Workgroup Update The Redundancy Workgroup identified 11 Opportunities for Improvement. Almost all of the identified opportunities involved SharePoint incorporation. Lots of good discussions and suggestions from the members of the workgroup.

Identified Opportunities for Improvement 1) Logistics information requirements under several FDEM criteria/programs. 2) Redundancy in reporting information during times of disaster. 3) GIS information collection as part of the EMPA SOW. 4) Collecting POC information for the various bureaus and sections. 5) DRC location/attribute data submissions for GIS, Logistics and Recovery IA. 6) NIMSCAST Submissions. 7) Multi-year Training and Exercise Planning. 8) Training and Exercise Requirement for EMPG funded positions. 9) The grant reimbursement process is cumbersome and overly complicated. (All grants) 10) Hazard Analysis Reporting 11) SharePoint Development / Implementation

Opportunity for Improvement #1 Logistics information requirement under several FDEM criteria/programs (SOW/CEMP) Discussion The CEMP logistics plan covers the information regarding logistics within each county and is updated every 4 years, where as the EMPA SOW deliverable covering the same topic is the annual requirement. Recommendation Identify a single program/criteria to cover this important piece of our preparedness. Either SOW or CEMP, but not both. Only require the logistics plan submittals as part of the 4 year CEMP review with voluntary changes in between submissions. Status Short term Will only be a requirement of the SOW and uploaded to SP Long term Explore idea of moving from the SOW to the CEMP Criteria (Will require it to go to Rule Making.). Discussions will need to be had between Logistics, workgroup and CEMP Review Team.

Opportunity for Improvement #2 Redundancy in reporting information during times of disaster. Discussion Information is often put into a PAW, Info Tab of EM Constellation, local EM software, local EM Sitrep, and local EM IAP which all make there way to EM Constellation Recommendation Consolidate critical info into one system so all can use the info for their specific purposes. Establish task force of select county & state EMs and state GIS analyst to map and oversee consolidation of electronic info flow. Status Short term EEI tool in EMC is the reporting method of choice for DEM. Sitreps will still be reviewed and used for reporting, but EEI is preferred. Long term If one single software platform were adopted a strategic plan with stakeholder participation should be adopted.

Opportunity for Improvement #4 Collecting Point of Contact information for the various bureaus and sections. Discussion These requirements are either built into the EMPA SOW deliverables, CEMP crosswalk criteria or come as requests at various times of the year or during activations. Recommendation Allow for a database to be the single avenue for updating contact information and default the County EM Director as the POC for the various positions being requested. This will ensure that the County EM Director is the liaison to the Division and other local EM agencies as stated in statute. Status Currently have a contact list in SP that can be refined to accommodate the needed POC information. Look at utilizing EMC Contacts for the emergency contacts during Grey Skies and continue using SP for the Blue Skies contacts.

Other Identified Opportunities for Improvement Description Discussion Recommendation Status #3 GIS Information Collection EMPA SOW Could present challenges because of amount of info needing verification. Also some counties have GIS websites with the info needed. 1 Multiple ways to meet the requirement. 2 Allow counties to provide a web link to their data that can be pulled as needed RESOLVED - Even without the SP changes, the counties were always able to submit to GIS their web links for GIS information. We as coordinators just didn t know to convey that to the counties. SP Improvements for 14-15 will include block for link info. #5 DRC location / attribute data submissions for GIS, Logistics, Recovery IA Several units w/in FDEM asking for information w/o communicating to each other. 1 request only one unit request info. 2 Data should be in SP Meeting with FDEM internal stakeholders to identify information needing to be cataloged and how best solicit and store that information (i.e. database, SharePoint).

Other Identified Opportunities for Improvement Description Discussion Recommendation Status #6 NIMSCAST Submission #7 Multi-year Training & Exercise Planning DHS not bring back website to rollup. Group suggested ideas to automate the survey on SP or host the DHS Link. Process is being overhauled w/ assistance of the consortium. Counties desire known exercises to be pre-populated in Stakeholder packets SharePoint incorporation. Tim is needed to assess new MYTEP process. DHS will continue to send their tool to collect information. It could change from year to year. Will post to SP. 2015-2017 MYTEP recently completed was an improvement over past approaches. Continuing to refine and include SP to collect data.

Other Identified Opportunities for Improvement Description Discussion Recommendation Status #8 Training & Exercise requirement for EMPG funded positions #9 Grant reimbursement process is cumbersome and complicated Use of SERT TRAC to verify courses of EMPG funded personnel. Grant Management Tool (GMT) is being acquired to help resolve some of the issues for DHS grants. SERT TRAC expansion to allow for collection of grant deliverable information. 1 Increased and continued communications to sub-grantees to keep up to date with changes. 2 A GMT could do much to assist with process for all grants Discussed the use of SP to query SERT TRAC by e-mail address of EMPG funded personnel. Discussed the expansion of the GMT to include base grants similar to DHS grants. Current GMT to process DHS reimbursements and SP to upload documentation.

Other Identified Opportunities for Improvement Description Discussion Recommendation Status #10 Hazard Analysis Reporting Can SP be used to collect information. Would allow for expedited availability of this information to DEM. SharePoint incorporation Work continues to further develop this capability. Counties currently have ability to upload CAMEO files to SP. File size limits have posed some issues. #11 SharePoint Development / Implementation The SP System should be fully utilized by all parties and the development of the SP Site should include all stakeholders. SharePoint incorporation and development On going
