Communication Plan Machrek Energy Development - Solar MEDSOLAR Grant Contract Number: 93/435 MEDITERRANEAN SEA BASIN PROGRAMME 2007-203 Approved by the Joint Managing Authority on 6 May 203

Introduction The objective of project MEDSOLAR is the promotion and the implementation of innovative technologies, as well as know-how transfer in the field of solar energy, particularly PV systems. The expected results are: characterization of electrical grids, analysis of the legal framework and recommendations, conceptual definition of the new system architecture, technological development of an energy management system, pilot projects in small and medium size industries and public facilities, tests, dissemination and creation of cross-border network of stakeholders. The project has an innovative component. In the target countries the weakness of the grid (impossibility of having increase in the power supply, interruptions, etc.) do not allow neither the security of supply in critical facilities (hospital, schools, etc.) nor the proper development of the small and medium size industries. Instead of using exclusively generator, the project proposes a solution to reduce the use of this polluting and expensive mean by installing a solar PV system with a transient storage associated to the generators. When the grid is available, the PV energy will be injected to grid (net metering). In case of grid interruption, the back-up is assured by the PV system coupled with generator if the PV generation is not enough (low irradiation, excess of load, etc.). A transient storage system will guarantee the continuity of the supply for very short-term variations of generation (clouds) or the time that the generator switches on. A complete assessment of the legal framework and regulation must be achieved in order to understand the limit of the introduction of solar technologies and propose recommendations. The technology transfer will be assured by the organization of training and workshops and the implementation of the pilot projects. The situation of final beneficiaries will improve by reducing costs and increasing the energy demands. On short-term, by improving the beneficiaries situation, the situation of the population will improve since they are all users of public facilities. On long-term scheme, the whole population, which is also affected by the weakness of the electricity grid, will have direct benefits like continuity of supply, reduction of cost for alternative source of energy or reduction of pollution, among others. The local partners together with TTA have developed and managed many projects in the solar field in the Mediterranean basin so the knowledge of the technical situation and the management capacities are key points to ensure the best development of the project. The organization of workshops and dissemination events, tasks realized by Solartys with the support of UPC and the local partners, will be the major participatory processes aiming the promotion of cross-border networks of stakeholders. Beneficiaries and stakeholders will be selected carefully to ensure the sustainability and development of the project. Local partners will have a key role in this selection since they have a good knowledge and experience, all of them being a reference in the solar field in their countries. The logo attracts attention, and leaves an everlasting impression in people's minds. Therefore, for MEDSOLAR it is planned to create a design concept that will distinguish the project identity from all the rest. 00% of the information and communication materials produced in the Project follow the project s graphic line Action.3 Production and dissemination of information material Description: the aim of this action is to produce information material about the project with the project logo, with the links to the project website (and the EU and ENPI websites) and with attractive, relevant and short information about MEDSOLAR. This way, with the brochures, people can take the papers back to their offices and get into the website after assisting to a dissemination event. The aim of the roll-up is to allow more visibility to the event where it is present and to give additional information. In this action we include the production of EU flags, ENPI, Med Solar logo and Programme Funded by European Commission logo stickers. Specific objective 2 Communicate the project s objectives and results during conferences and events Action 2. Organization of 4 workshops focused on the promotion of the project (Work package 2) Description: The aim of this action is to promote the project, its main activities and the expected results. Thus they will conduct at the beginning of the project. The workshops will be carried out in the 3 partners countries i.e. Lebanon, Palestine, Jordan and also in Spain in order to promote the cross-border networking. The participants will be Universities, Photovoltaic companies and companies of related sectors, public bodies and financing and insurance institutions. The outputs of the workshops will be recorded, shared with the participants and published in the website together with the material used during the activity. Its objective is to create an interactive space where professionals, potential investors, interested firms, and other kind of organizations could discover the news about the project and exchange opinions about all kind of subjects related to the project and to new technologies implemented in it. The more appropriate platform for this kind of discussion is Linkedin but the content will also be shared through Twitter to facilitate the interface with the ENPI CBC-MED twitter account.
