children served under 34 CFR 300.226 who received coordinated early intervening services and subsequently receive special education and related services under Part B of IDEA during the preceding two year period. Funds set aside for CEIS may not be expended until CEIS plan has been approved in writing by the SEB
The students served under the CEIS program must be reported in the Student Teacher Accountability Reporting System (STARS) in the Programs Fact Template, Field 17. A final progress report, including each student s progress, and whether or not a student has been referred for special education services, must be submitted to the SEB no later than June 15 of the current year. In implementing CEIS services under 34 CFR 300.226, authorized activities include: Professional development (which may be provided by entities other than LEAs) for teachers and other school staff to enable such personnel to deliver scientifically based academic and behavioral interventions, including scientifically based literacy instruction, and, where appropriate, instruction on the use of adaptive and instructional software; Providing educational behavioral evaluations, services, and supports, including scientifically based literacy instruction; and Tier II student interventions When requesting budget authority in OBMS please insure that budget request aligns with activities reported under objective 4 or objective 5 and approved CEIS Plan
Entitlement amounts to be expended by an REC on behalf of a LEA are to be budgeted under Contracts-Interagency/ REC (55913) and require a three-way-agreement. BARs should have appropriate authority documentation attached, a signed letter and/or agreement. Local charter school allocations are to be budgeted by the LEA s under function code 2500, object code 55912 and appropriate location code in OBMS. This action will release the revenue (code 41924) amount for the local charter to budget it s expenditures in OBMS. Revenue to be received by the LEA is to be budgeted under revenue code 44500 (fund code 27200 will use revenue code 43202). Cash balances at the local level are to be budgeted under revenue code 11112. Revenue for prior year expenditures (un-liquidated obligations) are to be budgeted to revenue code 41980. Changes to the approved local application are required to receive the same authorizations/signatures as the initial application submitted.

Except as otherwise provided, amounts provided to a LEA under Part B of IDEA may be used only to pay the excess costs of providing special education and related services to children with disabilities. A LEA must spend at least the average annual per student expenditure on the education of an elementary school or secondary school child with a disability before funds under Part B of the Act are used to pay the excess costs of providing special education and related services. Must be completed before submitting this application and must be updated after FY2011 expenditures have been finalized.
