News Crossing 01 1st Call attracted 306 project applications. 1st Call brought first results. The JTS registered 306 proposals during the opening session which took place from 15th to 17th March. Detailed statistics will be available after the approval of the administrative and eligibility check of the project applications until the end of May. Then the quality evaluation and selection will follow. 02 03 Partner Search Web Platform From 5th April the Partner Search Information Board will be available on the PBU website for any organization that would like to attract a partner for its project or find a partner to develop a joint project. As another option for finding specifically Belarusian and Ukrainian Partners is the possibility offered by the RCBI team. As part of their support to Partner Country participation in the ENPI CBC Programmes, RCBI hosts on its website a searchable database of organisations in Partner Countries interested in being a partner in project(s) to be submitted under ENPI CBC Calls for proposals. The link to the database is already available. Invitation to the PBU booth at the 3rd European Funds Forum JMA and JTS have the pleasure to invite to the PBU booth during the 3rd European Funds Forum, which will take place in Warsaw on 7th and 8th of May. The Forum is a unique opportunity to get familiar with all the Funds operating in Poland and PBU is a flagship example of the European Neighbourhood and Partnership Instrument programmes. Our booth will serve comprehensive information on the cross border co-operation programme and there will be some interesting competitions organized. More details about the event and venue will be available on the Programme s website from 26th April. 2

04 Training for the partners of the Large Scale Projects On 23rd and 24th March partners from Belarus, Ukraine and Poland met in Zamość to receive more instructions regarding Large Scale Projects application form, feasibility study, Framework Contract scheme and other rules. A Joint Task Force on LSP meeting was also held on 24th March to prepare a list of the additional strategic projects. More about LSP in the next issue of The Crossborderer. 05 Joint Task Force on the Evaluation Procedures The Joint Task Force on the Evaluation Procedures meeting was held in Zamość on 25th March. Practical solutions were worked out and subsequently they will be approved by the Joint Monitoring Committee. 3

Lviv - the winter capital of PBU CBC Programme January 26-28 the Ukrainian city of Lviv became a launchpad for operational network-based cooperation among regions within the Poland-Belarus-Ukraine Cross-Border Cooperation Programme 2007-2013. The events convened high caliber government officials from Poland, Ukraine and Belarus as well as interested representatives of NGOs, state organizations and public bodies of the participating countries. The aim of the meetings was essentially to introduce a plethora of opportunities offered to the potential applicants by the European Union through the Cross-Border Cooperation Programme Poland- Belarus-Ukraine 2007-2013, acquaint the applicants with the Programme priorities and measures and commence the Programme. 06 Partnership incubator The Partner Search Forum, which took place January 26, 2010 was meant and happened to be the exact match for potential applicants expectations and needs the initiative aimed at facilitating cooperation between partner institutions and enhancing its cross-border character. The Forum was organized in such a way as to allow intensive partner-to-partner interaction on the prior selected measure letting the partners from Poland, Ukraine or Belarus brainstorm and negotiate the ways to make a successful joint project. In order for the potential applicants to see firsthand how an organization may benefit from participating in the Programme, JTS, together with RCBI inolved a former grantee from the Poland-Belarus-Ukraine 2004-2006 Programme. He elaborated on the project, explained the ways of managing the project, including the ways of handling obstacles. Group discussions helped to clear certain issues on project administration and formulate precise questions that were later asked and during the Question and Answer Session addressed by the JTS team. 4

07 Launching Conference January 27 was dedicated to the Launching Conference, which gathered Central authorities from Belarus, Poland and Ukraine (represented by the Ministry of Foreign Affairs of the Republic of Belarus, Ministry of Regional Development of the Republic of Poland and Ministry of Economy of Ukraine) as well as representatives of the local self-government authorities, NGOs and higher educational establishments. Objectives and priorities of the programme were presented during the meeting and covered possibilities for co financing of projects as well as requirements for submitting project applications. The Cross-Border Cooperation Programme Poland - Belarus - Ukraine 2007 2013 is financed by the EU s funds within the European Neighbourhood and Partnership Instrument (this is the largest scale programme of this kind within the Instrument). Source: Ministry of Regional Development Source: Ministry of Regional Development 08 Joint Monitoring Committee The 2nd Joint Monitoring Committee took place as part of a series of conferences in Lviv, Ukrain January 27-28, 2010. The objectives of the meeting were multiple and aimed at finetuning the operationality of the JMC and navigating the way ahead. The agenda, therefore, comprised the discussion on the results of LSP Project Summaries analysis conducted by the JTS, discussion of Terms of Reference for setting up Branch Offices in Lviv and Brest, the JMC Annual Work Programme, Technical Assistance Budget, Reallocation for Programme Budget, among others. 5

10 Trainings in Ukraine and Belarus. The JTS conducted a number of trainings for potential project applicants in Ukraine and Belarus. In January the trainings took place in Lviv (January 19), Lutsk (January 20) and Rivne (January 21). In February the trainings took place in Uzhgorod (February 2), Ivano-Frankovsk (February4) and Ternopol (February 5). The total attendance in Ukraine was 376 persons. Training in Lviv on January 19th A training in Belarus was held in Minsk on February 5, 2010 in the premises of the Education Centrof the State Customs Committee, Belarus. The training was attended by 81 persons coming from the Minsk, Grodno, Brest and Homel areas. The trainings showed genuine interest in the Programme and ignited a significant volume of project applications being accepted to date. Isn t it interesting? The most known exhibitions of Easter eggs in Poland, Belarus and Ukraine are situated on the Programme territory. We are sure it is not a coincidence! The egg is widely used as a symbol of the start of new life, and we are sure a lot of new valuable projects will hatch out soon!
