Example of Two working groups 2010
H2&FC European Total Public Funding (Member States plus Regions) : 250 M /year JTI R&D: 30 M /year JOINT PROGRAMMING Action in progress in EERA A workshop held in June 2010 EERA Energy R&D Institutes CEA, Helmhotz, VTT, ECN, Ciemat Enea Ineti Cres DTU EuroHorcs EUA ERC EIT/KIC ENERGY
JTI Concerns AIP 2008 &2009: Some feed backs from R&D Share R&D versus demonstration AIP 2008: R&D 57 % shared:56 % R&D entities, 44% Industry AIP 2009: R&D <50%, Overall participation disappointing. Research Entities: Total Share: 36 % (2008), <30% (2009)of total EC funding Mean Funding rate: Uncertainities and very low level 40-44% of eligible costs
Our FCH JU main priorities and concerns Making FCH JTI a success Active Participation in all important tasks, negociation Help IG for solving IG main issue on financing Operating costs for Programme office IG & RG agree to implement fees systems on projects, MOU signed on march 2010 RG will contribute to finance s IG running costs to Programme Office Improving funding rate Funding rate is rather very low compared to FP7 rule, other national programmes High risk of demotivation, transfer to others activities (ex of batteries), Low rates: opposition with european policy (Lisbonne strategy) on R&D Solution to be implemented Request from GB meeting (15th june 2010)to EC to implement very quickly before mid term assesment solution to improve a little funding rates In paralel, need to explore a real improvment by changing rules of matching for SME, R&D Increase Cooperation with member States and Hyramp
Cooperation with Member States Cooperation for improvment of funding rates (through dialogue with EC, through permanent representation? Council), JTI evolution Cooperation on innovative ways of co funding JTI projects? Promoting scientific cooperation inside national programmes and cooperation to establish education and training programmes Exchange on EERA, and common action to promote an active policy on R&D programme: Why we need R&D in national programme, outside or beside JTI? European Research Area, Basic Research initiative and infrastructure Communication and dissemination of N.ERGHY experience to other R&D sectors; best practices Cooperate on Research Policy community position towards FP8 and participation to discussion with MS and EC
