EA Request Procedures Navy EA Procedures: User submits request package to their regional NMCSO NMCSO reviews request for: Request package completeness Classification Pre-coordination with local spectrum users (i.e. AFCs and FAA) Request is IAW CJCSM 3212.02B or CJCSM 3212.03 5

EA Request Procedures (cont) NMSC submits package for coordination: Ensure analysis files are delivered to JSC for QC Coordinate requests with Joint Staff, FAA, and FCC Central point for National level l coordination of all Department of the Navy EA requests Lead Times: 60 days for EA and Chaff 60 days for GPS EA, plus 5 days for review prior to submittal 6

Common Errors DSN phone numbers or no cease buzzer numbers (must have commercial numbers) Last minute GPS package submission Incomplete packages Deconfliction does not match request Deconfliction lists non-geographically conflicting tests Local vs. Zulu times Plots do not match request 7

Trends FAA is taking a hard-line approach to EA 2009 approval isn t automatic for 2010 Phoenix and DC GPS exclusion areas CREW as training devices vs. surrogates Under review Due to a better understanding of the EA process FCC has been more flexible with use of their bands 9
