Our Visin Auckland Sprt and Recreatin Strategic Actin Plan Intrductin The Auckland Cuncil acknwledges the psitive cntributin that grups, rganisatins and individuals make t create Auckland a wrld-class city. By prviding reginal rganisatins with direct financial assistance, cuncil can supprt the realisatin f its strategic bjectives. Reginal grants are a key tl Auckland Cuncil can use t implement the visin fr the regin. The Envirnment and Cmmunity Cmmittee welcme funding applicatins frm interested parties wishing t wrk with cuncil t cntribute t a range f prgrammes, prjects and activities. This guide utlines the Reginal Sprts and Recreatin Grants Prgramme and accuntability requirements fr successful applicants. The new Cmmunity Grants Plicy The new Cmmunity Grants Plicy has nw been adpted and replaces all ther grants schemes with a new grants prgramme. Grants can be applied fr envirnmental, heritage, arts, events, cmmunity and sprt and recreatinal prjects and activities. The Reginal Sprts and Recreatin Grants Prgramme supprts the implementatin f the Auckland Sprt and Recreatin Strategic Actin Plan. This plan was develped with
extensive input frm the wider recreatin and sprt sectr, and cntains actins fr bth the sectr and Auckland Cuncil. The grants prgramme will supprt reginal sectr rganisatins in their effrts t inspire and encurage Aucklanders t be mre active, mre ften. Funding Outcmes The grants are awarded t prgrammes that help inspire and encurage Aucklanders t be mre active, mre ften. This includes: Affrdable and accessible ptins fr participatin in infrmal physical activity, recreatin and sprt Our diverse cmmunities enjy healthy and active lifestyles Mari participatin in sprt and recreatin activities has increased Wh and what the fund is targeting Applicatins are invited frm rganisatins that meet the criteria fr reginal funding and are: recreatin and sprt umbrella rganisatins with a regin-wide mandate reginal federatins r grupings f lcal r sub-reginal sprts cde rganisatins sprt and recreatin prviders r advcacy grups iwi and ther Māri rganisatins active in the sprt and recreatin sectr. Reginal Sprts and Recreatin Grants will be targeted twards: supprting mre equitable access t thse sprt and active recreatin activities that d nt currently benefit frm dedicated r cuncil-subsidised facilities and utdr envirnments prgrammes that enable children and yung peple t develp skills which will help them have lifelng participatin in sprt and recreatin prviding r supprting easier and mre affrdable access t ppulatins with lw participatin rates in sprt and recreatin, particularly: Māri Refer t the draft Māri Sprt and Recreatin Plan, Te Whai Oranga.. Children and yung peple I Am Auckland Strategic Actin Plan. Ppulatins with health and wellbeing needs. Thse facing ther barriers, such as access t transprt and infrmatin. Criteria t qualify fr reginal grants T be cnsidered reginal fr the purpses f the Cmmunity Grants Plicy, applicants must be able t shw that their service, prject r activity displays the fllwing characteristics: Primarily addresses reginally determined pririties The service, prject r activity aims t deliver utcmes that have been determined by the gverning bdy, and they cannt reasnably be delivered and managed at the lcal r multi-bard level.
The activity may have sme lcal impact and benefit, but the activity is primarily f reginal significance and it wuld be unreasnable t expect the relevant lcal bard(s) t meet the cst. AND, that their service, prject r activity is: Reginal in terms f scale and/r significance The number f participants r users f the service, r the size f the audience is clearly reginal in scale. The applicant can demnstrate that there will be clear benefits frm crdinating decisins and activities at a regin-wide level (e.g. where they are perating a prgramme at multiple sites acrss Auckland). There is anther clear marker f reginal significance (e.g. the prject targets an eclgical area acknwledged by Auckland Cuncil t be reginally significant). AND / OR, their service, prject r activity is: Reginal in terms f impact and/r reach The service, prject r activity is available and reasnably accessible t anyne in Auckland regardless f their lcatin. It targets a specific ppulatin grup r niche audience that is clearly spread acrss the regin. The applicant rganisatin can demnstrate that it has sufficient prfile within that ppulatin grup r niche audience t attract participants, users r audiences frm acrss the regin. Funding pprtunities This grants prgramme cntains tw distinct grant types: ne-ff prject grants fr standalne initiatives and multi-year strategic relatinship grants. Strategic relatinship grants Auckland Cuncil wants t enter multi-year funding relatinships with a small number f strategic rganisatins perating at the reginal level. These rganisatins are r are capable f becming the crnerstnes f a thriving sprt and recreatin sectr in Auckland. Refer t paragraphs 159-165 f the Cmmunity Grants Plicy fr mre infrmatin abut strategic relatinship grants. Exclusins Auckland Cuncil s Cmmunity Grant Plicy states that the fllwing activities will nt be funded thrugh any Auckland Cuncil grants prgrammes: debt servicing r repayment legal expenses activities that prmte religius ministry r plitical purpses medical expenses public services that are the respnsibility f central gvernment (e.g. cre educatin, primary health care)
physical wrks e.g. imprvements t cmmunity buildings that require cnsents r permits, prir t the necessary cnsents r permits being btained (grants may be awarded in principle, but funds will nt be released until all cnditins are satisfied) purchase f alchl. Reginal Sprt and Recreatin Grants maybe available t supprt a partnership between the cuncil and anther rganisatin t imprve access t nn-cuncil wned facilities r utdr recreatin and sprt assets. Hwever, grants cannt be used fr the develpment f new r existing facilities. Hw grants will be allcated The gverning bdy cmmittee fr this prgramme is the Envirnment and Cmmunity Cmmittee f Auckland Cuncil. Ptential applicants fr prject grants will cmplete an applicatin frm. Cuncil staff will assess these applicatins and present their recmmendatins fr the cmmittee s cnsideratin. The cmmittee will make allcatin decisins and set any grant cnditins. Investment apprach The annual budget allcated fr the Reginal Sprt and Recreatin Grants Prgramme is $508,000. Applicatin dates Applicatins will be cnsidered nce a year. Accuntability and reprting bligatins will vary depending n the size and terms f the grant. Infrmatin abut these requirements is included in the applicatin frm and will be specified in the funding agreement.
