Centennial School District Page 1 of 18 CENTENNIAL SCHOOL DISTRICT Warminster, PA 18974-5455 WEBSITE CMS AND HOSTING SERVICES BID NO. 2014-18 December 2013 The Centennial School District is a K-12 public school district that serves approximately 5,800 students and the residents of Ivyland Borough, Upper Southampton, and Warminster Townships in Bucks County, Pennsylvania. The school district is seeking the services of an experienced website design firm to host the district's website. This project will involve migrating posted information on the existing website as well as the implementation of new information, products, and features as suggested by the district and the firm selected. The district's existing Internet website is www.centennialsd.org and contains general district information including separate pages for district departments, schools, and faculty members. The district is committed to providing information to its stakeholders and its website is the most strategic component in our communications mix. The Centennial School District (CSD) solicits sealed bids for Website Content Management System (CMS) and Hosting Services Bid No. 2014-18 as listed on the attached specifications and subject to the following general conditions: 1. Sealed bids for furnishing Website CMS and Hosting Services shall be in the hands of Mr. Christopher Berdnik, Chief Financial Officer, Administration Building, 433 Centennial Road, Warminster, PA 18974-5455 on or before 2:00 p.m., JANUARY 24, 2014 and plainly marked on the envelope Website CMS and Hosting Services Bid No. 2014-18. 2. Bids will be opened on January 24, 2014 in the Centennial School District Business Office, Administration Building, 433 Centennial Road, Warminster, PA 18974-5455 beginning at 2:00 p.m. 3. Each bid totaling $10,000 or more must be accompanied by a Certified or Bank Issued Check or Bid Bond, made payable to Centennial School District, in the amount of 10% of the total proposal as a guarantee of successful completion of the contract. All checks submitted with proposals will be held uncashed and returned to all unsuccessful respondents when the contract is awarded. 4. The District reserves the right to increase or decrease quantities. 5. Centennial School Board reserves the right to waive any or all the technicalities in this proposal. Respondents will guarantee the proposed price will remain firm for 90 days from date of the bid opening. 6. The Centennial School Board reserves for itself the right to accept or reject any or all proposals and to determine for itself what shall be acceptable as equals. 7. Failure to complete and return the enclosed Non-Collusion affidavit with your bid will result in disqualification. 8. Respondent agrees to adhere to Anti-Discrimination Clause included within the contents of this proposal. 1

You are advised that in order to enter into a contract with the Centennial School District, it will be necessary for you to comply with Public School Law 111 relating to employee screening for certain criminal offenses and to enter into an indemnification agreement with the Centennial School District in the event of a violation of the law by the vendor/contractor if certain persons have contact with children. 10. All proposals will include the cost of shipping if applicable. 11. Respondent should provide at least five installation references of comparable systems. K-12 references located in southeastern Pennsylvania are preferred. References should include institution name, address, contact name, and telephone number. 12. Please provide one original on paper, one paper copy, and an electronic copy of your proposal. 13. Please check the Legal Notices page on Centennial School District s website, www.centennialsd.org, for addenda prior to submitting your proposal. 14. Website Objectives The goal of the district's website is to provide simple electronic access to school district resources and to serve as a communications avenue to our stakeholders (students, parents, members of the community, etc.). The website should have a theme that promotes the district with a friendly and professional feel. The district's website should provide easy access to district services, be adaptable to current and changing technology, provide content management capability for district s staff and be used as a source of information regarding district news, events, curriculum, calendars, classroom activities, co-curricular organizations, booster organizations, administration information, emergency and general information, etc. The website shall meet the following criteria: 15.1.1. Visually appealing - The site must have an attractive mix of text, photos and graphics (both still and video). 15.1.2. Provide easy electronic access to district information for use by the members of the Centennial community. 15.1.3. Easily updated. Respondent should list the software that would be used to create the site including all graphics software and recommend software and licenses that the district will need to purchase for the continued maintenance of the website. 15.1.4. Provide the public with information of various types including documents, announcements, and various alternative means for one and two-way communicating with district staff. 15.1.5. Enhance delivery and awareness of district activities and services and facilitate a clearly accessible process for public inquiry. 15.1.6. Common Theme/Consistent Design. Each section of the site should have a common look/theme so as to be intuitive and user-friendly. All font types and basic layout should be consistent throughout the site. 15.1.7. Provide pages for all district programs, schools, teachers, co-curricular activities, booster organizations and functions. 15.1.8. Meet ADA Priority 1 accessibility requirements (see example at http://www.ada.gov/websites2_prnt.pdf). 15.1.9. The site will be hosted at the respondent s premises.

