The (EPU) will primarily be responsible for providing security for the Office of the Mayor, City Hall, visiting dignitaries, and VIPs when directed by the Mayor or the Chief of Police. 3. RESPONSIBILITIES 3.1 Executive Protection Approval 3.1.1 The Chief of Police will designate when a particular individual is to be provided with executive protection and will approve executive protection plans. When an executive protection detail is assigned to a unit other than EPU, the Chief will designate the supervisor of that detail. 3.2 The Executive Protection Commander 3.2.1 The EPU commander will be responsible for: 1. The coordination of executive protection and uniform details (City Hall security); 2. Conferring with the Mayor on how the EPU can best respond to the security needs associated with the Office of the Mayor; 3. Reporting directly to the Criminal Investigations Division (CID) commander; and

4. The EPU commander will have the authority to adjust working hours when necessary to meet the needs of the unit. 3.2.2 The EPU supervisor is responsible for monitoring all city police vehicles assigned to the Mayor s Office to ensure that they remain in a state of readiness at all times. 3.2.3 The Criminal Investigations Division (CID) and/or Special Operations Section (SOS) commander will assist with executive protection details as outlined in this directive. 4. ACTION 4.1 Administrative Actions 4.1.1 Employees assigned to EPU Uniform Detail will adhere to APD.SOP.2130 Dress Code. 1. All EPU employees are required to carry on their person the following Department issued or approved equipment: (a) (b) (c) (d) (e) (f) Department issued firearm or an approved second weapon with issued ammunition; Handcuffs and handcuff key; Police radio; Police badge; Department identification card; and The issued EPU lapel pin. 2. EPU employees will be issued a mobile cellular telephone along with chargers. It is the responsibility of all employees to ensure that the equipment is operable at all times. 3. The unit supervisor will inspect the issued equipment on a bi-monthly basis. 4.1.2 Incident Ledger 1. The EPU will maintain an incident ledger to record all security-related events that occur in and around the Mayor s Office. The unit supervisor will ensure that ledger is kept current. 2. The ledger will include the receipt of prank mail, demented persons reports, and any other incident report that are filed by EPU. 4.1.3 Handling of threats by mail 1. Threats received in the Mayor s Office via phone call, email, or letter etc., will be recorded in the incident ledger and turned over to the Homeland Security Unit (HSU) with an incident report attached for further investigation. 4.1.4 Mayor s Office Desk Duty 1. EPU employees assigned to desk duty in the Mayor s Office will operate as their designated radio number (Unit 441-449). 2. The uniform officer (s) will man the front desk during the normal office business hours at all times. 3. The uniform officer(s) will monitor all traffic in and out of the Mayor s office and will respond to any situation requiring police intervention. 4. The uniform officer(s) will ensure that the doors leading into the inner office are secured at all times. 4.2 Inventory Control Officer 4.2.1 The EPU supervisor is the designated Inventory Control Officer. 4.2.2 The Inventory Control Officer is responsible for maintaining a current itemized inventory list of all property and equipment assigned to EPU. 4.3 Mayor s Security Detail 4.3.1 EPU employees assigned as the primary to the Mayor when in the office will remain in the EPU office, or close proximity to the Mayor to ensure a readiness to respond. 4.3.2 EPU employees assigned to the Mayor will keep the EPU commander, supervisor, and uniform officer(s) informed of the Mayor s movement, including any changes in the schedule. 4.3.3 EPU employees will refer to the Mayor by the designated radio unit number and utilize the designated codes and time slots when referring to the Mayor s location. 4.3.4 EPU employees, when applicable, will be assigned to the Mayor at all times when the Mayor is out of the office. 4.3.5 EPU employees will provide security protection for the Mayor s immediate family as needed. 4.3.6 EPU employees, when applicable, will advance every location that is on the daily schedule, when time permits, within one hour prior to the Mayor s arrival, to prevent any miscommunication regarding the schedule, and alert primary units of any pertinent information. 4.3.7 When the Mayor is traveling out of town, the EPU commander will coordinate security measures with the outside agency to ensure protection for the Mayor. The EPU commander, or designee, will inquire of any pertinent intelligence information regarding the Mayor s visit before departure. 4.3.8 EPU employees will coordinate all on-field departures and/or pick-ups with the police supervisor assigned to the Airport Section. 4.4 Distribution of the Mayor s Schedule 4.4.1 The Mayor s scheduling staff is responsible for providing an advance copy of the Mayor s daily schedule to the EPU. 4.4.2 Only the EPU commander, or a designee, will distribute the Mayor s schedule to the EPU employees. 4.4.3 Any requests for information relating to the Mayor s schedule will be referred to the appropriate member of the Mayor s staff. EPU personnel will not disseminate information regarding the Mayor s schedule except to those persons authorized by the Mayor, or the Chief of Police. 4.5 VIP Security Plan 4.5.1 EPU will provide security coverage for visiting dignitaries and VIPs when directed to do so by the Mayor, or Chief of Police. The EPU commander will designate a single point of contact to oversee and coordinate each security detail. (CALEA, 5th ed. Standard 46.2.6) 4.5.2 The EPU, CID, and SOS commanders will coordinate any additional equipment or resources that may be needed. Equipment may include but is not limited to the following: 1. Body armor for VIP s; 2. Marked, unmarked, and special purpose vehicles; 3. Additional security personnel; and 4. Weapons, crowd control barricades, and/or civil disturbance protective equipment. 4.5.3 The EPU commander, in conjunction with the SOS commander, will coordinate the planning and reconnaissance of travel routes, alternate routes, and emergency escape routes. Special attention will be given to potential hazards, construction sites, road and utility repair operations, railroad crossings, and any other potential obstacle or obstruction. 4.5.4 The EPU commander, or his or her designee, will conduct a detailed site survey of all facilities and locations where the principal will visit, in order to: 1. Gather intelligence information; 2. Identify primary and alternate entrance and exit points; 3. Determine the identity of contact personnel who will be available for assistance; and 4. Select temporary holding room(s) and emergency safe areas. 4.5.5 The EPU commander will coordinate with appropriate Departmental units, employees, other county and municipal law enforcement agencies as necessary to determine the possible impact of routine, special events, or tactical operations on VIP protection activities. 4.5.6 The EPU commander will identify emergency, first-aid, ambulance, and medical facilities that can be utilized, if necessary. 4.5.7 The EPU commander, in conjunction with the Communications commander, will determine primary and alternate methods of communications and procedures, to include the designation of dedicated radio channels and the identification of interagency contacts. 4.6 Uniform Detail (City Hall Security) 4.6.1 In an effort to ensure concentrated monitoring of the X-ray screen, monitors will be turned toward the right wall. Uniform sworn officers will be stationed to monitor the screen and request identification for entrance. 4.6.2 Per the screening procedures listed below, visitors will be issued and required to wear City of Atlanta Visitor badges. 4.6.3 Sign-in will only be required during after-hours, per the screening procedures listed below. 1. Note: The Linescan X-ray security screening system complies with all published International Standards. Typical leakage radiation is less than 0.1 mr/hr. compared to maximum leakage of 0.5 mr/hr. permitted by the Federal Standard. Film Safety: Guaranteed for high-speed films up to ISO 1600. 1. Uniform sworn officers will monitor items placed into the personal item trays (e.g, keys, phones, and other pocket items). 2. Weapons (guns and knives) will not be brought into City Hall and are not to be left at the security check-point. Page 6 of 8

