Joint Japan/World Bank Graduate Scholarship Program OVERVIEW In 1987, the World Bank, with funding from the Government of Japan, established the World Bank Graduate Scholarship Program (WBGSP), now known as the Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP), for graduate studies in subjects related to development. Each year, the Program awards scholarships to individuals from World Bank member countries to undertake graduate studies at renowned universities throughout member countries of the Bank. Now in its eighteenth year, the Regular Program has awarded 2,458 scholarships, selected from over 45,000 applicants. In addition, 808 scholarships have been awarded in the various JJ/WBGSP Partnership Programs for a total of 3,266 awards. Since the inception of the Program, the Government of Japan has provided more than 130 million dollars to the Scholarship Program. The Program's objective is to help create an international community of highly trained professionals working in the field of economic and social development. Starting in 1992, a number of Partnership Programs have been launched, largely to respond to the need for graduate study Programs which combine academic rigor with specialized training in the practical aspects of policy-making. The objective of these Programs is to prepare the participants for effective policy-making roles in their home countries and regions. The World Bank administers the Program through the World Bank Institute (WBI). Policy guidance for the Program is provided by a Steering Committee comprised of three Executive Directors and five senior managers of the Bank. A Secretariat for day-to-day administration is maintained within WBI.

Joint Japan/World Bank Graduate Scholarship Program ELIGIBILITY CRITERIA To apply for a JJ/WBGSP scholarship under the Regular Program, an applicant must:! Submit evidence of current unconditional admission (copies of formal admission letters) to at least one university and proof of application to another university. Applicants are encouraged to seek admission to universities outside of Japan.! Be a Japanese national.! Be under the age of 45.! Hold a bachelor's degree or its equivalent.! Have a superior record in previous academic work.! Propose a program of study related to development at the doctoral or master's level, in fields such as economics, finance, planning, health, population, agriculture, environment and natural resource management, education, and other development-related subjects. NGO management studies programs are preferrable.! Be in good health.! Be of good character.! Agree to pursue a future career at a Non-Governmental Organization.! The Program does not sponsor employees of the Government of Japan or its related agencies, including local governments.! The Program does not sponsor employees of the World Bank.! Executive Directors, their alternates, staff of the World Bank Group (the World Bank, International Finance Corporation, International Development Association, Multilateral Investment Guarantee Agency, and International Center for Settlement of Investment Disputes), and relatives of the aforementioned are excluded from consideration. If you do not meet the above eligibility requirements and conditions, please do not submit an application.

Joint Japan/World Bank Graduate Scholarship Program SCHOLARSHIP BENEFITS The JJ/WBGSP scholarship provides annual awards to cover the cost of completing a master s degree or its equivalent or studying towards a doctoral degree. The awards are given for one year and may be renewed for a second, consecutive year, or a portion thereof, subject to satisfactory academic performance in the first year of the study program and the availability of necessary funds. Applicants who wish to study towards a doctoral degree should understand that there is an absolute two year maximum limit on JJ/WBGSP awards. It is the responsibility of the scholar to secure alternative sources of funding for later years of the program. The scholarship provides benefits for the recipient only, covering:! economy class air travel to the host university at the start of the study program and one return journey following the end of the overall scholarship period. In addition to the ticket, scholars receive a US $500 travel allowance for each trip;! tuition and the cost of basic medical and accident insurance usually obtained through the university; and! a monthly subsistence allowance to cover living expenses, including books. The JJ/WBGSP scholarship does not cover:! expenses for the scholar's family;! training or courses in computers or other disciplines;! additional travel during the course of the study program;! expenses related to research, supplementary educational materials, field trips, or participation in workshops, seminars, or internships while at the host university;! educational equipment such as computers.; or! language training. In addition:! The scholarship award is valid for the academic year immediately following the offer of award and cannot be deferred for any reason.! The amount of scholarship may vary depending upon the host country and the tuition charged by the host university. In recent years the annual value of a scholarship has averaged around US$30,000.! The JJ/WBGSP scholarship only supplements, and does not duplicate, any other source of financial support/fellowship the scholar might have. Scholars must inform the JJ/WBGSP if they have other sources of scholarship funds. The JJ/WBGSP stipend may be withdrawn if during the scholarship period the Program has evidence of additional sources of support.

Joint Japan/World Bank Graduate Scholarship Program APPLICATION GUIDELINES Application forms for the 2004 selection cycle of the JJ/WBGSP Regular Program will be available from the JJ/WBGSP Secretariat at World Bank Headquarters in Washington DC in September 2004. Applicants requesting an application from the JJ/WBGSP Secretariat should fax their request to the fax number below and provide their complete name and postal address. Application forms will also be available at World Bank Tokyo Office. It is the responsibility of the applicant to submit the application along with ALL supporting documentation, as enumerated below, in ONE PACKAGE by the deadline of March 31, 2004. Any additional correspondence related to the application will not be considered:! evidence of current unconditional admission to at least one university;! a copy of highest degree, and proof of any additional post-graduate diplomas;! transcripts of grades from previous and current academic study;! two academic letters of recommendation and two professional letters of recommendation (as available);! a current curriculum vitae not exceeding 2 pages;! proof of nationality and date of birth (i.e., copy of passport or birth certificate). Due to the large volume of paperwork handled by the JJ/WBGSP office, it is not possible to respond to telephone or mail routine requests on the status of applications. Results will be announced in July 2005.