Scalable for Diverse Viewing Platforms 15.2. Special Provisions Internet Service Provider (ISP) service is not part of this contract. The district has an ISP; therefore these services are not part of this bid process. 15.3. General Requirements 15.3.1. Re-create the district's existing website in the vendor s content management system (CMS). 15.3.2. Respondent s CMS must be highly beneficial, cost-effective, easy to use, and interactive and architecturally sound, resulting in a website that is flexible enough to support the district's Internet presence for a minimum of five years. 15.3.3. The district's preferred website model calls for authorized district staff to have the ability to perform content management changes related to routine information such as the posting of meeting dates, agendas, minutes, departmental events, removing old and outdated information and general noticing. A Staff webmaster(s) should have more comprehensive ability to provide quality control and the ability to update non-routine information. The system needs to be structured for maintenance and updating capabilities by non-technical staff. Whatever language the vendor uses to create the code for the website, a user-friendly front-end must be provided. The district is interested in a content management process and is open to ideas on how best to accomplish this aspect of the website. 15.3.4. Create a consistent and standardized format and enhanced graphical look for all pages, thereby establishing a unified theme throughout the district's website. However, the established theme should also provide the flexibility to allow for different district entities, departments, and teacher pages some level of individuality and/or functionality. 15.3.5. For ease of use, the district's website must provide consistent orientation and navigational aids, such as hierarchical menus that tell users how deep they are into a topic or subtopic as well as a homepage link or icon on each page in the same position. 15.3.6. Allow for interactivity. Include e-mail response and reminders, surveys, feedback, forms, online payments, access to various district calendars, and to social media. The design must incorporate the ability for users to complete interactive on-line forms.

Ecommerce capabilities Catalog and purchase of District and school merchandise, the payment of fees, and provide the ability to capture customization instructions/details such as commemorative brick inscriptions/graphics, transcript recipients, etc. Additionally, it will allow for the collection of payments via PayPal or equivalent, or credit card. 15.3.8. Graphic files should be relative to the site and designed with simplicity to allow for quickest loading. 15.3.9. Allow for search capabilities; use of existing search engines and/or create district database(s) within the site. 15.3.10. Track page hits per page/district function. This capability is to provide the district with back-end analytics. The inclusion of maintenance software that includes reporting functions would be valuable. There will not necessarily be a hit counter on each page. 15.3.11. Form Printing. A number of static forms will be available for printing. Website must have links or embedded plug-ins such as Java and Adobe for opening and viewing these documents. 15.3.12. Desired Option: Although the district has some specific requirements, we are also interested in your ideas for content, and more specifically, your approach to the possible re-design of the district's website. We encourage respondents to consider and propose alternative solutions, recommendations and improvements. 15.4. Services to be Provided 15.4.1. The existing website content including page text/graphics and linked documents/photos /videos must be migrated to the new site by the selected respondent. 15.4.2. The website must provide for high-speed upload/download response times for both low and high speed computers as well as broadband and dial-up connectivity. 15.4.3. As per the Americans with Disabilities Act, the district must provide the same level of service to individuals with visual, hearing, motor, or cognitive disability that we do to the general public. The district expects respondents to offer suggestions regarding compliance with this Act. 15.4.4. The site must be designed to function effectively with MS Internet Explorer, Firefox, Safari, and Chrome. It must also function seamlessly with Android and IOS devices. 15.4.5. Include links for citizens to download any browser plug-in products, such as Acrobat Reader, Flash, etc. that are necessary to view information on the site. 15.5. Other requirements and features 15.5.1. District designated common links should always be visible from every page. 15.5.2. All elements and content currently on the district s website must be incorporated into the revised website. 15.5.3. The proposal should include a comprehensive timeline for each phase of the website migration, including meetings with district staff, re-design, development, draft presentation, implementation, hosting and training. 15.5.4. The site must be designed for continuous operation 24 hours a day, 7 days a week with exception for times of scheduled maintenance. Scheduled maintenance must be performed at a time that is mutually agreeable between the district and the successful respondent. 15.5.5. Capability to maintain an archive of existing and past records such as agendas, minutes, press releases, newsletters, etc. 15.5.6. The proposal should include basic training for a minimum of 20 employees, training plan and timeline for same.

