EMAC History 1992 Concept of Emergency Management Compact Conceived by Southern U.S. Governors 1993 Adopted as Southern Regional Emergency Management Assistance Compact 1995 - Agreement broadened to EMAC (NEMA to become administrator) 1996 Endorsed by National Governor s Association & FEMA for Nationwide Use 1996 Ratified by U.S. Congress and Signed into Law (PL 104-321)
EMAC Background Hurricane Andrew Emergency Response Teams Assess damages, evacuate and care for the injured, begin to reestablish infrastructure Clear roads of debris, restore electricity & water/sewage facilities Establish temporary housing for the homeless Coordinate relief efforts from within and outside the state EMAC Background Hurricane Katrina Resulted in more than 1800 deaths,700 missing. Damage estimate at $81 billion, costliest hurricane damage in U.S. history. 3 million people without power, for several weeks. Strong winds ripped roof off the Superdome, occupied as a shelter of last resort. 1.2 million people ordered to evacuate the Gulf coast.

Cal WARN Resource Request Process Step 1: Utility A experiences an emergency needs outside support. Who (person/utility) is making the request? What needs to be accomplished? What amount, quantity, size? Where is it to be staged/delivered? How do you access the area? What is the safest/most direct route? What hazards will be encountered? How long is it needed? Include start/end date/time. Who is the contact person for approval and contact number? Who is the contact person at the scene and contact number?
