SOMERSET PARTNERSHIP NHS FOUNDATION TRUST CHIEF EXECUTIVE REPORT 1. WINTER ESCALATION PLANS 1.1 The Somerset health and social care community continue to experience pressures in acute hospitals, community hospital services and in social services. The Chief Operating Officer and the Director of Nursing and Patient Safety will provide a verbal update to the Board on progress in relation to the escalation plans and planning for the Easter weekend, including an update on the national Breaking the Cycle initiative. 2. MONITOR QUARTER 3/APR TELEPHONE CALL AND 2014/15 FEEDBACK 2.1 The Chief Executive, Director of Finance and Business Development, Director of Nursing and Patient Safety and Associate Director - Strategic Planning and Performance, participated in a conference call with Justin Collings, Senior Regional Manager and Steve Atkins, Regional Manager, Monitor, on 10 February 2015, to review quarter three performance. 2.2 The quarter three performance review focused mainly on the Trust s current financial position including the cash position, progress against the cost improvement programmes and capital, potential business development transactions, planning for 2015/16 and an update from the Somerset Strategic Challenge Meeting held on 15 January 2015. Other areas highlighted included recruitment of medical staff, winter pressures, the position in relation to contracts with commissioners and Wessex House. 2.3 The review also included a discussion of key issues relating to the Trust s performance. It was noted that the Trust had continued to meet all applicable Monitor Risk Assessment Framework standards during the quarter. 2.4 The Chief Executive acknowledged that Monitor had been in contact by email to request a visit to the Trust in June 2015 and suggested a visit to Bridgwater Community Hospital and also possibly a visit to Wessex House if time permits. 2.5 The Chief Executive received a letter from Monitor on 5 March 2015, following the quarter three performance review, advising that the Trust s ratings for quarter three were as follows: March 2015 Public Board - 1 -

MEETINGS 3.1 The Chief Executive and Chief Operating Officer met with Ian Liddell- Grainger MP at Bridgwater Community Hospital on 16 January 2015, to consider actions being taken by the Trust to address winter pressures. 3.2 The Chief Executive, Chief Operating Officer, Director of Nursing and Patient Safety and Director of Finance and Business Development participated in a teleconference with David Slack, Managing Director, Somerset Clinical Commissioning Group, on 20 January 2015. Items discussed included winter pressures, South Petherton Community Hospital; making the most of Community Health Services, Acute Services review and progression test and learn pilot. 3.3 The Chief Executive participated in a further teleconference with David Slack, Managing Director, Somerset Clinical Commissioning Group, on 16 February 2015. Items discussed included winter pressures, nurse staffing and recruitment, South Petherton, Monitor planning process, progress on 2015/16 contract and signing off of contract timetable. 3.4 The Chief Executive, Chief Operating Officer and Director of Nursing and Patient Safety participated in a teleconference with David Slack, Managing Director and Lucy Watson, Director of Quality, Safety and Governance, and Caldicott Guardian, Somerset Clinical Commissioning Group, on 6 March 2015. Items discussed included nurse staffing, South Petherton Community Hospital, ongoing winter pressures and social care delayed discharges, domiciliary phlebotomy & communications around primary care. 3.5 The Chief Executive and the Executive Team participated in a Joint Senior Managers Meeting with the Chief Executive and Executive Director colleagues from Taunton and Somerset NHS Foundation Trust, on 26 January 2015 at Rydon Ward, Cheddon Road, Taunton, to further develop an agenda for improved joint and closer working across the two Trusts. 3.6 The Chief Executive and members of the Executive Team participated in a further Joint Senior Managers Meeting with the Chief Executive and Executive Director colleagues from Taunton and Somerset NHS Foundation Trust, on 23 March 2015 at Dene Barton Community Hospital. 