Page 1 I. Introduction Appointment of Experts of the Independent Technical Advisory Panel 1. In its decision B.09/10, the Board approved the terms of reference of the independent Technical Advisory Panel (TAP) and requested the Investment Committee (the Committee), with support from the Secretariat and as soon as is possible, to nominate six experts as members of the TAP for endorsement by the Board. This document briefly describes the recruitment process for these experts and presents the nominated candidates for Board endorsement. 2. The recruitment and selection process was launched immediately following the ninth meeting of the Board with the goal of nominating TAP members and securing Board endorsement as soon as possible. II. Process 3. The terms of reference of the TAP were published on the Fund s website on 7 April 2015, with an open invitation to all qualified candidates to submit an application. Concurrently, the terms of reference were also posted on several widely used recruitment websites. The Secretariat took a proactive approach in reaching out to candidates from developing countries, with particular attention to female candidates. Applicants were asked to provide a curriculum vitae and cover letter expressing their interest in the consultancy, and were informed that shortlisting would begin on 28 April, three weeks after the initial publishing date. 4. In total, 185 applications were received. They were evaluated and scored based on the required qualifications and key fields of competency as defined in the terms of reference. Candidates selected for a long list were contacted for interviews beginning on 30 April. On 4 June, the Secretariat put forward a list of six recommended candidates for the Committee s consideration. At the Committee s request, an expanded list of candidates was also provided. 5. Following the discussions at virtual meetings and in-person meetings preceding and during the tenth meeting of the Board, the Committee noted the Board s decision that the TAP must be composed of six Panel members. They also agreed that the following four candidates should be nominated as part of the six-member TAP: (c) (d) Panel candidate 1 (Male, Bangladesh); Panel candidate 2 (Female, Germany); Panel candidate 3 (Female, Colombia); and Panel candidate 4 (Male, Japan). 6. In addition, the Committee did not reach full consensus on the nomination of the following two candidates: (e) (f) Panel candidate 5 (Male, United States of America); and Panel candidate 6 (Male, Nigeria). 7. Therefore, the Committee has put forward two options for the Board s consideration: Option 1: Nominate all six candidates listed above for the Board s endorsement; or

Page 2 Option 2: Nominate the first four candidates listed above for the Board s endorsement, with two additional TAP candidates to be nominated and endorsed between meetings before the eleventh meeting of the Board. 8. The Committee noted that it was important to ensure a good balance and expertise in the composition of the TAP, but there would be additional burden on the Secretariat to find the right candidates for the remaining two positions should a new targeted recruitment exercise be undertaken (noting that the original process took two months to complete). 9. The Committee agreed that there should be a review of the Panel s effectiveness 12 months after the Board s endorsement of the full six-member Panel.

Page 3 Annex: Draft decision of the Board The Board, having reviewed document GCF/B.10/15 Appointment of Experts of the Independent Technical Advisory Panel: (c) (d) Endorses the nomination by the Investment Committee of the following experts of the independent Technical Advisory Panel for one term: (i) (ii) (iii) (iv) (v) (vi) Panel candidate 1 (Male, Bangladesh); Panel candidate 2 (Female, Germany); Panel candidate 3 (Female, Colombia); Panel candidate 4 (Male, Japan); [Panel candidate 5 (Male, United States of America)]; and [Panel candidate 6 (Male, Nigeria)]. Reaffirms that the work of the independent Technical Advisory Panel will be conducted as per the terms of reference approved in decision B.09/10, paragraph ; Decides to conduct a review of the independent Technical Advisory Panel s effectiveness 12 months after the Board s endorsement of the full six-member Panel; and [Also requests the Investment Committee to nominate two additional experts as soon as possible, but ultimately by [15 August 2015], one from a developing country Party to the UNFCCC and one from a developed country Party to the UNFCCC, to the independent Technical Advisory Panel for a decision on their endorsement to be taken by the Board in between meetings before the eleventh meeting of the Board.]