Centennial School District Page 5 of 18 15.5.7. Vendor services must be erate eligible in part or in total. Vendor must provide their erate SPIN number. 16. Proposed Project Schedule The tentative schedule for this project is as follows: Proposals due:...january 24, 2014 Contract approved by Board (tentative date):...february 25, 2014 Go live (tentative date):...july 1, 2014 17. Services Required after Selection 17.1. The selected firm's representative(s) may be required to attend a public meeting(s) during the approval process and presentations of any prepared website information during the development process at no additional cost to the district. 17.2. The selected firm's representatives will be required to meet regularly with the district's project manager and/or representatives to discuss and plan the project(s) and provide progress reports as needed at no additional cost to the district. 17.3. In conjunction with performance under the approved contract, the contractor may be required to attend additional progress meetings. In the event the contractor is not in conformance with the contract, these meetings will be provided at no additional cost to the district. 17.4. Initial draft website design templates and site maps, will be provided to the district within six weeks from the date of the approved contract for review prior to implementation. 17.5. A testing period not to exceed 15 business days, shall be provided, during which the district may evaluate the website to ensure satisfaction with the website functions and conformance with the bid specifications. At the completion of the testing period, a letter of acceptance or failure will be provided to the firm selected. Items requiring correction at either testing period must be corrected within 15 calendar days by the firm selected. 18. Requested Information and Proposal Format - Respondents proposals shall meet the following format: 18.1. Title Page - The title page of the proposal must contain your firm's name, address, telephone number, principal contact, fax number and email address. 18.2. Table of Contents: 18.3. Relevant website development experience and information on the extent of your firm's abilities to meet the needs of this project. Please provide a sample of what you envision as the home page for the site. 18.4. A detailed work plan describing your approach to designing, managing and coordinating this project. The description should include all tasks listed in the scope of work for all phases of the project and a tentative schedule. 18.5. Collection of information - state how you intend to gather all the required information, format preferred, and assistance expected from the district in order to complete this project. 18.6. Estimated summary timeline - for completion of each phase of the project. This should be as realistic as possible since this will be part of the contractual agreement. 18.7. Resumes - of all principals to be involved in the project, years of experience related to website design, and their roles and responsibilities for the proposed project. The selected respondent will be considered to be the "responsible lead vendor." Please indicate any

Centennial School District Page 6 of 18 needed subcontracted services required to meet the needs of the proposal or clearly indicate what portion of the services are not included as part of your proposal. 18.8. References - Provide a list of comparable websites, including other school districts, private schools, and higher education, designed by your firm. Include the website address, company/agency contact person, address, telephone number, and hard copies of the Home Pages. These companies/agencies may be contacted for references. 18.9. Project Requirements - The necessary software and hardware, any additional communication requirements, integration needs. 18.10. Cost - The total project cost, as well as detailed "line item" costs for components/phases of the project. All hourly rates and fees, charges, costs and anticipated reimbursable costs must be clearly stated. The costs necessary to host the site at the respondent s location and/or the costs necessary to host the site at the district s location. Identify all installation costs such as hardware, software, installation, conversion, licensing, training, etc. Identify all on-going annual costs such as upgrade protection, support to maintain the website. 18.11. Please provide one original on paper, one paper copy, and an electronic copy of your proposal. 19. Other Proposal Information 19.1. Applicable Laws Shall Apply The contract awarded shall be governed in all respect by the laws of the Commonwealth of Pennsylvania, and any litigation with respect thereto shall be brought in the courts of the Commonwealth of Pennsylvania. The company awarded the contract shall comply with applicable Federal, State, and local laws and regulations. 19.2. Change in Website Objectives The Centennial School district may materially change the Website Objectives. Such changes may include additions, deletions, or other revisions within the general scope of the bid requirements. No changes or adjustments shall be made without a written amendment to this bid. 19.3. Collusion Among Respondents Each respondent, by submitting a proposal, certifies that it is not party to any collusive action or any action that may be in violation of State and Federal law. 19.4. Exceptions A respondent taking exception to any part or section of this solicitation shall indicate such expectations in a separate section of the submitted proposal - such section shall be entitled "Exception of Conditions." Failure to indicate any exception will be interpreted as the respondent's intent to comply fully with the requirements of this bid as written. 19.5. Expenses Incurred There is no expressed or implied obligation for the district to reimburse responding firms for any expenses incurred in preparing proposals in response to this request. 19.6. Proprietary Proposal Material The district will attempt to protect legitimate trade secrets of any Vendor. Examples of such information would be unpublished descriptions of proprietary aspects of the proposed System. Any proprietary information contained in the proposal must be clearly designated

