1. GENERALITIES 1.Scope This Project HSE Plan defines the health, safety and environmental protection program to be implemented by STRUCTO during the phase of the contract. It defines the organization and arrangements to deliver the Plans requirements. It defines general rules and procedures implemented and developed in order to be respected and applied by all workers affected throughout the life of the project. 2.Objectives The plan clarifies and identifies: Subjects involved in the management of health, safety and environmental aspects during project activities; The project policy regarding health, safety and environmental protection. In keeping with STRUCTO policy as well as project objectives The plan defines: The staff project organization Guide line for Procedures and preventive and protective measures on site. Selection of suitable PPE required for controlling risks. Organization for effective and efficient co-operation and co-ordination; HSE control objectives and outcomes. With our suppliers We impose a strict policy vis-à-vis our suppliers regarding the conformity of our equipment and furniture to HSSE norms required from our Client. Prior to execution, it is likely that the full HSSE Plan is communicated to the principal members of the Company as well as to our meant members. Our HSE Plan will take into consideration the fact that we already: Gave high importance to the preparations and the quality of our HSSE plan. Assigned appropriate Personnel to HSSE Critical Positions Assured adequate resources and time in the schedule to manage the Contract in accordance with HSSE Plan Fitness for Work The HSE Manager shall ensure that all project employees are medically fit and able to carry out their duties without danger to themselves or to others. Since our activity is classified as a high risk activity, we impose a policy of intensive medical fitness ( Two times / Year) Jobsite Transportation Rules All drivers will be instructed in defensive driving and handling and will have a certification respective. HAZARDS IDENTIFICATION AND RISK ANALYSIS (H.I.R.A) Policy of Daily Meetings Meetings of five (5) minutes: the daily meeting is conducted on daily basis prior starting the job; this meeting is delivered by the supervisor on the plant on daily basis a report is delivered by the supervisor to the project coordinator covering the progress of project, QA/QC, the HSSE issues. Policy of Weekly Meetings Weekly meetings: Every week a security meeting will be conducted with the supervisors, it is issued by the project coordinator and QHSE onsite SHSP. At this meeting, we discuss the measures applied HSSE and looking for ways to improve our HSSE policy interventions and try to answer as many as possible the objectives of the Company. A report was presented by the project coordinator covering attendance and behavior of workers, the state of the PPE, progress against established objectives, HSE issues and other general information. Policy of a monthly meeting: A monthly meeting will be held and will join both representatives. According to this meeting a sharing experience and point of views will be discussed in order to evaluate the HSSE situation, to stress on goods actions and highlights issues to be improved all along with the BGT demand Manager and HSE member. A monthly visit should be planned and announced in advance, in collaboration with the client the other contracting party, and should not be postponed or canceled, except in cases of extreme emergency. Planning must take into account the safety of others visit program to ensure that all visits program is robust. The QHSE manager should review the safety program, the activities and progress of the site. While on the site, an environmental safety quality internal communication meeting is made by the QHSE responsible for ensuring that employees on relevant levels and relevant features are aware of the following: Improve the Integrated Management System Quality Safety Environment. PERSONAL PROTECTIVE EQUIPMENTS (P.P.E): As it is not possible to totally avoid certain hazards in abrasive blasting and coating, we must provide and where necessary replace, personal protective equipment to reduce as far as practicable the risk of injury or harm from these hazards. Protective Gloves : BS EN 407 BS EN 511. Serious injuries or death can result from being struck by particulate matter discharged under high pressure. Common injuries include: Eye damage Head injury Severe lacerations burns Skin penetration Respirators shall be worn whenever there is a requirement or a foreseeable risk of inhalation of hazardous dust, fumes or gases. All users of respiratory protective equipment must receive both theoretical and practical training sufficient to ensure proper use. Where noise control cannot be achieved we should provide suitable personal hearing protectors, as well as proper instruction and training in their use. Safety helmets shall be worn whenever there is a requirement or a foreseeable risk of head injury. Eyes and Face protection equipment must be provided for people engaged in abrasive blasting activities. Protective suits or clothing should also have leather or elastic straps at the wrist and ankles, and overlapping flaps at all suit closures. High Visibility for people having specific roles as confined space watchman or fire watchman or banksman. Protective Footwear Safety Boots / Rubber Boots: BS 1870 Part 1-2&3 /EN345-1S3 Footwear should comply with the requirement and should be non-slip and be heat and fire resistant. Collective Protection Equipments (CPE): Nozzle Blast hoses, hose whips and couplings Where dry blasting is being conducted, an efficient means for the discharge of static electrical charge from the blast nozzle and the object being blasted must be provided. Abrasive blasting equipment must be fitted with a self-actuating cut-off device (Dead man control) under the direct control of the nozzle operator which can quickly stop the flow of abrasive material to the nozzle. The nozzle lining and threads should be checked for wear and damage. Use nozzle washers, Hoses or couplings should be purpose designed. Never exceed a blast hose's rated working pressure. Use safety cables to support the weight of elevated hoses. Check coupling fit. Ensure that the hose end fits uniformly flush with coupling shoulder Be sure nozzle holders and couplings fit snugly on the blast hose. Reject those that are loose Replace hoses that have a damaged outer cover Install, inspect, maintain and repair scaffolding in accordance with standards and regulations. They should fit the company s HSSE standars: Check the following before using scaffolding and inspect on an adequate basis: Scaffolds Ladders base is sound, level and adjusted, legs are plumb and all braces are in place, The use locking of ladders devices with broken and ties or are missing secured, rungs or steps, broken or split rails or other Defective construction is prohibited. Portable ladders must be equipped with safety shoes. Wooden ladders shall not be painted. Metal or conductive ladders shall not be used on the Work site We attest that all our equipments are conforming to the regulations and the Company requirements. Respect the Order and Cleaning Policy when being present in dining rooms, sanitary, meeting rooms, etc Policy on Control of the Alcohol and Drugs Alcohol and drugs is a source of personal and family suffering and disruption in the work team, sometimes serious sanctions, social distress, accidents, illness and death, it decreases alertness and presents a serious threat to the health and safety For this, STRUCTO company engages in an alcohol and drug use prevention orientation. This commitment is viewed through the adoption and strict application of the following points: Staff awareness on alcohol and drugs and their impact on physical and mental health of employees. Strict prohibition to enter or be on a workplace and activities during the year under the influence of alcohol or drugs, Strict prohibition of the use, possession, distribution or dissemination of drugs or alcohol and any use of illegal drugs in the offices of the company or the workplace. Failure to report to work in apparent drunk or consuming alcoholic beverages during the work period is considered serious misconduct justifying dismissal, Any person or employee showing signs of addiction to alcohol and / or drugs during the recruitment medical examination or during periodic visits is declared unfit, Where the law permits, random testing can be arranged. Structo plane for generated waste materials will be disposedas follows : Temporary plan Structo will collect waste materials to designated area as per mobilization plan Final disposal Structo will collect waste materials from designated area by front loader and then waste materials will be transported by structo lorries to public dump. 9. EMMERGENCY PLAN Concerning Emergency Plan, we agree and adopt our Partner emergency policy and plan. In case on accident, Safety officer Ahmed Ali is man on charge by our company who will take the necessary actions according to the adopted Emergency plan and will report a monitor the situation In case of injury or sudden illness Safety officer Ahmed will use first aid kit and act as a first aider In case of serious injury or accident Safety officer Ahmed call emergency ambulance 123 and nearest emergency hospital from site and will inform Structo Project manager Amr Wagih and Site manager and Client Safety officer.
