MED Capitalisation Process: Expectations With capitalisation, we wish to transform relevant skills into information that can be used by others, and mutualize productions and achievements in the Mediterranean space, seeking for better transferability of experiences (T.o.R. Capitalisation call MED). To increase the quality of the Programme: - by supporting the creation of effective synergies among projects; - by combining projects results/best practices, producing joint packages of thematic proposals; - by strengthening awareness of new stakeholders of what has been done; -by giving insights to the future programming. NOT to finance the simple extension of past or current operations but to implement new and concrete initiatives based on formerly acquired results.

MED Capitalisation Process: Steps 1. Capitalisation days (Naples 2009 and Marseilles 2011); 2. Workshops (Rome 2011); 3. On going evaluation (questionnaires, analysis); 4. Clusterisation process (thematic grid, peer reviews > Rome+Marseilles 2012); 5. Support to project spontaneous initiatives of clusterisation; 6. JTS data base collecting information on main project characteristics (theme and approach); 7. Launch of a specific capitalisation call; 8. Interaction with other ETC programmes.
Capitalisation Call :Partnership The partnership must have at least 5 EU countries from the eligible area of the MED. Partnership includes no more than 3 partners belonging to the same previous project and 2 partners belonging to the same legal structure (Ministry, Regional Council, Chamber of Commerce ) No partner must concentrate more than 40% of total eligible budget (ERDF+IPA+public cofinancing) of the project. No country must concentrate more than 50% of the total eligible budget (ERDF+IPA+public cofinancing) of the project.
Capitalisation Call: Partnership Who also could give an added value to your MED capitalization project? Public authorities (Mainstreaming); Networks and organizations with experience I targeting decision makers; social and economic actors; Other territorial cooperation (and thematic) EU programmes (to be specified with concrete indications Relevant International, EU and UN agencies, Scientific and research institutions, organisations and networks.
Capitalisation Call: Partnership Budget conditions related to the geographic coverage: From EU countries no MED area: up to 20% of the total eligible budget of each project. From IPA countries: a minimum recommended participation of 50.000 total budget. From third countries: only travel expenses could be eligible while endorsed by the EU partners on their own budgets: external partners
Capitalisation Call: Lead Partner LP should be a public body or a body governed by public law and its structure must be established in one of the EU regions belonging to the MED zone. In addition the LP must have experience of management of a former or ongoing MED project
Capitalisation Call: Financial issues and duration Financial Issues The approximate ERDF budget for the call is 7M. Budget per project aprox. : 300 000 and 1M of ERDF The ERDF/IPA contribution foreseen in the application must not exceed the maximum rate allowed at State level (75% or 85% for the ERDF countries, 85% for IPA countries) Overheads must not exceed 7% of the total eligible budget of the project (ERDF+IPA +public cofinancing). Duration of the project The maximum duration of the project is 18 months (excluding the period of preparation) and must finish on the 30th June 2015 at the latest.
Capitalisation Call: Types of projects Capitalization projects can range from networking activities to pilot mainstreaming and policy mainstreaming. ToR gives only examples. The approach for this call is to open possibilities, providing the framework for the projects to build their own profile and justify the proposal

The idea Before actually starting working on an application Do you have something to capitalize? (what s the starting point?) What could you get from it? (what s the deliverable?) Does your idea generally fit in the current call? Then ask yourself: is it worthy?
The proposal A good capitalization project proposal presents 1. Clear starting point to be capitalized 2. Well focused objectives 3. Realistic work plan 4. Strong communication strategy 5. Comprehensive description of actions 6. Real transnational and cooperative approach and not the ad-hoc sum of local/regional actions 7. Concrete, measurable and realistic results 8. Clear and coherent division of tasks and budget 9. Perspectives of prolonging the partnership and project results beyond the financing deadline 10.Major territorial impact and high potential for transferring results and practices.
The communication strategy Is a fundamental tool to reach the final users, attract new potentially interested stakeholders, reach other projects. Coherent with the project overall plan in terms of calendar, type of actions, target audience, products; Adapted to activities and specific tools according to different audiences and established objectives; Designed for the entire extent of the project and not only for the publicity of final results; In compliance with the EU/ERDF specific regulation; Inventive.
The application form Before starting filling the application form make sure you can give clear, short and precise answers to: >> what is this project about? The basic characteristics of the project are well established (clear objectives, main actions and expected results); >> is this doable? The working plan is coherent with the objectives, realistic in its expectations and exhaustive in its description. >> in the end of the project what will you deliver? The expected results and deliverables are tangible, realistic and have a significant and recognizable impact.
Documents to be submitted 1. Application form 2. Letters of commitment + Pedagogic file 3. State aid relevance declaration / De minimis declaration 4. Governance system of the project (organisation chart) and short description about economical and institutional sustainability 5. Logical framework 6. Information on the pilot activities (only if applicable) All documents have to be provided in hard copy and in electronic version