Centennial School District Page 7 of 18 as such and should be separately bound and labeled with the words Proprietary Information. Appropriate references to this separately bound information must be made in the body of the proposal. Marking all or nearly the entire proposal as proprietary may result in the rejection of the proposal. In this regard, the district may reject any proposal it cannot fairly evaluate without the information marked proprietary. Vendors should be aware that the district is required by law to make its records available for public inspection, with certain exceptions. It is the district s belief that this legal obligation would not require the disclosure of proprietary descriptive information that contains valuable designs, drawings or formulas. However, the Vendor, by submission of materials marked proprietary, acknowledges and agrees that the district will have no obligation or liability to the Vendor in the event that the district must disclose these materials. The district is under no obligation to return any materials to the Vendor. 19.7. Proposal Disposition All material submitted in response to this bid shall become the property of the district upon delivery to the Chief Financial Officer. 19.8. Errors in Proposals Vendors are responsible for errors and omissions in their proposals, and any such errors and omissions will not serve to diminish their obligations to the district. 19.9. Late Submissions Any proposal received at the place designated in this bid after the time specified for receipt will not be accepted or considered. 19.10. Nonconforming Terms and Conditions Any proposal that includes terms and conditions that do not conform to the terms and conditions in this bid is subject to rejection as non-responsive. The Centennial School District reserves the right to permit the respondent to withdraw non-conforming terms and conditions from its proposal prior to action by the district to award a contract. 19.11. Withdrawal of Proposal Respondents may withdraw all or any portion of a proposal at any time during and after the review and award process, up to ratification of an agreement between the Centennial School District and the designated agency. 19.12. Withdrawal of Request for Proposal The Centennial School District retains at all times the right to cancel or withdraw this bid, to refuse to accept a proposal from any respondent, and to modify or amend any portion of this bid. 20. Proposal Evaluation/Selection Process - This section defines the proposal format to be used by respondents. All proposals shall be submitted in the format outlined herein. In preparing submissions, respondents should describe in detail the services proposed to be provided and how service delivery will be accomplished. Respondents should also identify equipment requirements and the cost of providing website design for each category identified. The minimum levels of services to be provided are described in this bid.

Centennial School District Page 8 of 18 The Centennial School District will receive competitive proposals from firms having specific experience and qualifications in the areas identified in this solicitation. Under competitive negotiation procedures, the terms of the service contract, the price of the service, the method of service delivery, and the conditions of performance are all negotiable. A negotiated contract will be awarded to the agency that best meets the proposed needs at a reasonable price, not necessarily at the lowest price. For consideration, proposals must contain descriptions of the respondent's experience and abilities to perform proposed work. Unless otherwise stated, all proposals shall address each criterion identified in the following subsection.

