The ideal candidate for this position must have thorough knowledge of building codes, State and local regulations and the application of modern building materials, tools, and practices in the specialty of commercial, industrial, and complex residential construction. Commercial Building inspection certification is required. Specialty in electrical will be considered favorably. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are normal for this classification. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned. Performs inspections of building projects. Conducts field inspections of private and public construction projects' electrical installations to ensure compliance with applicable codes, standards and regulations; approves buildings for occupancy. Reviews construction permits, plans and specifications to enforce applicable codes and ordinances. Reviews projects for compliance with land use and zoning provisions. Checks occupancy, lot lines, unit spacing and legal openings for compliance. Prepares daily activity reports, inspection forms, code enforcement documentation, submittal logs, correction notices and field change orders. May provide testimony in courts and hearings regarding code enforcement data. Provides technical information to the public, builders, contractors regarding construction and inspection requirements. Receives complaints or feedback and implements solutions or refers to supervisor. Prepares reports, time sheets, and run sheets and completes inspection forms. Resolves complex issues regarding codes and construction in the field. Coordinates inspection tasks with engineer and other agencies.
Provides assistance to other inspectors; may train other inspectors in area of expertise. Attends and participates in pre-construction meetings. Discusses construction progress with contractor. Maintains progress schedule. May coordinate zoning ordinance enforcement. May enforce Water Quality regulations. Responds to inspection-related complaints. Verifies valid permits obtained before construction start. Enforces permit requirements. Uses a computer to research permits, codes, ICC reports and manufacturer s specifications. Maintains a working knowledge of current applicable codes, laws, standards, ordinances, policies and regulations; construction techniques and materials; and materials testing requirements. Participates in on-going training. Drives vehicles to the shop for scheduled maintenance and ensures vehicle is cleaned/washed. Uses office equipment such as fax, telephone and photocopier. MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Associate degree in a construction technology or construction inspection field and six years construction inspection experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Possession of, or ability to obtain, a valid California driver's license. International Code Council (ICC) inspection certification required. which to live and work. THE DEPARTMENT Community Development The goal of the Community Development Department is to ensure that community values are reflected in the physical environment. The department focuses on planning and implementing standards that maintain the City's high quality of life as the City continues to develop and mature. The City encourages a balance of inviting and safe residential communities, vibrant commercial centers, and varied manufacturing and employment opportunities. The Department consists of three divisions: Planning and Development Services The Planning and Development Services Division is responsible for providing support to the community by interpreting and implementing the General Plan and Zoning Ordinance as adopted by the City Council. This consists of processing applications for land development including environmental assessment, landscaping review and sign requests. It is also responsible for annexations, advance planning, inter-agency and regional planning, and Transportation Development Review. Housing The Housing Division is responsible for implementing the City s Housing Strategy and Implementation Plan including the Inclusionary Housing Ordinance. The Division also administers the Community Development Block Grant (CDBG) and HOME Program. Building and Safety The Building and Safety Division administers and enforces all building codes and ordinances adopted by the City. This includes field inspections, plan checking and permit issuance for new construction. The Building and Safety division also includes the City's Code Enforcement, Geographic Information System (GIS) mapping programs, and the Water Quality/NPDES program. The Department operates a Permit Processing Center designed to expedite the permit approval process while ensuring a high degree of review of incoming projects.
