MINUTES OF THE MEETING: January 17th, 2016 E - Board Randolph, MA.** MEETING called to order by Commander Steven Dugan at 12:12 PM. OPENING PRAYER led by David Spencer, PNC, PDC. PLEDGE OF ALLEGIANCE led by Provost Marshal Jim Jones. PREAMBLE led by Commander Steven Dugan ROLL CALL led by Adjutant Michael Bruno, PDC APPROVAL OF MINUTES from SEC Haverhill held on Nov..15th, 2015. During review of these Minutes by the body present, David Spencer, PNC,PDC found two errors for correction. The first of these was noted that EBoard should have been hyphenated (E-Board). These errors occurred at the end of the Agenda under Next Meeting and twice in paragraph three as well as paragraph six under Unfinished Business. The second, a spelling error, was Helmut (Helmet) which occurred in the last entry under Unfinished Business and in the Upcoming Events. Adjutant fined $4.00. CORRECTIONS have been made. Should anyone require a corrected copy please notify me and I will forward it to you. Motion made to accept these Minutes made by David Spencer. Seconded by Michael Bruno. Motion passed. BILLS AND COMMUNICATIONS Bills: None Reported Communications: None Reported OFFICERS REPORTS: Commander Steven Dugan submitted a written report. Motion to accept the Commander s report made by Michael Bruno. Seconded by Clifford Kaizer, PDC. Motion passed. 1 ST Vice Commander Dave Prescott submitted a written report. Motion to accept the 1 ST Vice Commander s report made by Mark Serpis, PDC. Seconded by Clifford Kaizer. Motion passed. 2 ND Vice Commander Mark Serpis submitted a written report. Motion made to accept the 2 ND Vice Commander s report by Michael Bruno. Seconded by Dave Prescott. Motion passed. 3 RD Vice Commander Floyd Francis gave a verbal report.** Motion to accept the 3 RD Vice Commander s report made by Clifford Kaizer. Seconded by Michael Bruno. Motion passed. Adjutant Mike Bruno submitted a written report. Motion made to accept the Adjutant s report made by Michael Bruno. Seconded by Dave Spencer. Motion passed.

Finance Officer David Spencer submitted a written report.. Motion made to accept the Finance Officer s report made by Mike Bruno. Seconded by Floyd Francis. Motion passed. Judge Advocate Clifford Kaizer gave a verbal report**. While nothing to date has been brought forward that has required his intervention he informed the body present that he is available for whatever he can do to assist the Membership and that his report is a work in progress. Motion made to accept the Judge Advocate s report made by Mike Bruno. Seconded by Mark Serpis. Motion passed, Provost Marshal Jim Jones gave a verbal report.** Motion made to accept the Provost Marshal s report by Dave Prescott. Seconded by Mike Bruno. Motion passed. Immediate Past Commander / NEC Ken Moniz gave a joint verbal report to include but not limited to his attendance at the Fall NEC Meeting as well as the National Commander s Project involving diabetes treatment and research.** Motion made to accept the Immediate Past Commander s report made by Clifford Kaizer. Seconded by Mark Serpis. Motion passed. Motion to accept the NEC man s report made by Mark Serpis. Seconded by Clifford Kaizer. Motion passed. Webmaster David Spencer gave a verbal report.** He noted that the link to the PDC biographies on the website for Mark Serpis and Mike Bruno have been addressed and that if any additional information needs to be added to please let him know. Motion to accept the Webmaster s report made by Mike Bruno. Seconded by Clifford Kaizer. Motion passed. UNFINISHED BUSINESS: Commander Dugan directed inquiry to Mike Bruno regarding Membership cards he thought were due to Squadron 2012, Westminster. Mike Bruno corrected the Commander by informing him that ALL Membership had been correctly processed and submitted for last year. The issue raised by David Elms in Haverhill involved the Membership card for one Member, Paul Farmer. Mike Bruno informed the body present that while this was an oversight on his part that the card was mailed to David Elms on the night of the November SEC to the P.O Box address he was provided. Commander Dugan informed the body present that a joint fundraiser between the AMVETS, Ladies Auxiliary and Sons will not happen during this year. *** Discussion was held regarding upcoming 20 TH Anniversary commemoration.** The topic was primarily focused upon a design agreed upon as submitted to Department from Scott Soucy, Squadron 147 Haverhill. While the body present were able to review the design it was agreed

that Commander Dugan with the help of others would seek out estimates from available vendors. Further discussion also involved contacting Bill Barry regarding convention shirts. In response to a question posed by Mike Bruno**, ticket price, availability, etc. for National Silver Helmet Awards in March**** will be available to Commander Dugan, NEC Ken Moniz and Squadrons when the Minutes of the Fall NEC are mailed. ***** Discussion was held regarding Squadron 51, Randolph fundraiser.**** Tickets for this event are still available by contacting Commander Dugan, Mark Serpis and Heidi Dineen Serpis. NEW BUSINESS: **In response to a general question posed by Mike Bruno, discussion was held regarding the invitation of National guest(s) to our annual State Convention.** As a result the body present agreed to invite National 2 ND Vice Commander Harold Collins. Mike Bruno informed Commander Dugan that certain information will need to be provided to complete this task. Upon receipt Mike Bruno will prepare and extend the invitation with the Commander s approval. **Discussion was held regarding attendees to the Spring NEC. Dave Spencer informed the body present that he, along with Mark Serpis, Ken Moniz, Don McLean and Jim Peacey will be attending. Mike Bruno informed the body present, barring medical or work concerns, he also plans to attend. **Discussion was held regarding Convention expenditures. As a result Convention matters have been TABLED until the March SEC. **Discussion was held regarding Ladies Auxiliary 50/50 fundraiser. In an effort to raise money for the Department a motion was put forward to expend $50.00 from Department funds to purchase raffle tickets. Motion made by Mark Serpis. Seconded by Clifford Kaizer. Motion passed. *During Roll Call, Dave Spencer informed the Adjutant that as this was an E Board Meeting and not an SEC Meeting. Attendance of Squadrons is not mandated and as such need not be recorded. **During this Meeting the Adjutant reported to the Commander that the digital recorder was not functioning correctly. Upon review of the recording this notification does exist. While there are lapses in the recording, information provided in this transcript does include any and all information available and is provided in its entirety to the best of my knowledge. ***Subsequent to this Meeting and prior to the required submission of these Minutes I was informed that a Joint Department 50 /50 Raffle is being planned. Commander Dugan will provide details to all no later than the March SEC.

Proceeds being raised will be used to allow this Squadron to provide some funds to assist Squadron delegate(s) attending National Convention at Reno, NV***.
