Federal Electronics Stewardship Cate Berard U.S. Environmental Protection Agency Challenge Training Workshop
Federal Electronics Stewardship Executive Order (E.O.) 13423: Strengthening Federal Environmental, Energy, and Transportation Management Specifies federal government goals Instructions for Implementing Executive Order 13423 Defines agency requirements for implementing E.O. 13423 and broad strategies for achieving them Office of Management and Budget, Environmental Stewardship Scorecard Measures status and progress in meeting goals and requirements Challenge Training Workshop 2
Federal Electronics Stewardship E.O. 13423 Goals Annually, 95% of electronic products purchased must meet Electronic Product Environmental Assessment Tool standards, where applicable Enable ENERGY STAR features on 100% of computers and monitors Extend the useful life of agency electronic equipment Reuse, donate, sell, or recycle 100% of electronic products using environmentally sound management practices Implementing Instructions Requirements Develop Electronics Stewardship Plan Become a partner in the Federal Electronics Challenge (FEC) or implement an equivalent program Challenge Training Workshop 3
Federal Electronics Stewardship OMB Environmental Stewardship Scorecard (Standards for Success) Green: Demonstrates comprehensive implementation of a sustainability program for Electronic Stewardship (ES), that at a minimum promotes the purchase, operation, and use of end-of-life management strategies for electronic assets consistent with the EO 13423 Electronics Stewardship goal and implementing instructions Yellow: Has developed an Electronic Stewardship program and is on track in implementing 100% of planned milestones to meet the E.O. 13423 ES goal, no later than 2010 Red: Does not have a program to implement the E.O. 13423 Electronic Stewardship goal and/or has missed planned ES milestones OMB Environmental Stewardship Scorecard (Status on January 1, 2008) Green: Acquires > 95% EPEAT-registered electronics; enables Energy Star features; extends life & uses sound disposition practices Yellow: Has ES plan & on track to implement goal by 2010 Challenge Training Workshop 4
Federal Electronics Challenge (FEC)
What is the FEC? A partnership program that assists federal agencies and facilities in meeting their electronics stewardship requirements Challenge Training Workshop 6
What is the FEC? Federal agencies and facilities: Voluntarily participate as Agency or Facility Partners Complete a baseline Set annual goals Report annually FEC: Provides Partners with resources and technical assistance Collaborates to provide best management practices Awards annual recognition to qualifying Partners Challenge Training Workshop 7
2007 Accomplishments Restructured program to better align with E.O. 13423 and the Implementing Instructions Improved annual reporting form Strengthened award requirements Ongoing review and update of resources to reflect current best practices Challenge Training Workshop 8
2008 Outlook Align FEC annual reporting with OMB scorecard reporting Engage non-participatory agencies Encourage greater participation at facility level Improve Champion network Challenge Training Workshop 9
State Electronics Challenge (SEC)
What is the SEC? A voluntary program that encourages state, regional, and local governments, including schools and other public entities, to improve their management of electronics Challenge Training Workshop 11
What is the SEC? Modeled after the FEC Partners must meet specific requirements SEC provides resources, technical assistance and recognition Pilot project in the Northeast under a grant to Northeast Recycling Council through EPA Region 2 Challenge Training Workshop 12
2007 Accomplishments Developed program requirements in consultation with states Launched SEC Web site Opened for registration in October 2007 Eight partners, including the State of Maine and the State of New Hampshire Challenge Training Workshop 13
2008 Outlook Registering additional partners in the Northeast Starting partner teleconferences, enhancing Web resources First awards in 2009, to recognize 2008 activities Begin to develop plan to roll out nationally Challenge Training Workshop 14
Electronics Reuse and Recycling Campaign (ERRC)
What is the ERRC? A competition among federal agencies and facilities to reuse and recycle the most electronics, by weight Challenge Training Workshop 16
What is the ERRC? Federal facilities register by size and region, report total weight of electronics reused and recycled Provides clearinghouse for federal best practices Easy recognition for meeting federal end-of-life goals Challenge Training Workshop 17
2007 Accomplishments OSW wrapped up the 2006-2007 ERRC Participants reused and recycled approximately 2.4 million pounds of electronics 14 winners were selected from 12 agencies and 124 facilities OFEE launched the 2007-2008 ERRC Challenge Training Workshop 18
2008 Outlook 2007-2008 ERRC is a year-long event October 1, 2007 through September 30, 2008 63 registered participants have already reported over 430,000 pounds of reused and recycled electronics Challenge Training Workshop 19
Measurement and the Electronics Environmental Benefits Calculator (EEBC)
What is the EEBC? A calculator tool that converts specific electronics stewardship activities into quantifiable environmental benefits Challenge Training Workshop 21
What is the EEBC? Input Number of EPEATregistered products purchased or leased Percentage of equipment with power management enabled Lifespan of equipment Number of units reused or recycled Output (savings) Energy use Virgin material use (increase in recycled materials) CO 2 /Greenhouse gas emissions Air emissions Water emissions Toxic materials Municipal solid waste Hazardous waste Cost Challenge Training Workshop 22
2007 Accomplishments Version 1.1 was released April 2007 Used to calculate environmental benefits for FEC and EPEAT in FY2006 FEC provided training to partners FEC developed a fact sheet to help partners transfer annual reporting data to the EEBC Challenge Training Workshop 23
2008 Outlook EEBC needs revisions Minor corrections Default for EPEAT products New ENERGY STAR specifications Power management breakout Reuse and recycling benefits for weight data EEBC to be converted to Web-based tool Challenge Training Workshop 24
