DBE Participation Requirements This federally assisted project has a 15% Disadvantaged Business Enterprise (DBE) goal. A DBE is defined as a firm that is at least 51% owned and controlled by one or more social and economically disadvantaged individual(s). To participate as a DBE firm, you must be DBE certified by the Virginia Unified Certification Program (the Metropolitan Washington Airports Authority and Virginia Department of Small Business and Supplier Diversity), in accordance with US Department of Transportation regulations in 49 CFR Part 26. Contact the Airports Authority's Department of Supplier Diversity at 703-417-8660 for additional information on DBE Certification requirements.
DBRA Requirements This federally assisted project is required to comply with the Davis-Bacon and Related Acts (DBRA), identified in 29 CFR Part 3 & 5, regarding the payment of locally prevailing wages and fringe benefits to laborers and mechanics employed by contractors and subcontractors. All tier contractors and subcontractors are required to pay covered workers weekly and must submit weekly Certified Payroll Reports (CPRs). Davis-Bacon labor standard clauses must be included in all covered contracts. A copy of the wage determination is included in the bid documents.
Performance Period: Summary of Solicitation Shall achieve Substantial Completion of Work no later than 1095 days after Notice to Proceed. Anticipated award/ntp ESTIMATED date: March 2, 2018 This will be a firm-fixed price contract The procurement method is a two step process IFB: Step 1: Step 2: Evaluation of the technical proposals based on evaluation criteria listed in Section 5- Preparation of Offers. Only offerors submitting acceptable technical proposals in step one will be invited to submit priced bids Terms and Conditions of the Solicitation are not negotiable in any material way.

Proposal Requirements Proposals are due on January 5, 2018 no later than 2:00 PM local time at the address indicated on the solicitation. Refer to Section 5, Preparation of Offers, EVALUATION CRITERIA AND PROPOSAL SUBMISSION REQUIREMENTS
STEP One Technical Submission Envelope Submit an original and four (4) copies of the following documents: Transmittal Letter Representations and Certifications (Refer to Appendix B, Form 4) Solicitation Offer and Award Qualifications and Experience Technical and Production Capabilities DBE Certification Exhibits as applicable Legal and Financial Documents Other Documents, Refer to Section 5.0
STEP One Technical Proposal Requirements Submit an Original and four (4) copies in the technical proposal envelope: Do not include any reference to price Submit on typewritten 8 ½ x 11 plain white paper Assemble in a three ring binder or staple. No other binding methods are acceptable. Do not exceed Fifteen (15), double-spaced, single sided pages. Exhibits and samples of previous work are not included in the fifteen page limit Address the evaluation criteria in the order they are presented.
Evaluation Criteria Step One of the two-step IFB method will evaluate technical proposals based on the: Criterion 1: Qualification and Experience Criterion 2: Project Organization Management Criterion 3: Technical and Production Capabilities The technical proposals will be reviewed by the Airports Authority and rated PASS or FAIL.
STEP Two Price Proposal Envelope Only Offerors proposal rated as PASS will be sent a Pricing Schedule and invited to submit priced bids by amendment. The Bid Price must be submitted in accordance with the Price Schedule. The submitted Price Schedules shall be opened in a public bid opening and the prices read publically. The total prices of each bid will be made public for the information of bidders and others interested, who may be present either in person or by representative.

Scope of Services Description: Base Services Provide design and obtain permits for the Dulles Airport Station glazed and louvered screenwalls, consisting of structural steel support framing, glazing, architectural louvers, lighting and precast sills Furnish and install the screenwalls at the Dulles Airport Station Design, permit and implement necessary maintenance of traffic measures Coordinate with the Airports Authority & Station Design/Build Contractor Complete work and turn over as-built documentation Perform maintenance in support of warranty