3.7 The Chief Executive met with Dr Sam Barrell, Chief Executive of Taunton and Somerset NHS Foundation Trust on 20 March 2015 as part of her induction programme. 3.8 The Chief Executive, Executive Directors and other management and clinical colleagues participated in the second day of the Trust s two day Coach to Lead programme at The Exchange, Bridgwater, on 3 February 2015. The programme has been developed to enable training in coaching and the cascading of that training across the Trust in support of the Trust s Leadership Strategy. 3.9 The Chief Executive and Director of Nursing and Patient Safety attended the Somerset Health and Wellbeing Leadership Group at Lyngford House, Taunton, on 19 February 2015. Issues discussed included alignment and triangulation of 2015/16 plans, programme updates, current Issues within the Somerset Health and Social Care economy, flu vaccination update, primary care update, Cobic Stocktake report, Vanguard and new models of care and support for Transformation Across Somerset. 3.10 The Chief Executive, Medical Director, Director of Corporate Governance and Development and other management and clinical colleagues, attended the 100 Families Presentation by Mr Julian Hendy at Bridgwater Community Hospital on 19 February 2015, which considered how the Trust could better engage with the families of people affected by serious incidents and untoward events. 3.11 The Chief Executive and Chief Operating Officer participated by teleconference with the Somerset Clinical Commissioning Group, Social Services colleagues and representation from Taunton and Somerset NHS Foundation Trust and Yeovil District Hospital NHS Foundation Trust, in an Escalation Strategic Co-ordination meeting on 26 February 2015 to consider ongoing winter pressure issues. 3.12 The Chief Executive and Executive Directors attended the Service and Team Managers Away Day at The Canalside, Bridgwater on 5 March 2015. The Away Day included presentations on the financial position, strategic planning, Integration Phase II and CQC inspections, followed by a series of workshops on the CQC five domains including feedback on group discussion and the sharing of good practice. Some 124 managers and leaders attended the workshop. 3.13 The Chief Executive and Director of Nursing and Patient Safety attended the Somerset Health and Wellbeing Leadership Group at The Holiday Inn, Taunton, on 19 March 2015. Issues discussed included current issues within the Somerset health and social care economy, SIDeR update, programme updates, Cobic update, Acute services strategy project, economic modelling update, discussion on results from economic modelling, way forward and next steps. 4. VISITS 4.1 The Chief Executive and Chief Operating Officer and other colleagues from the Trust participated in a photo opportunity at Bridgwater Community Hospital on 20 January 2015 to acknowledge receipt of the Better Healthcare Award for the design of the Bridgwater Community Hospital. 4.2 The Chief Executive and other members of the Executive Team attended an Executive Team Meeting at Rydon Ward, Taunton, on 26 January 2015. 4.3 The Chief Executive, accompanied by the Deputy Head of Division for South Somerset, visited Wincanton Community Hospital on 20 February 2015 and presented a long service certificate to Elaine Old, Staff Nurse, to mark her retirement from the NHS after 47 years of service. The Chief Executive also visited the Ridley Day Centre. 4.4 The Chief Executive, accompanied by the Matron, visited South Petherton Community Hospital on 20 February 2015. 4.5 The Chief Executive, accompanied by the Matron of South Petherton Community Hospital, visited Chard Community Hospital on 20 February 2015. 4.6 The Chief Executive and other members of the Executive Team attended an Executive Team Meeting at Dene Barton Community Hospital, on 23 March 2015. 5. OTHER ACTIVITIES 5.1 The Chief Executive, as an Independent Trustee of the NHS Confederation, participated by teleconference in the NHS Confederation Finance and Performance Committee on 20 January 2015. 5.2 The Chief Executive, in his role as an Independent Trustee, attended a meeting of the Board of the NHS Confederation on 12 February 2015 at the NHS Confederation offices, 50 Broadway, London. 