The presentation is providing a general overview of HCMC s government policy on these issues.

2. NATIONAL POLICY for IT development Vietnamese Government has made many decisions to support and promote the application and development of IT: " Decree 07/2000/NQ-CP dated 5 June 2000 of the Government about the build and development of software industry in 2000-2005 period. " Decision 128/2000/QĐ-TTg dated 20/11/2000 of the Prime Minister about the policy and incentives for investment in and development of software industry. " Decision 112/QĐ-TTg dated 25 July 2001 of the Prime Minister on approval of Project For Computerization Of Administrative Management in 2001-2005 Period, using IT to modernize the administration. "

Vietnamese Government gives a great deal of specific incentives to promote investments and developments of IT in VietNam: Favorable income tax rate for foreign owned software companies (10% according to decision 128). Favorable beneficial tax rate for software development projects (1 st year exemption and 50% off for the following 4 years). Exemption of Value Added Tax (VAT) for domestic software products and services. Exemption of import and export taxes for software products. Favorable personal income tax rate for labors working in software industry (Circular 31/2001/TT-BTC). Policy on telecommunication and Internet, elimination of monopoly and reduction of fees.

3. CITY GOVERNMENT POLICY HCMC also has many policies and activities to promote the application and development of IT in the city. Establishment of centralized software parks to provide high-speed telecommunication infrastructure, modern software production environment for the software development enterprises. From Jan 2002, the city government has a policy to subsidize Internet access fee, enterprises have to pay only 300 USD/month for 64 Kbs access line. Accelerate the process of business registration for IT companies. Policy to encourage investments and supports from overseas Vietnamese experts, businessmen in IT related areas. Hold SoftMarts to help domestic software enterprises find the markets for their software products and services.

4. HCMC S IT DEVELOPMENT PLAN in 2001-2005 1. Computerization of the government s administrative management E-Government. During 2001-2005, completely develop certain electronic information systems with the project HCM City Web as the City s Government Gateway, integrate the most important information sources of the city for the demand of administrative management, economy control and satisfaction of information demands from people and investors.. Together with the currently being developed HCM CityWEB, during 2001-2005, the city will focus on development and improvement of main information systems listed below: Information system for the management of the People Committee; statistic information system; information system for science, technology, culture, and education of the city. Digitalization of certain important data warehouses collected in many years to serve the public agencies demand for exploitation and utilization of information; and the maintenance of those valuable datawarehouses.

2. Electronic market: from beginning of 2002, step by step deployment of the e-markets in labour resources, real estates, science and technology; and reliable operation of these market from 2003; provide agility and effectiveness for transactions. 3. E-commerce: 30% enterprises have Internet web-site, do transactions via the Internet, actively participate in the national project in E-commerce. 4. Technical infrastructure management (roads, water, power, telecommunication) using GIS (geographical information systems): operates from 2003. 5. Internet connections: till the end of 2005, 10% citizens, 100% enterprises, offices, schools, hospitals are connected to the Internet.

6. Revenue from IT industry: 250 mill. USD from software industry in 2005, about 300 mill. USD from hardware industry. 7. Newly educate 15,000-20,000 IT experts, among which there will be 50 PhD and 200 masters. Establishment of IT training center that will operate in 2002; and IT research center that will operate in 2003 at QTSC (Quang Trung Software City). 8. Export 2000 IT experts to foreign markets. 9. Foundation of 300 new software companies, development of 3 software companies with more than 500 experts, support 30 companies from other provinces in HCMC. 10. Till 2005, total social investment for application and development of IT will be around 457 mil USD, 7% from which (30 mil. USD) will be from the city budget. Investment for IT application will be at least 2% of the total city budget.

5. Application of IT in Governmental Administration of HCMC from 2001 to 2005 - Modernize the Government administration using IT, increase the competitive advantages of HCMC. - Use IT to effectively manage the economic, financial and commercial activities of HCMC, promote the development of domestic investments. - Use IT to increase the democracy level, lead to the citizen oriented administration.

Project 1: Official document management system: Management of sent and received official documents in digital format between government agencies. Aim to achieve paperless offices. Project 2: System for integration of reports: Reports from lower level agencies to the city s people committee will be in digital format. Integration of the reports to support decision making of the city s people committee. Project 3: System for management of accuses and complaints: Manage the process of dealing with accuses and complaints of the citizens. Project 4: Database of legislative documents: contains all the legislative documents issued by the city government as well as government authorities. Project 5: Database of enterprises: contains all the information as well as operational status of enterprises of all kinds in HCMC.

Project 6: Database of urban infrastructure: Digital map with GIS technology as a framework connected with database of city s master plan, lands and houses. Project 7: Database of civil servants: Store all information, records of all civil servants in the city, together with application such as wage management, promotion management, etc. Project 8: Database of public assets: Store all information of transactions related to public assets, status of the public assets in all government agencies. Project 9: Database of finance and accounting: stores data about financial and accounting activities of all government agencies. Project 10: Hochiminh City WEB Stage 2: Enhanced WEB: each government agencies will have a web site connected to the City WEB as the governmental portal of the city.

Project 11: Forum between city government and enterprises: build an environment for interactions between entrepreneurs and the government authorities. Project 12: Online business registration: Allows people to register their business via the Internet. Project 13: Online construction licensing: Allows people to apply for permission of construction online. Project 14: Online land and house property registration.: Allows people to apply for their land and house property rights online. Project 15: Online cultural service licensing: Allows people for online getting cultural service licenses.

Project 16: Online residential registration: Allows people to do residential registration via the Internet. Project 17: Online import-export registration: Allows companies to register import-export of goods via the Internet. Project 18: Online vehicle registration. Project 19: Application of IT in administration of District 1 Stage 2: continue to apply IT in administration activities of District 1. Make District 1 as a model of administration for all other districts. Project 20: Applying the District 1 s administration model to other districts: Apply the successful model of District 1 to other districts in the city.
