ATTACHMENT V to the May 2012 CODE 1000 ACTIVATION PROCEDURE This procedure is to familiarize law enforcement agencies with their responsibilities regarding activation of the. Please refer to the plan for additional information on operations. I. Background A. The is an administrative and operational contingency plan to guide and coordinate the commitment and deployment of police resources in St. Louis County. B. In an emergency or disaster situation which burdens the available police resources of a single jurisdiction or covers several municipalities, activation of a Code 1000 provides coordinated assistance for the restoration and maintenance of law and order. C. Legal authority for the is found in State statutes, County Ordinance and mutual aid agreements. D. Code 1000 operations escalate in stages. Each successive stage reflects a complement of personnel resources for the incident. For example: * Code 1000, in its initial phase, provides for fifteen or twenty-five police officers as determined by the requesting agency. * Code 2000 provides for an additional twenty-five officers. * Code 3000 provides for an additional twenty-five officers. * Code 4000 provides for an additional twenty-five officers. E. In compliance with the National Incident Management System / Incident Command System, one supervisor will be requested and assigned for every five officers. Thus, if the initial call-out is for 15 officers, the Bureau of Communications will attempt to acquire three supervisors. Those supervisors will not be counted among the fifteen. In the event supervisors cannot be acquired, the number of officers will not be changed and the requesting officer will be advised. F. In order to reduce communications problems, Code 1000 radio communications will be broadcast on the Police Emergency Radio for Interagency Operations and Tactics (R.I.O.T.). The primary radio frequencies and the order in which they are to be used in a Code 1000 operation are as follows: 154.725 MHz., RIOT A Main, Channel 11, Primary 155.730 MHz., RIOT B (Sheriff s Net), Channel 12, Alternate Page 1 of 4

ATTACHMENT V to the May 2012 156.180 MHz., RIOT D, Channel 14, Alternate 159.390 MHZ., RIOT E, Channel 15, Alternate 155.475 MHz., Police Mutual Aid, Channel 10, Alternate 153.965 MHz., Riot C (Police Incident Command), Channel 13, Portables Only The use of additional RIOT channels is at the discretion of the Bureau of Communications. All channels are licensed to and operate under the authority of the St. Louis County Police Bureau of Communications. G. Regardless of the situation or agency initiating an activation of the plan, St. Louis County will operate the R.I.O.T. channel from the Bureau of Communications and assume control of all communications for the incident. H. Mobile and portable units will be identified by their municipality name followed by DSN, such as St. Louis County 1558" or Bel-Nor 69". I. The use of 10 Codes during Code 1000 activations will be discontinued. II. Activation Procedures A. When a law enforcement agency chooses to implement the, the senior official on-duty (Police Chief or Watch Commander) will contact the St. Louis County Police Department Bureau of Communications and provide the following information: 1. Their name, rank and call-back number 2. Type of incident. 3. Location of incident. 4. Location and name of the Scene Commander. 5. Location of command post. 6. Location of a Staging area as well as locations/hazards to avoid. 7. Number of personnel being requested (15 or 25). 8. Number of supervisors being requested (1 for each 5 officers). 9. Number of officers requested subsequently (25). 10. Number of supervisors requested subsequently (5). 11. Name of the Code 1000 Area Commander notified and time of notification. 12. What assistance is needed: (specify) a. Mobile Response Team (MRT) Commander. b. St. Louis County s Tactical Operations Unit Commander. c. Mobile Command Post.. d. St. Louis County Police Department s Metro Air Support Page 2 of 4

St. Louis County Police Department s Arson / Explosives Unit. 13. Name of Fire Protection Agencies notified/responding. 14. Name of MRT Commander notified and time of notification. Upon receiving the detailed information and a request for plan implementation, the St. Louis County Police Department Bureau of Communications will contact surrounding agencies of the incident on pointto point and request them to provide information regarding the number of officers they can commit. Dispatchers will poll those agencies geographically within close proximity to the requesting agency. Input from those department s commanders and supervisors should be used to determine those numbers. In the initial phase of Code 1000 activation, the originating Department has the option of asking for either 15 or 25 officers. B. If the incident requires more officers than the initial request to maintain law and order, the initiating agency should specify a Code 2000. This will cause the Bureau of Communications to poll additional agencies until twenty-five additional officers are pledged to assist. Successive progressions or activation phases will increase the complement of responding officers by twenty-five at each level. C. If an incident requires additional officers after the initial call-out, the Bureau of Communications will notify assisting agencies that have not been previously contacted. Agencies committing resources to the initial incident response will not be asked to provide additional assistance. D. Assisting agencies participating in the Code 1000 operation will make all internal agency notifications deemed necessary by their Chief. Each assisting agency will notify the Bureau of Communications via the Regional Justice Information System (REJIS), of the names and department serial numbers of the officers responding from their agency. Updated lists will be provided as any additional agency representatives respond at later times. Personnel information will be forwarded to the Staging area supervisor. E. St. Louis County Police Bureau of Communications will also contact the Code 1000 Area Chairman of the area in which the Code 1000 is being called. This can be accomplished per the information contained on Attachment IV of the plan or by contacting the dispatch agency for the Police Department for which the Area Chairman is Chief. After assessing the situation, if the Area Chairman deems it appropriate, they will contact the Code 1000 Committee Chairman at that time. If not necessary to Page 3 of 4
