Preventing Chaos Who are the players? How will they play together?

Initial Response & Investigation Actions FOSC/ICS execute initial response actions bases on max. spill vol. and weather conditions. Use special resources, i.e. Strike Teams.

Incident Command System (ICS) Federal On Scene Coordinator (FOSC) has ultimate responsibility for oil cleanup under NCP. ICS coordinates the functions of the FOSC, other federal agencies, state/local governments, and the responsible party.

Volunteers Special group of stakeholders Share a commitment to protecting the environment. Consistent with the NCP the Area Committees should plan for their use, including worker health & safety requirements.
