TORRES STRAIT COMMUNITY SPORTS AND RECREATIONAL PROGRAM HEALTHY AND ACTIVE COMMUNITY GRANTS FUNDING GUIDELINES 1. INTRODUCTION The Torres Strait Youth and Recreational Sporting Association (TSY&RSA) administers the allocation and administration of subsidy funds for sports and recreational activities to benefit people from within the Torres Strait Region. The Torres Strait Community Sports and Recreational Program (TSCSRP) is funded by the Department of National Parks, Sports and Racing Services. The TSCSRP objectives for the Grants Program are: To increase active participation in sports and recreation; To improve capacity and the sustainability of Torres Strait sport and recreation providers; and To increase the number of volunteers supporting Torres Strait sports and recreaitonal acitivities and events. 2. FUNDING TERMS AND CONDITIONS Funding assistance is only available to local Individuals, Athletes, Sporting Clubs and Not for Profit community organisations that are based in the Torres Strait Region (including Bamaga & Seisia). Funding for Local Champions is only for representation at State / National and International sporting and recreational events. Letter of Proof of selection will need to be provided with grant application. Approval is all subject to funding availability. Grant funds can only be spent on costs directly associated with the project. Example of minor sports and recreational equipment are scoreboards, balls, bats, nets, goal posts pads, protective equipment etc. Grants over $5,000 and up to $10,000 will need to provide a project proposal and risk assessment of the project attached to the application. 1
Alcohol and Drug Free is to be promoted throughout the event. Two members of the sporting club / organisation must sign the completed grant submission application. Only one application can be made by an Individual, sporting and recreational code or organisation in the financial year. For Major projects or events $5,000 and more a copy of Participant and Public Liability Insurance cover is to be provided with the application. Funding application will require the support and endorsement from your local TSY&RSA Management / Cluster Committee representative s. Incomplete funding applications without supporting documentation and tax invoices will not be accepted. Applicants must disclose if they have applied or intend to apply for or been successful in obtaining funding from other programs for the project they are applying for. Applications will not be considered until previous TSY&RSA grants have been acquitted. 3. WHAT COSTS WILL BE FUNDED - Registration Fees for training - Travel - Sporting Equipment - Workshop facilitator - Catering - Accommodation - Venue Hire 4. WHAT COSTS WILL NOT BE FUNDED - Prizes & Trophies - Uniforms - Footwear - Capital works - Office Equipment - Promotional Items (waterbottles) - Reimbursement of monies already spent. - Running costs of clubs / organisations etc venue hire, insurance. - Affiliation / Membership / Team Registration fees. 5. ASSESSMENT PROCESS: All applications received will be assessed against the above Funding Terms and Conditions. All applications will be assessed the first Tuesday of every month. 2
While your application may meet the Funding Terms and Conditions, you are not guaranteed funding assistance. The TSY&RSA at times receives more applications then it can support. The success of your application rests ultimately on the merits of your proposal against the criteria and in competition with all other applications considered for funding. Even if successful, your application may not be funded to the amount you have requested. Requested funds will only be disbursed to the designated sporting club or organisation with submission of a Tax Invoice provided from a registered business (must have ABN). Payment of grant funds will only be made into a nominated bank account upon submission of a tax invoice. Payment can be made to an Auspice Organisation however a Letter to Auspice will need to be singed off by the organisation and attached to grant application. 6. APPLICATION TIMEFRAMES Applications are accepted all year round. Applications submitted will be receipted via phone, email or letter within 5 working days. If your application has been approved, you will notified by phone followed by a letter of grant offer within 10 working days of lodgement of your application. 7. LODGING YOUR APPLICATION All applicants must read and complete the provided TSCSRP Healthy Active Community Guidelines and Application package before submitting your application to TSY&RSA. 8. ACQUITTAL OF FUNDS AND REPORT Successful applicants / auspice organisations are required to provide to TSY&RSA a written report and receipts 30 days after receiving the grant funds outlining how the funds was spent, how it benefit the community and how many participants were actively involved. Successful applicants are encouraged to acknowledge the funding assistance given by the TSY&RSA under the TSCSRP in an appropriate manner. Failure to complete the acquittal of funds provided may result in the one or more of the following: - having to return or repay the grant funds - not being eligible to apply for future funding from TSY&RSA 9. APPEALS PROCESS When a grant is declined TSY&RSA will notify the applicant in writing detailing the reasons for the decision. The applicant may appeal the decision in writing within fourteen days of the date of advice of the decision. 10. TSY&RSA PRIVACY STATEMENT All personal information collected by TSY&RSA is collected in accordance with the National Privacy Principles contained in the Commonwealth Privacy Act 1998 as amended 2006. This information will not be disclosed to any unauthorised third parties without the applicants consent. You can access the personal information collected and request a copy of TSY&RSA Privacy Policy by telephoning (07) 40 692 484.
