Purpose. To provide guidance supporting the goals and targets for Fiscal Year 2017 (FY-17) accessions provided in references (a) through (c), or fiscal year versions applicable at the time, and the strategies provided in references (d) through (f). 2. Background a. Naval Service Training Command (NSTC) must balance the production from officer accession sources to reach the

right accession source mix. The Chief of Naval Personnel (CNP) is expected to approve the FY-17 Active Duty Officer Accession Plan pending FY-17 Manpower Personnel, Navy (MPN) funding mitigation decisions. b. The projected yield of Naval Reserve Officers Training Corps (NROTC) United States Marine Corps (USMC) FY-17 accessions is 263 per targets set in reference (a). 3. Action a. NSTC Officer Development (OD) will: (1) Meet the NROTC USMC accession goal of 263 or report the projected shortfall to Commander, Naval Service Training Command (CNSTC). (2) Meet the NROTC United States Navy (USN) accession goal and designator distribution noted in references (b) and (c), or fiscal year versions applicable at the time, reporting the projected shortfalls to CNSTC. (3) Fill the Unrestricted Line (URL) Lower Band requirements, noted in reference (b) or fiscal year versions applicable at the time, before allocating to other URL communities. (4) Meet Seaman to Admiral-21 (STA-21) accession goal and designator distribution, noted in references (b) and (c), or fiscal year versions applicable at the time, reporting the projected shortfalls to CNSTC. (5) Complete the following required reports: (a) NROTC/STA-21 Summary of Designator Assignment Report, per reference (b), due to NSTC N3 by the third working day of the month beginning November 2016, using the template provided in enclosure (1). (b) Comparative Statistics for the entirety of FY- 17, per reference (b), due to NSTC N3 no later than 6 October 2017, using the template provided in enclosure (2). 2

(c) Commissionees Monthly Report, per reference (b), due to NSTC N3 by the third working day of the month, beginning November 2016, using the template provided in enclosure (3). (d) Language Skills, Regional Expertise, and Cultural Awareness (LREC) statistics, including number of LREC majors, number of commissions, and monetary value of scholarships, per reference (f), due to NSTC N3 not later than 6 October 2017, using the template provided in enclosure (4). (e) Final Summary of Commission Statistics for NROTC USN and USMC, template per enclosure (5), due to NSTC N3 not later than 6 October 2017. (f) Monthly Summary of Attrition by Demographic Report, template per enclosure (6), due to NSTC N3 by the third working day of the month beginning November 2016. (g) NROTC Nuclear Accessions Report for NROTC and STA-21, template per enclosure (7), due to the NSTC Front Office. (h) Final Summary of Fiscal Year Attrition by Category Report, template per enclosure (8), due to NSTC N3 not later than 30 November 2017.
