ENABLE SENIOR COMMANDERS TO ESTABLISH MANNING PRIORITIES AND ADJUST FILL LEVELS ACROSS THEIR INSTALLATIONS. UNITS ARE MANNED AT A PERCENTAGE OF THEIR AUTHORIZED STRENGTH BASED ON APPROVED AUTHORIZATION DOCUMENTS AND THEIR PRIORITY IN THE IRPL. 3.A.1. PURPOSE.
