Terms of Reference Brief Description of Paramparagat Krishi Vikas Yojna (PKVY) Background Organic Farming is the agricultural system which aims at cultivation of land in such a way so that the soil is kept dynamic with living activities and in a good health, at the same time keeping the environment clear, maintaining the ecological balance and providing stability to the production level without polluting soil, water and air. In this method the use of chemicals is kept at its minimum i.e. to the level of base necessity. This method is self sufficient and self dependent with the best use of natural resources & biodiversity. In fact, it is the only means to achieve the sustainable target of Production and Productivity. Department of Agriculture, Uttar Pradesh is implementing Organic Farming under Paramparagat Krishi Vikas Yojna (PKVY) in 33 districts during the year 2017-18. In this regard, Request for Proposal (RFP) is invited for selection of NGO as a Support Organisation for successful implementation of the project of organic farming under Paramparagat Krishi Vikas Yojna (PKVY). Objective Production of agricultural products free from chemicals and pesticides residues by adopting eco-friendly low cost technologies under Paramparagat Krishi Vikas Yojna (PKVY) through adoption of organic village by cluster approach and PGS certification is the objective of this scheme. 1

Procedure of Implementation of Project Organic Farming under Paramparagat Krishi Vikas Yojna(PKVY) will be implemented based on the principle of Cluster Approach and Certification of Participatory Guarantee system of India (PGS). Government of India has approved Annul Action Plan for the year 2017-18. Based on this approval, NGO is to be selected for the implementation of first year, second year and third year activities of the project for the year 2017-18. In subsequent year, NGO may be selected on the basis of approval of Annul Action Plan by the Government of India. Scope and Expected Outcome Promotion of commercial organic production through certified organic farming. The produce will be pesticide residue free and will contribute to improve the health of consumer. It will raise farmer s income and create potential market for traders. It will motivate the farmers for natural resource mobilization for input production. It will improve the ecosystem thus able to mitigate the impact of climate change on agriculture and food security. 6

Responsibilities of NGO NGO should have sufficient staff at cluster, district and state level for the timely implementation of the project activities. Implementation of all activities of project with in time schedule and under the supervision of State and District level Officers of Department of Agriculture, Uttar Pradesh. Preparation of all plans for project and project activities. PGS-India Certification work of Cluster. Preparation of all reports relating to project and computerisation of all project reports. Any other requirements desirable about project. Mode of Payment Payment shall be made quarterly through NEFT/RTGS on the basis of regular verification and assessment of the executed work of the NGO by the Deputy Director Agriculture of the concern district and subject to the work done as per the activities of the action plan. All the payment shall be made at the district level only by the Deputy Director Agriculture of the concern district In case of any irregularity found on the part of NGO in due course, performance security would be forfeited. Eligibility Criteria for Selection of NGOs With Experience in the field of Organic Farming, NGO would be selected as support organisation (SO) on the basis of following criteria in the Project of Organic Farming under Paramparagat Krishi Vikas Yojna (PKVY) for the year 2016-17:- 1- Registered NGO under society Act and other Acts prevailing in the country. 2- Registration of NGO must be at least five years old (as on 31-03-2017). 3- NGO will submit an affidavit about that the NGO has not been Black-listed and terminated by any Government (State/Central) and Other Organisations or International Donner in respect of any assignment or behaviour. 4- The NGO shall required to be a Regional Council nominated by NCOF, Ghaziabad under PGS-Certification and have capability to ensure the work of buy back of organic produce by farmer s. 5- The NGO should have an organisational mandate for implementation & management of Organic Farming work and should have participated in Agricultural development related project. 6- The NGO should be a non-government entity & with no religious / political/government representation. 7- Staff composition should be such as either already endowed or be in a position to deploy appropriate staff. Staff must be qualified in agricultural background & know the local language & should be aware with Organic Farming activities. 7

8- Average annual turnover of the NGO for the last three financial years should not be less than Rs 50 lakhs of the NGO. Copy of Bank Statement/passbook should be attached with proposal. 9- Financial audited statement of accounts for the last three financial years (2014-15, 2015-16 and 2016-17) must be submitted. 10- The NGO shall submit a bank guarantee of Rs 10 Lakhs while entering into MoU with department of Agriculture Uttar Pradesh. The NGO shall also required to attach the Bank Guarantee on prescribed proforma of the concern bank. The period of bank Guarantee should be valid upto 36 months from the date of signing MoU. 11- The NGO should be familiar with government development programs/ projects and be in a position for dovetailing with those programmes/projects. 12- The NGO should be free from litigation. Guidelines for Submitting the proposals: A. General Guidelines- The Interested NGOs are required to submit the proposal as per the guidelines and formats detailed out in the following paras :- 1- Submission of Proposal: The original & all copies of the technical proposals, financial proposals and earnest money deposits shall be placed in separate sealed envelopes clearly marked Technical Proposal, Financial Proposal and Earnest Money Deposits on each envelopes. The envelopes containing the Technical, Financial proposals and Earnest Money Deposits shall be placed into an outer envelope (marked with E.O.I. of P.K.V.Y. 2017-18) and sealed. This outer envelope shall bear the submission address, reference number and title of the assignment and be clearly marked Do not open, except in presence of Official Appointed. 2- The fixed deposit worth Rs. 2-Lakh pledged as an earnest Money in favor of Director Agriculture Uttar Pradesh shall be deposited by the NGO at the time of submitting proposal and in case of denial of work on the part of NGO after its selection for the implementation of the project, the deposited money shall be forfeited. 3- Team Composition for the Assignment: Considering the number of districts, implementing structure at district and the time bound completion schedule. The team(s) for the assignment must be headed by a qualified human resource (Agriculture Graduate with knowledge of computer & internet application). 4- The Technical Proposal shall be marked Original or copy as appropriate. The required copies of the Technical Proposal are to be made from original. If there are any discrepancies found between the original and the copies of the Technical Proposal, the original governs. 5- Interested NGOs are required to mention the name of district(s) where they are willing to provide their services. 8

6- As the duration of completion of activities in PKVY Scheme is three years, the financial proposals submitted in 2017-18 by a NGO shall be valid till the completion of the scheme for 575 clusters, (Karyayojna), given as below- Sl.
