What Is TERT? The Telecommunicator Emergency Response Taskforce is a group of trained individuals who respond in order to relieve, assist or augment PSAPs affected by natural or man-made disasters at a local, state, regional or national level. 3
History of Mutual Aid for Dispatch First large scale / long term PSAP mutual aid used on a state level following Hurricane Andrew in 1992 Deployed under the Florida Fire Chiefs Mutual Aid Program In 1993, developed into the formal PSAP mutual aid program now used in Florida 4
History of TERT In 2001, the North Carolina Chapter of NENA developed the first Telecommunicator Emergency Response Taskforce (TERT) program NC TERT program addressed PSAP-to-PSAP assistance Developed a model Memorandum of Understanding (MOU) with Emergency Management 5
What Is NJTI NJTI is the National Joint TERT Initiative, a cooperative organization formed under a MOU by APCO and NENA in 2006. It is an umbrella organization intended to foster the development of individual state TERT programs. It is designed to offer assistance and guidance but has no authority to set rules of operation. It is the hope of NJTI that state TERT programs will conform to suggested guidelines in the ANSI Standard so as to create uniformity of operations on a nationwide basis. NJTI also recognizes that situations in each state present unique circumstances for implementation and operations and that there is the need for flexibility. 6

Federal Recognition Working on recognition by FEMA / DHS of TERT as a Tier One Response Entity (Such as Law Enforcement, Fire, EMS, Veterinarians, etc). Recognized as a Resource by EMAC. EMAC approved first intrastate deployment in August 2012 to Hurricane Isaac. On-Line TERT Basic Awareness Course by FEMA launched in July 2012. 16
Recent Deployments May, 2011 Illinois TERT deploys flooding along the Mississippi and Ohio rivers in far Southern Illinois. May, 2011 Missouri deploys to Jasper County & Joplin PSAPs for tornado activity. October 2012 Hurricane Sandy New York State Deployment to Suffolk Fire & EMS Communications in Yaphank, NY. August 2012 Texas deployed to Saint John the Baptists Parish Sheriff s Office for a deployment to augment PSAP staffing after Hurricane Isaac struck Louisiana. 17
