Co-operative Agreement between the Ministry of Health of the Kingdom of Saudi Arabia and the Democratic Republic of Sudan Introduction: In reference to the general agreement of co-operation between the Government of the Arab Kingdom of Saudi Arabia and the Government of the Republic of Sudan on the 25/ 10/1423 Hijri; 29/12/2002 AD. And the intention of the Ministry of Health of the Government of Sudan (referred to as the 1st party) and the Government of Saudi Arabia (referred to as the 2nd party) to support and reinforce the friendship and brotherly co-operation which exists between the two countries, as well as in support of the unique relation between the two countries to fulfill the Millennium developmental goals and strategic plan of each of the two countries in the context of health. In recognition of the benefits that can be achieved in the field of health, as a result of promoting and continuing the co-operation between the two countries; which have agreed on the following: Article 1: Both parties shall co-operate in the implementation of a joint programme in accordance with the articles of this document to provide for the needs of every party in the form of human resources, as well as make use of the available capacities/abilities of each party to achieve that. Article 2: Obligations of the 1 st party: 1. To announce to Doctors interested in working in Family Medicine or other areas in the Kingdom of Saudi Arabia according to the conditions and numbers defined and agreed upon by the 2 nd party. 2. To receive applications and ensure that applicants meet the conditions. 3. Prepare the lists of doctors and other cadres of candidates according to the conditions agreed upon for selection, as well as announcing them. 4. Providing centres for theoretical and practical training within Federal, State and Private Institutions. 5. Participating in the joint working groups that will be among the candidates. 6. Participate in the supervision of the training programme.

7. Coordinate the arrangements for the necessary medical examinations of the candidates who have been selected for the contract at the Central laboratories and Hospitals approved by the Saudi Embassy within Sudan. 8. Make arrangements to complete the procedures for loaning candidates who are selected from those who have jobs at the Federal or State Ministry of Health according to regulations of the service provider and follow up of procedures pertaining to it. Article 3: Obligations of the 2nd party 1. Identify areas of specialization and the numbers required for each specialization. 2. Identify the specializations which can directly host candidates and those which can host candidates after completing training within or outside Sudan. 3. Identify the curriculum and required duration for training for the specified specialization. 4. Contribute in the provision of accredited trainers from Saudi Arabia. 5. Identify the criteria of the accredited trainers for training and approve the trainer. 6. Contracting with doctors who satisfy the conditions of the contract and those who successfully complete the training period successfully to work in the Kingdom of Saudi Arabia. 7. Work to make the necessary arrangements to complete the training of contracted physician in the field of health disciplines for those Doctors who are interested, according to the system. 8. Contribute towards the supervision of practical training at the primary health care units where training takes place. 9. Conduct inspections/interview of applicants who are coming to work in the Kingdom of Saudi Arabia- by Contract. 10. Approve the participation of others in implementation of the training programme in accordance to the conditions and regulations determined by the two parties.

Article 4: Contract terms with Sudanese Medical Staff 1. Obtain a Diploma degree, or a Bachelor's degree, or a Master's degree or a Doctoral Fellowship of a Philosophy degree in the area of specialization. 2. Pass the specified medical and laboratory tests by the Saudi Embassy in Khartoum. 3. Pass the outlined training programme in the health field successfully and obtain certification by the 1st party. 4. The applicant should not be more than 55 years of age. 5. The applicant should be registered at the Sudanese Medical Council or the Council for Allied Health Professions. 6. The applicant should not have any convictions from the Medical Council or the Council for Allied Health Professions for any reason whatsoever. 7. The applicant should not have any convictions by a court for any charges related to ethics or any deviant behavior. 8. The applicant should be committed to professional ethics and codes of conduct as well as observe the customs, traditions and values of the Society. 9. The Applicant should obtain certificate of freedom from national service in Sudan. 10. The Applicant will be committed to work in any region of the Kingdom of Saudi Arabia. 11. The applicant should not be studying or completing duration of working period in Sudan- after study. 12. The Applicant must pass the qualifying examination for admission to the course. 13. Has spent a minimum period of two years from the date of completion of the concession period. 14. The presence and escort of a "Mohrem" in case that the applicant is a female. 15. Pass a personal interview by the Saudi side. Article 5: Joint Commission for the follow up of the Agreement of Co-operation

1. The formation of a working group from the two parties, of a minimum of four (4) people, represented equally between the two parties. 2. The working group should meet once every six (6) months, or whenever it is decided, in one of the two countries. 3. The panel of the working group should be concerned with the following: a- Follow- up of the progress of implementation of this agreement and ensure that each party is committed to its obligations. b- Discuss periodic reports on the progress of training and contracting. c- Facilitate or resolve any problems or obstacles for training and contracting after referring to the specialized body of each party. d- Allowing the centres for theoretical and practical training. e- Propose any amendments or additions in the Agreement (Memorandum) of Understanding after approval from the specialized body of each party. f- The necessary co-ordination to implement the Agreement. 4. The party hosting the meeting of the working team will bear all the expenses for accommodation of the representatives of the other party. 5. The Minister of Health of the respective countries will set out the names of the representatives in the working team. Article 6: Other areas of co-operation 1. Exchange visits of experts and specialists in various fields between the two parties according to needs determined by each party. 2. The party making the call for experts or specialists from the other party to visit will bear all the costs of such visits and make all the necessary administrative arrangements to facilitate the timely implementation of the purpose of the visit. 3. The two parties will work with the specialized authorities to achieve mutual recognition of the medical and health disciplines, gradually in accordance to the priorities. 4. The two parties will work towards encouraging the treatment of Sudanese at specialized treatment institutions in Saudi Arabia by cost- and consider the possibility of treatment of some of the limited complicated cases at the institutions of the second party in accordance to the regulations.

Article 7: General regulations 1. This document is effective from the date of signature by both parties; valid for duration of five (5) years; automatically renewed for the same duration, unless one of the parties indicates its intention of not renewing at least six (6) months prior to the expiry date. 2. In case of termination of this document, the obligations of both parties will continue in force until the completion of the joint programmes (i.e. completion of further training of trainees enrolled in effect). 3. Loaning of employees with governmental jobs for a period of five (5) years maximum, which will be completed in accordance with the law and regulations of general service of the Republic of Sudan. 4. Training in the field of Family Medicine will lead to a Diploma certificate. This document has been issued in city of Riyadh; in the Kingdom of Saudi Arabia on the 22-10-1429 Hijri; 22-9-2008 AD.
