1. INTRODUCTION The purpose of this Policy is to provide a framework of guidance for managers, to promote best practice and safeguard our staff and patients. It is important that managers/supervisors are clear as to the principles underlying the processes to be followed, and that staff working with placement students are treated fairly and equitably. 2. POLICY STATEMENT Cardiff and Vale University Health Board is committed to the delivery of a safe quality service. In view of this the UHB recognises the benefit of providing placements and visits from external applicants to promote and share best practice. All applicants will receive a UHB nursing information and placements pack, which will outline the process for the individual applicant requesting the required documentation. This policy does not pertain to the UHB s agreement with Cardiff University School of Nursing, where all undergraduate Nursing and Midwifery students are supported in clinical practice by UHB mentors and University funded clinical teachers (where the term nursing is subsequently mentioned in this document it pertains to Nurses, Midwives and Specialist Community Public Health Nurses or Practitioners). This contractual agreement is annually reviewed when a collective assurance of students CRB checks document is submitted to the UHB. Where external applicants to the UK are accessing Welsh undergraduate training and require UHB placements additional to workforce numbers provided by the UHB, individual arrangements will apply. 3. PRINCIPALS GOVERNING NURSING VISITS Clinical Visits can be defined as an applicant shadowing a member of UHB staff, usually to gain insight into their role. The duration for the visit can be from one day to five days. The individual will require full supervision at all times, and will not be able to undertake any clinical duties on their own. All applicants in this category will require an experienced mentor for the duration of their placement. Examples:- Work experience Individuals seeking insight into a future career or role change. The managers of the clinical area/ department with the responsibilities of arranging the placement or visit from external applicants have a duty to ensure adherence to the principals set out in the UHB s Work Pre and Post Registration Page 4 of 10 Ref:UHB 086
Experience Placements Guidelines, and to the process outlined in Appendix 1. Access to Health and Social Care students would also be considered in this category and additionally should be part of a contractual arrangement that is annually reviewed. A collective assurance document will also be required for these students. The Further Education (FE) provider would need to issue this and submit it to the UHB. On receipt a collective visitors security pass will be issued to the FE provider. 4. PRINCIPALS GOVERNING OBSERVATIONAL / POST REGISTRATION CLINICAL PLACEMENTS. There are two types of clinical placements and the same principals apply to both. 4.1 Observational (supernummery) placements. Applicants are constantly supervised, they do not undertake any activates without close supervision. They have an allocated mentor for the area who is registered on the UHB mentorship database (NMC, 2006). The duration of this placement can be from 5 days to 8 weeks. Examples include:- Undergraduate student nurses training at Cardiff University School of Nursing. Undergraduate student nurses from outside Cardiff University School of Nursing, but still based within the UK are eligible to apply for a 5 day to 2 week placement. 4.2 Post Registration Clinical placements These applicants are qualified and experienced in their role, and are seeking to work in another clinical environment, usually to gain new knowledge or a further qualification. The duration of these placements would be from 5 days to 2 weeks. Individuals requesting longer placements would be considered on an individual basis by the. These individuals will be allocated a preceptor within the clinical area. The preceptor will need to complete the mentorship training and be registered on the UHB mentorship database (NMC, 2006). The preceptor will adhere to the documentation contained in the Policy for the Preceptorship of Newly Qualified Nurses. These applicants will work clinically under supervision at all times. Examples include:- Post registration course students seeking specialist qualifications Research Nurses on shortened placements. ensure adherence to the principals of this policy and the procedure outlined in Appendix 3 for observational placements and Appendix 4 for post registration clinical placements. 5. PRINCIPALS GOVERNING ALL APPLICANTS OUTSIDE OF THE UK All of the above definitions of placements can apply to applicants from outside of the UK. The is responsible for arranging the placement in conjunction with the clinical manager. Applicants have a duty to ensure adherence to the principals set out in this policy, and to the procedure outlined in Appendix 5. 6. FINANCE An administration charge will be levied for those wishing to take up a post registration placement based in the UK, and for those wishing to take up a pre and post registration placement from outside of the UK. Additional charges will apply if accommodation is required. 7 CENTRALISED TRACKING OF PLACEMENTS AND VISITS. The must be informed of any nursing placements within the UHB adhering to the above criteria, and will keep a central data base of all placements with the UHB.