Centennial School District Page 10 of 18 21.1. Evaluation and Selection Criteria The Centennial School District shall create a committee of individuals. They shall review and evaluate all proposals and, if appropriate, request a preliminary concept for the design and navigation of the district's website. Evaluation of responses will be based, in part, on the following criteria: 21.2. Qualifications of respondent, including: 21.2.1. Demonstrated competence and professional qualifications necessary for successfully performing the work required by the district as stated in the bid. 21.2.2. Recent experience in successfully performing similar services, and the backgrounds and experience of the specific individuals to be assigned to this project. 21.2.3. Experience in integrating online bill payments into website content, and experience in making a website interactive, user friendly, informative, and attractive to the website user. 21.2.4. Experience in content management website construction. Preference will be given to respondents who have developed successful websites for other school districts. Please list the URL of any website you have developed for said districts. 21.2.5. Demonstrated creativity in school district website development. 21.3. Commitment to work with the Centennial School District in addressing current and future needs with respect to website development, content, equipment and service requirements of district's website. 21.4. Perception that the vendor fully understands, will comply with, and will complete the work required by the district. 21.5. Value/Benefit of the Respondent's proposal to/for the district. 21.6. Completeness of responses to specific requirements of the bid. 21.7. Proposed approach in completing the work. 21.8. References. 21.9. Costs broken down by phase and type of work. 21.10. Extent to which the design concept reflects the objectives noted in this bid. 21.11. Evidence of Ability to Perform. Before the award of any contract, each respondent may be required to demonstrate to the satisfaction of the district, that it has the necessary facilities, ability, and resources to provide the services specified herein within the timeline required. The Centennial School District may make reasonable requests deemed necessary and proper to determine the

Centennial School District Page 11 of 18 scope-of-work, and the respondent shall furnish to the Centennial School District all information for this purpose. 22. Final Selection Following the review of the proposals, presentation and interviews, the district may further invite a firm(s) to formally meet with district representatives/project team prior to making a final determination to address additional inquiries by the district and to discuss and/or negotiate terms and conditions for a final contract. Factors that will determine the final selection will include the finalization of terms in regards to service agreements and costs. However, the district reserves the right to reject any or all quotations, waive any informality in this bid, and to accept or reject any items thereon. 23. Contract Commencement and Completion The selected firm will be required to enter into an Agreement for the project with the district. Any contract resulting from this bid shall not be effective unless, and until, approved by the district. Upon approval, the contract shall start within 30 days after the award of the contract. The completion date of the implementation shall be on or before July 1, 2014. The contract will be effective through June 30, 2019. Before the district executes a contract, the selected firm shall furnish the district a certificate evidencing Comprehensive Public Liability Insurance or General Liability Insurance with limits no less than $1,000,000 per occurrence. The district shall be named as additional insured. Certificate of Insurance must be accompanied by the applicable endorsements for the specific insurance policy. 24. Consultant as An Independent Contractor The selected firm will be required to adhere to Centennial School District Policy 2.8 - Employee Code of Ethics. Included in this Policy are the following statements: 24.1. Section V - Improper Conduct B. Improper Use of Position. School District employees shall not use their authority, discretion, power and/or resources to attain personal or private gain or advantage for themselves or any other person. 24.2. Section VI. Conflicts of Interest School District employees shall not engage in conduct that constitutes a conflict of interest. This shall include, but not be limited to, misuse of authority or the use of any confidential information received through his/her employment. A. Financial Interest. A School District employee shall not engage, or have any interest, financial or otherwise, direct or indirect, in any business, transaction or professional entity which conflicts with or impairs the proper discharge of official duties as a District employee. B. Contracting/Procurement Decisions. A School District employee shall not participate in the decision to make any contract or purchase between the School District, including Student Activity Funds, and any business or entity in which the

School District employees shall be deemed to have a financial conflict of interest in a decision if it is reasonably foreseeable that the decision will have a material financial effect on: 1. The employee s immediate family (spouse, domestic partner, parent, sibling, or child) distinguishable from its effect on the public generally; 2. Any business entity in which the employee or a member of the employee s immediate family has a direct or indirect investment or in which the employee or a member of the employee s family is a director, officer, partner, trustee, employee, or holds any position of management; 3. Any real property in which the employee or a member of the employee s immediate family has a direct or indirect interest; 4. Any source of income for the employee or the employee s immediate family. A School District employee who has a financial conflict of interest because of his/her relationship with a business must excuse himself/herself from any decision concerning that entity.