3. The Office of Enterprise Access Management (OEAM) will authorize and provide notification for contractors and vendors requiring the usage of tools within the facility. 4. Infants must be carried or walked through. 5. Strollers/carriages must be scanned. 6. Members of the Press must display photo I.D. badges and have closed bags examined. 4.6.5 Public Screening of Items All items offered to the Mayor at a public event must be received by the EPU on his/her behalf for further screening at City Hall by OEAM. 4.6.6 Exceptions to scanning: 1. Uniformed police, fire, and corrections employees wearing an appropriate departmental ID. 2. Plain clothes police, fire, and corrections employees wearing an appropriate departmental ID. 3. Pregnant/medical exceptions to walk-thru x-ray must submit to hand-held scan. 4.6.7 It will be mandatory for all police, fire, and corrections employees (Uniformed and Plain Clothes) to present their appropriate departmental ID to the sworn officer on duty at the security checkpoint prior to entering City Hall. 4.7 Mayor s Residence Detail 4.7.1 The EPU will provide a continuous uniformed presence at the Mayor s residence. 4.7.2 The EPU commander shall assign an officer to be posted at the Mayor s residence at all times. 4.7.3 Officers assigned to the Mayor s Detail shall park the assigned marked patrol vehicle on the city street closest to the Mayor s residence and positioned in such a manner so as to afford the greatest visibility while minimizing interference with traffic. 4.7.4 Officers assigned to the Mayor s Detail shall remain vigilant at all times. They shall be courteous and professional if approached by the Mayor, family members, friends, visitors, neighbors or other citizens. 4.7.5 Officers assigned to the Mayor s Detail shall remain on post at all times until physically relieved by another officer or as directed by a supervisor. 4.7.6 When the Mayor or his/her immediate family member(s) departs or arrives at the residence, the officer shall exit the patrol vehicle and acknowledge his/her presence. The officer shall not approach the Mayor unless assistance is requested. Officers should remain alert for any potential threats to the Mayor s safety while he/she is entering or leaving the residence. 4.7.7 The assigned officer shall maintain the issued City cell phone (404-276-0360) while on post to facilitate immediate contact by the Mayor, staff members and the supervisor. The phone is to remain on and at an audible level at all times. Page 7 of 8

4.7.8 While on post, the assigned officer is to remain knowledgeable of whether the Mayor is in residence or not. 4.7.9 Officers should approach all visitors to the residence and determine if the visit is expected. If it is confirmed that the visitor is expected, the officer shall allow him/her to approach the residence. If the visitor(s) claims to be expected but the visit has not been previously confirmed by the Mayor or staff member, the officer shall ask the visitor(s) to wait until the officer contacts the Mayor or an Executive Protection staff member. 4.7.10 Officers assigned to the detail shall tactfully investigate persons or situations that arouse suspicion and report any such circumstances to the supervisor as soon as practical. 4.7.11 Officers assigned to the detail shall maintain an incident log of any unusual circumstances or events that occur while on post. The log shall include a detailed description of the unusual circumstance or event, the name, address and personal identifiers of involved parties and a detailed description of any vehicles involved. The officer shall advise the supervisor as soon as practical after any unusual occurrence or immediately if he/she is unclear how to handle the matter. 4.7.12 The assigned officer shall be contacted by the Executive Protection staff regarding any scheduled commercial deliveries. For unscheduled deliveries, the assigned officer shall make contact with his/her supervisor(s) for authorization and follow directions. The officer shall not allow anyone to leave an unexpected package on the property at any time. 4.7.13 When relief is required, the regularly assigned officer should contact his/her relief, the unit supervisor, or a zone supervisor and wait for their arrival. The supervisor or officer designated to relieve the officer on the Mayor s detail shall be relieved of his/her responsibilities while on post. 5. DEFINITIONS N/A 6.
