TERMS OF REFERENCE (TOR) FOR CITY BUS TRANSPORT CONSULTANTS a. Background As per decision taken by Hon. Minister, for efficient and sustainable operations of city bus services in 6 new cities of the state, it has been agreed upon by the state government to appoint city bus consultants at both city and state level. As per proposal approved by Finance section, the following consultants to be appointed are: 1. Senior City Transport Consultant at State Level. (No. of Positions: 2) 2. Junior City Transport Consultant at State Level. (No. of Position: 2) 3. Chief Operating Officer (COO)-1 Operations, Management and Finance at City level (No. of Position: 6, one for each city) 4. Chief Operating Officer (COO)-2 Maintenance, Coordination and Miscellaneous Activities (No. of Position: 6, one for each city) b (a). Duties and Responsibilities -TOR 1. Senior City Transport Consultant at State Level Assist city officials in Bus Procurement process, city level policies/reforms, prototype finalization and strategy to operate buses. Prepare RFP/TOR for appointment of Bus Operators, TIMCC, Advertising, Bus Stands/Depots, Bus Stops, etc in all the cities and help COO s in Bidding, Position Bidding process, MoA signing, supervision and monitoring. Preparation of CMPs Prepare Urban Transport Road Map for improvements in Urban Transport scenario in the state. Conceptualize master plan for transport improvements in all 378 ULBs of the state. (State Public Transport Master plan/regional Master plan) Constitute a dedicated Urban Transport Body (PMU) at state level to assist cities in urban project projects Implement pilot projects Undertake Route Rationalization planning studies in 20 cities
Formulate Service Level Benchmarking for the cities to follow Operationalize newly formed SPVs Organize capacity building Training programs for City Level officials and SPVs Prepare Branding master plan of city bus system via stakeholder consultant, etc Prepare a Monitoring, evaluation and supervision plan for city bus services and all other urban transport projects implemented. 2. Junior City Transport Consultant Assist Senior City Bus Consultant and COO s in Bus Procurement process, Dry run, trial run and commercial run and efficient operations of buses. Assist Senior City Bus Consultant in preparation of RFP/TOR for appointment of Bus Operators, TIMCC, Advertising, Bus Stands/Depots, Bus Stops, etc in all the cities and help COO s in Bidding, Position Bidding process, MoA signing, supervision and monitoring. Undertake on-ground studies, surveys, prepare reports, presentations and help project implementation. Identify and involve big player for Corporate Social Responsibility activities related to Public Transport Draft city wise Branding Proposals. Conduct site visits for collection of data/photographs and compile information to support branding. Prepare news articles, brochures, leaflets, events etc and Monitor timely status. Undertake need analysis of the policy/reforms through on-ground studies, surveys and help in conceptualization policies and reforms required for strengthening Urban Transport scenario. Establish a Urban Transport Data Bank at State Level. Collect and update data from various cities from time-to-time. Establish public transport chapter, knowledge center, students internship programs, etc Prepare a public Transport Training Calendar and conduct training programs along with site visits for state and city officials. Modernize Transport Section at the state with state-of-the-art infrastructure along with ITS for monitoring the cities Prepare quarterly newsletters of transport improvements in the state Page 4 of 7
3. Chief Operating Officer (COO)-1 Operations, Management and Finance Undertake Bus Procurement process and fulfill all the pre-requisites of GoI from time to time. Responsible for efficient operations of City Bus Services. Formulate strategy towards for operation of buses in their city, Route Rationalization, Last Mile Connectivity Finalize routes, schedules for phase 1 implementation and carry out Dry run, trial run and commercial run. Identify Bottlenecks in Public Transport operations in the city and formulate improvement strategy with help of Senior City Bus Consultant. Prepare Route Rationalization plan and notification of routes. Undertake surveys and asses bus services as per Service Level Benchmarking standards. Revise or add routes as per need. Identify location of Bus Stops and carry out bidding process for construction. Operationalise TIMCC and ITS, generate MIS reports and analyze operational flaws. Conceptualize Branding master plan of their city bus system via stakeholder consultant, etc Negotiate and finalize terms and conditions with banks for financial assistance in procurement process. Manage Company finances, accounts, budgeting, internal auditing, Book Maintenance, staff salaries. 4. Chief Operating Officer (COO)-2 Maintenance, Coordination and Miscellaneous Activities Responsible for Efficient Maintenance of City Bus Services and upkeep of Depot Facilities. Responsible for conduction of Board of Directors meeting and strengthening of SPV as per requirment. Prepare monthly, Quarterly and annual audit reports and submit to the state. Manage all the allied and miscellaneous activities related to SPV. Page 5 of 7
Conduct periodic and surprise checkups of buses and operators. Assist in financial tying up with banks. Collect, maintain and update city urban transport data bank. Undertake bidding, Position bidding process for appointment of Bus Operators, TIMCC, Advertising, etc in their city. Designate duties and responsibilities of all the employees and maintain performance records. Prepare presentations, reports, brochures, newsletters, etc as per requirements. b (b). Energy Expert The expert should be B.E (Electrical) Should have at least 5 Years of experience in handling assignment relating to Energy Efficiency, Energy Audit. Should have understanding of public street lights systems maintained by Urban Local Bodies. The appointment shall be on contractual basis initially for the period up to 31 Dec 2015 which can be extended further depending upon the performance. Retired Govt. /Semi Govt. etc officials having experience in similar field can also apply. Preference will be given to those who have worked on projects related to CDM, Energy efficiency. Page 6 of 7
