Eurostars eligibility criteria > Consortium leader must be an R&D-performing SME* > Participants from a minimum of two Eurostars participating countries > Project duration of less than three years > Market introduction is planned within two years of project completion > R&D-performing SMEs undertake at least 50% of total R&D cost > The consortium must be well-balanced, with no country responsible for more than 75% of project costs * 10% FTE dedicated to R&D or 10% turnover dedicated to R&D >8

EUREKA ACCESS TO NON EUREKA COUNTRY POSSIBLE? ASSOCIATE COUNTRY RIGHTS & DUTIES RIGHTS can participate like a EUREKA full member in Individual projects, Clusters and Umbrellas, including as a project coordinator on a 1+1 basis (otherwise 1+2) can become a EUROSTARS 2 member including as a project coordinator on a 1+1 basis (otherwise 1+2) (but without receiving the EU top up) can participate in the governance meetings (but without voting rights) >20

ASSOCIATE COUNTRY RIGHTS & DUTIES DUTIES Must appoint a EUREKA High Level Representative (HLR) and a National Project Coordinator (NPC) Must contribute to the administrative budget of the EUREKA Secretariat (fees are ½ the full membership fee based on a proportion of the member country GDP) (i.e. for South Africa: around 37000 per year) >21