5.3 The Chief Executive participated by teleconference in the Department of Health Mental Health Payment System Steering Group meeting on 29 January 2015. 5.4 The Chief Executive and Associate Director - Strategic Planning and Performance, participated in a teleconference in the sub group meeting of the Expert Working Group on mental health data and intelligence on 29 January 2015 and in a further teleconference on 25 February 2015. 5.5 The Chief Executive and Associate Director - Strategic Planning and Performance participated in a teleconference with Steve Watkins from NHS Benchmarking Network and colleagues at the International Initiative for Mental Health Leadership (IIMHL) on 4 February 2015, regarding Mental Health Benchmarking and possible presentation of the NHS Benchmarking Network s work at the IIMHL conference in Vancouver in September 2015. 5.6 The Chief Executive, as Chairman of the Board of NHS South West Leadership Academy, chaired a meeting of the Board via teleconference, at South West House, Taunton, on 18 February 2015. 5.7 The Chief Executive, as Chair of the NHS South West Leadership Academy, attended the National LDP Chairs meeting with colleagues from the NHS Leadership Academy at The Wesley Hotel, London, on 9 March 2015. 5.8 The Chief Executive, as Chair of the Board of NHS South West Leadership Academy, attended a graduation ceremony and presented degree certificates to 129 graduates of the Mary Seacole Leading Care Programme in the Imax Theatre at @Bristol, the Harbourside, Bristol, on 12 February 2015. Rebecca Gordon, Chiropodist/Podiatrist Specialist Practitioner, Priory House, Wells; Sally Irving, Service Manager Tissue Viability/Leg Ulcer, Charter House, Yeovil; Helen Seymour, Community Nurse, Glanville House, Bridgwater. 5.9 The Chief Executive and Associate Director - Strategic Planning and Performance attended an NHS Benchmarking Steering Group meeting at North Somerset Community Partnership on 3 March 2015. 5.10 The Chief Executive, as Co-Chair of the Shadow Pension Scheme Advisory Board, attended the Shadow Scheme Advisory Board Employer side pre-meeting at the Woburn House Conference Centre, 20 Tavistock Square, London, on 10 March 2015. 5.11 The Chief Executive, as Co-Chair of the Shadow Pension Scheme Advisory Board, attended and chaired the Shadow Scheme Advisory Board meeting at the Unison offices, 130 Euston Road, London, on 11 March 2015. 5.12 The Chief Executive, in his capacity as Chair of NHS Benchmarking Network Mental Health Reference Group, chaired the NHS Benchmarking Network Mental Health Reference Group Meeting at Central and North West London NHS Foundation Trust, on 13 March 2015. The Chief Executive later participated in a meeting with colleagues from the Department of Health mental health policy team at Richmond House, London. 5.13 The Chief Executive chaired a meeting of South West Mental Health Chief Executives at Bridgwater Community Hospital on 16 March 2015, including colleagues from Dorset Healthcare University NHS Foundation Trust, Avon and Wiltshire Mental Health Partnership NHS Trust, Devon Partnership NHS Trust, Cornwall Partnership NHS Foundation Trust and also Paul Farrimond from NHS Providers. 5.14 The Chief Executive attended the Mental Health Network 2015 Annual Conference and Exhibition at ETC Venues, 155 Bishopsgate, London, on 18 March 2015. 6. HOSPITAL ACQUIRED INFECTIONS 6.1 There were no outbreaks of MRSA, Ecoli bacteraemia and MSSA Bacteraemia in January 2015 and February 2015. March 2015 Public Board - 6 -

6.2 Three cases of Clostridium Difficile toxin positive have been reported during January 2015 and one case during February 2015. Three of the cases have been assessed as unavoidable. 7. POLICIES 7.1 The following policies were ratified by the Senior Managers Operational Group Meeting, or Executive Team, in support of the Partnership Trust s Risk Management Standards Assessment, during January 2015 and February 2015: Version 3.1 Parental Policy; Version 1.5 Paediatric (0-19 Years) Attendance at Acute and Emergency Care Services follow up by the Public Health Nursing Service Policy.
