Call to Order Chairman Glenn Lochrie called the meeting to order at 9:05 am. II. Introduction of Council, Staff and Guests Mr. Lochrie asked the Florida Council on Arts and Culture and department staff to introduce themselves. III. Adoption of Agenda Ms. Dickenson moved to adopt the agenda with Ms. Satterlee seconding. The motion passed. IV. Chairman s Comments Mr. Lochrie thanked the Council s for their leadership and congratulated them on their advocacy efforts. He also commended the staff for their presence in social media. Mr. Lochrie also reported that he had been hearing excellent feedback regarding the increase in arts funding. V. Department of State Update Sandy Shaughnessy thanked the Council for their advocacy, and that it had a big impact on the legislature. The Governor has until June 4 th to sign the budget, but the Division is hopeful that the arts will fare well. The Strategic Planning Committee had a successful meeting in Jacksonville. The group is currently working on drafting a new mission statement. Listening Tours are also being developed to reach as many stakeholders as possible so that we can learn more about their perspectives on the Division of Cultural Affairs and its role supporting arts and culture in Florida. Listening Sessions will give local arts agencies the chance to compile and report what various stakeholder groups think in their areas. Ms. Shaughnessy shared with the Council that staff member Tim Storhoff recently received his PhD. She also introduced our new intern, Jordan Gruver. Maureen Murphy has been requested to present at the FAAE (Florida Alliance for Arts Education) Summit, and Ms. Shaughnessy has been asked to be the key note speaker. VI. Business Items

A. Approval of Minutes from March 19, 2014 meeting Mr. Reis moved to approve the minutes from the last Florida Council on Arts and Culture meeting held on March 19, 2014 with Ms. Dickenson seconding. The motion passed. B. Fast Track Panel Report The Fast Track Grants Panel Meeting was held via teleconference on May 6, 2014. Sixteen (16) eligible applications were reviewed and fourteen (14) achieved the minimum score of 80 points. Funding recommendations for this program are based on priority level and average score. Eight (8) organizations were recommended for funding: Life Enrichment Center Inc., Dunedin Historical Society Inc., Jacksonville Historical Society Inc., Highway Park Neighborhood Preservation and Enhancement District Inc., Community Arts and Culture Inc., The Children s Voice Chorus, Orlando Community Arts Inc., and Morada Way Arts & Cultural District. The motion passed. C. State Touring Program Presenter The deadline for 2014-2015 presenter applications was May 1, 2014 for projects that take place from July 1, 2014 to June 30, 2015. 71 applications from 27 counties were received; 14 of the counties are categorized as underpopulated, but all applications provide touring artists performances and educational activities to underserved audiences. All of these touring projects will directly impact 60,000 individuals, most of them students. Applications are processed by staff and a list of recommended awards follows. When the total request amount exceeds the available funds, preference is given to activities in underpopulated counties first. The motion passed. D. NEA Special Projects - The National Endowment for the Arts (NEA) set program priorities for state arts agencies for 2014-2015. The NEA asked the state arts agencies to use Partnership Agreement dollars to support projects that provide access and services to the arts and cultural organizations in the state. Each year, the Division identifies projects that address the priorities established by the NEA. These projects represent issues that are central to the mission of the NEA and that tie to the Division s approved application, which in turn reflects the principles in Culture Builds Florida s Future. These projects are constituency-based and monitored by Division staff. Following the Council s review and recommendation, the projects will be forwarded to the

Secretary of State for approval. Award amounts for these projects are based on the amount of funds available per official notification of the NEA grant amount. The activity period is July 1, 2014 June 30, 2015. VII. Open Council Discussion Mr. Lochrie reported that he has been working with staff to make travel and venue accommodations for the October meeting tentatively set for Ft. Lauderdale. Ms. Shaughnessy stated that while making arrangements to keep in mind that the destination has to be approved by the Secretary. Ms. Benson commented that it is important to send personal, handwritten notes to thank the key legislators involved with the increased funding for the arts. VII. Public Comment None. XIII.
