Shoud aid continue to fow to midde-income countries, or shoud the word s poorest countries receive a greater share? It is a debate that has intensified since word eaders set the miennium deveopment goas (MDGs) 15 years ago, during which time more than 30 countries have moved from ow- to midde-income status. MDG8, which aims to deveop a goba partnership for deveopment, incudes a target to increase aid to the word s 48 east deveoped countries. Some campaigners argue this shoud be the priority, whie others insist the word woud fai most of the word s poor if aid to midde-income countries was cut. [The Guardian] Outcome Document Finay Avaiabe - Transforming our Word: The 2030 Agenda for Sustainabe Deveopment With a deay of ten days, the UN has pubished the fina outcome document for the 2030 Agenda for Sustainabe Deveopment to be officiay adopted at the UN Summit on 25th-27th September, 2015, in New York. The Agenda sets out the aims of the organization and a its members for the coming 15 years in the fieds of socia deveopment, curbing equaities, economic progress and environmenta sustainabiity. If taken seriousy, the 2030 Agenda wi require profound changes in poicies as we as governance and has the potentia to shape debates in each and every country around the word. [Goba Poicy Watch] Companies and Groups of Individuas Are Primary Donor Sources for 2013 in Bosnia and Herzegovina Giving by companies and groups of individuas (mass individua) accounted for 78% of a giving in Bosnia and Herzegovina in 2013. Catayst s pubication of the 2013 Annua Report on the State of Phianthropy for BiH was based on an anaysis of neary 400 instances of phianthropy. This baseine measurement of the eves of phianthropic activity has aowed Catayst to estimate that at east EUR 5.9 miion was given by companies, individuas and the diaspora during 2013. Page 3 of 6 At the Assemby sessions hed during 25th-27th August, 2015, 65 draft aws were put on the agenda in summary proceedings, out of which ony five are pubished on the Singe Eectronic Registry of Reguations (ENER). None of the pubished aws has respected the minimum period of ten days for pubic consutation. With the massive adoption of aws that have not been pubished on ENER through a shortened procedure, the pubic and a stakehoders have a restricted abiity to be timey informed, to contribute and engage in the preparation of the aws that affect them. MCIC, through the reguar Mirror of the Government reports, appeas to the government and reevant state bodies to respect the prescribed provisions of the Rues of Procedure and not to avoid the obigation for avaiabiity of consutation on a draft aws, incuding those which are adopted through a shortened procedure. So the current goba crackdown on civi society space is particuary worrying a major piar of deveopment is under threat. Ross Carke and Araddhya Mehtta from Oxfam have just put together an interna briefing on the probem, and what we shoud be doing about it. [OXFAM] Western Bakans Civi Society Forum Takes Pace on the Sideines of the Vienna EU-WB Summit On 26th August, around 100 representatives of civi society from the Western Bakans met to finaize recommendations deivered to EU and Western Bakans eaders present at the Vienna Summit. The recommendations focused on proposing measures on how to tacke chaenges of youth and unempoyment; freedom of expression and regiona cooperation and caed on WB eaders to support civi initiatives and networks who have so far showed very tangibe resuts. Ahead of the Summit, ideas for foow-up activities were exchanged so that civi society coud be incuded in the s.c. Berin Process more directy, on continues basis and as equa partners in the EU integration process. As the WB Governments are setting up a WB Fund on the exampe of the Internationa Vishegrad Fund, which funds regiona civi society, academic etc. projects and exchanges, civi society demanded Government to not devise soutions for civi society without its incusion. [BCSDN] Civi Society to Be an Additiona Important Eement of the Berin Process One year after the Berin Western Bakans Summit, the heads of government, foreign ministers and economic ministers of WB countries met on 27th August for the 2nd Summit Meeting on the Western Bakans in the framework of the Berin Process to show further poitica commitment to the future enargement of the European Union towards the Western Bakans. For the first time, the participating states have wecomed the hoding of a civi society segment in the Margins of the Summit and the substantia civi society contributions made on the Summit s main topics in the Fina Summit Decaration. The civi society represnetatives stressed that the Agreement's impementation is an imperative and asked the Goverment to pubish the draft Action Pan for reaization of the urgent reform priorities of the European Commission, and the Assemby to enabe CSOs to monitor its work starting from 1st September and contribute with their expertise, anayses and reports reated to the Agreement's issues. [MCIC] CfP: Distribution of Part of the Revenue from Games of Chance for 2015 in Montenegro (Deadine: 24.09.2015) The Montenegrin Commission for aocation of revenue from games of chance has pubished a ca for the aocation of part of the revenue for 2015. A tota of EUR 2,819,637.45 from the revenue from games of chance wi be used to fund pans and programs of CSOs in the foowing areas: Socia wefare and humanitarian activities; Meeting the needs of peope with disabiities; Sports; Cuture and Technica Education; Non-forma education of chidren and youth; Fight against drugs and other addictions. The distribution of revenue wi be conducted in two categories: A for organizations that have been registered at east 6 months prior to the ca announcement and request ess than EUR 15,000; and B - for organizations that have been registered at east 12 months prior to the ca announcement and request more than EUR 15,000. [Ministry of Finance - Montenegro] CfP: Counci of Europe 2-Year Structura Grants (Deadine: 01.10.2015) Counci of Europe structura grants are intended for genera administrative costs of an internationa organisation or network. The one-off structura grant is panned as support to estabish a European structure by regiona networks. Structura grants for 2 consecutive years are ony accessibe to internationa youth CSOs and internationa networks that have received support for at east 3 internationa activities during the 3 previous years (EYF grant or study session in the annua programme of the European Youth Centres). These grants are avaiabe every two years and the next deadine for a 2-year structura grant is 1 October 2015, for the years 2016-2017. The maximum annua grant is EUR 25,000. [Counci of Europe] CfP: CEI Cooperation Fund for Migration and Reated Crime Issues (Deadine: 15.10.2015) The CEI (Centra European Initiative) Cooperation fund has issued ca for proposas for co-financing to cover migration and reated crime issues. CEI Cooperation Activities aim at capacity buiding by knowedge transfer and sharing, in particuar from EU CEI Member States to non-eu CEI Member States, and at exchanging experiences and good practice among a CEI Member States by favouring mobiity and networking. It is financed by the European Union as an instrument of its regiona poicy and of its new programming period. Over 250 miion Euros (244 from ERDF and 9 miion from IPA) are avaiabe for projects from eigibe countries Portuga, Spain, France, Gibratar (UK), Itay, Sovenia, Croatia, Bosnia and Herzegovina, Montenegro, Abania, Cyprus and Mata. First ca for proposas wi be open from 1st of September ti 2nd November, 2015. [MadiInfo] Towards a More Effective Budgetary Poicies at the Loca Leve The aim of the piot project "Towards a more effective budgetary poicies at the oca eve - budget ine 481, grants to NGOs," by Center for Non-Profit Sector Deveopment (CRNPS) and the Center for Pubic Poicy Research, in three municipaities - Pirot, Krajevo and Sombor - is to initiate diaogue between participants in the process of approva of funding from budget ine 481 intended for civi society and revive the debate on the importance of its transparency. By anaysing the situation, the project aims to offer recommendations for changes to the procedures and aso to increase the pressure of the pubic to create better cooperation between governments and CSOs in the process of Serbia's EU accession.
