Strategic Framework Vision Together we are building a bridge of services for incarcerated and formerly incarcerated persons Mission Forge positive change in system delivery of services to incarcerated persons and their families. Reducee recidivism and increase public safety in the Solano County community. With our public and nonprofit partners we will increase opportunities in education, employment; health, mental health, substance abuse, housing; and support for children and families. Reduce the recidivism rate of formerly incarcerated adults by 15% byy 2015. Reduce the recidivism rate of Drug Court participants by 20% by 2015. Background The Solano County Re-entry Council came into existence through the recognition of a need in our communities to collaborate and coordinate reentry services. This has been effort on the part of our service providers and the community since 2006. Our coalition is made up of representa atives from over 50 agencies and organizations currently providing services to thee residents of Solano County. Together we have hundreds of years of cumulative experience in fields directly related to criminal justice and reentry issues. We would like to participate in the development of this strategic plan for the provision of reentry services. Our Focus and Mission is to forge positive change in system delivery off services to incarcerated persons and their families. We will reduce recidivism and increasee public safety in Solano County community. With our public, and nonprofit partners we willl increase opportunities in the areas including education/ employment; health/mental health/substance abuse; housing; and children and family support. Responsibilities Solano Reentry Council takes on the task of developing and implementing the Strategic Plan for Reentry Services in Solano County. The Strategic Plan is based on input from Council Members, Community Stakeholders, County & State Stakeholders and the Executive Committee Members. are determined by the subcommittees (champions). In July of each year, the champions submit a first DRAFT of next year s activities to the Executive Committee for additional input and review. The subsequent Council Meeting finalizes and approves the Strategic Plan for the coming year. 4 of 22
