Medical College, Tanda II) The Function and duties of its officers and other staff (I) Principal : i) Function & duties: The Principal is the head of the Institution and Chairman executive committee of Rogi Kalyan Samiti. All the work of the Institution is being carried out through him. (II) Additional Director: All files relating to establishment of Staff, admissions to UG/PG/DNB/B.Sc and accounts matters are routed through him to the Principal. (III) Assistant Controller (F&A): Drawing and Disbursing Officer for the Institution. Looking after the matters pertaining to CAG/PAC, audit, Budget and purchases. (IV) Section Officer: To assist the ACR, Controller (F&A), Dr. RPGMC Tanda. All correspondence relating to : (i) All financial matter related to sanction & expenditure. (ii) Grant of Annual Increment to Staff. (iii) All cases relating to LTC/Home town concession. (V) Superintendent G-I: The Jobs of the Supdt. Gr-I is to supervise the concerned branch & the officials working in the branch. i) Sanctioning of leave to staff. ii) Posting of Transferring of all categories Dr. RPGMC Tanda. iii) All vacation matters in Dr. RPGMC Tanda. iv) Permission to attend, workshops/seminar etc. v) Correspondence relating to creation for all categories. vi) Correspondence relating to appointment, disciplinary proceedings. The function and duties are as under : 1. Appellate Authority Dr. Anil Chauhan, Principal, Dr. R.P.G.M.C Kangra at Tanda 2. Public Information Dr. Satya Bandhu Sood, Sr. Medical Superintendent, Dr. Officer RPGMC Hospital, Kangra at Tanda Sh. Om Parkash Katria, Law Officer, Dr. RPGMC, Kangra at Tanda 3. The particulars of its Organization function and duties Dr. Rajendra Prasad Govt. Medical College & Hospital, Kangra at Tanda (HP) Medical Educational Institute & Hospital. This Institution was set up during the year 1997-98 and remained attached with the Zonal Hospital, Dharamsala, Distt. Kangra HP. The Institution has started its own Hospital Kangra at Tanda w.e.f. 06.12.2007. The campus of this institution is spread in 40.75.32 acre area of land and further purposed for requisition of land 4.54.10; therefore the area of this institution will become 46.01.10 total area. The institution has its own Library for the use of its employees & students which remains open from 11.30 to 8 PM on all working days. It has an Auditorium with the capacity of 756 seats. It has three Boys hostel & one Girls hostel, one Intern Hostel, One Training Nursing Hostel & One resident doctor hostel is under construction. The hospital of the Institution has various specialized health services as mentioned below in the column of x mark, including the facilities of CT, Scan, MRI & Ultrasound, ECHO, Mammography etc. Institution is providing Medical Education & provides Specialized Health Services to the patients. It imparts undergraduate (MBBS training, B.Sc Para Medical) and PG (MD/MS DNB) training. It is also proposed/under consideration to the Govt. Of HP to start the PG courses in various other Departments. Institution has been provided 50 seats of MBBS training, five seats of MD courses, 6 seats for DNB course and 26 seats B.Sc Para Medical Technology. Reservation for SC/ST/OBC/Physical Handicapped as per rule. Two MBBS seats for NRI are available. The Hospital of this Institution has the capacity of 500 beds.

4. The Duties and responsibilities of its Officers and employees. Administration X The Institution has its 24 Departments in different specialization i.e. Anatomy, Biochemistry, Forensic Medicine, Physiology, Pharmacology, Community Medicine, Microbiology, Biophysics, Pathology, Orthopaedics, Paediatrics, OBG, anesthesia, Surgery, ENT, Ophthalmology, Dentistry, Skin & VD, Medicine, Blood Bank, Radiology, Chest & TB, Psychiatry, each Department is Headed by Professor & HOD and Establishing to another post as per requirement and Norms of MCI. 1. Principal Head of the Institution, Head of the various committees formed for the Institution and Hospital. Have the powers of Finance, Purchase, Administration/over all supervision. To hold meetings on the various subjects with the various committees and Departments. Controlling Officer of all the Officers/Employees of the Institution.. 2. Prof. & HOD of Departments. Head of the Department Controlling Officer of the Department Fully responsible for the functioning and working of the concerned Department. Teaching the students and seeing/treating the patients. Consultant of the concerned Department. 3. Associate Professor Assisting the HOD in performing his duties and teaching the students/treating the patients in his specialization. 4. Assistant Professor Assisting the HOD in performing his duties and teaching the students/treating the patients in his specialization. 5. Medical Superintendent Head and Administration of the Hospital Put the staff on duties Forwarding various matter of the employees to the higher authorities, supervision of Hospital treating of patients. 6. Deputy Medical Superintendent Assist the Medical Supdt. in various official/hospital work

and perform General duty Officer of Medical. 7. Hospital Admin. Officer Responsible for maintaining Administration and Hospital Decorum. 8. Medical Officer Casualty To attend the patients in the casualty on the primary basis and refer them in the specialization wards/departments 9. Lecturer Teaching the students in his/her subject. 10. Registrar Assist the other Senior Officers treating the patients, teaching the students. 11. Junior Resident Assist the other Senior Officers treating the patients. 12. Lady Medical Officer Provide guideline to the MBBS Intern students in Urban & Rural Health Training Centre and gives treatment to the patients. 13. Medical Officer Record Incharge of the Record room and maintained all record of the Hospital. 14. Statistician Prepare report & return maintained data, data of the Hospital. 15. Superintendent Grade-I To supervise all the works relating to administrative section. Deputing all Class-IV and Class-II on duty including Drivers and checking up their day-to-day functions. To ensure all the dealing hands and diarist for maintaining all required registers and keep the same updated. To keep careful watch on the movement of Dak and files between section and higher authorities. To ensure timely submission of time bound cases. To ensure that all manuals rules, instructions, guard files and precedent registers of the sections are kept up to date. 16. Accounts Officer (F&A) All accounts matters/budget/audit inspection of field offices. Making payments and Pre audit of all payments made to the suppliers etc. 17. Section Officer (F&A)

Checking of pay fixation of bills. Compilation/consolidation of final accounts i.e. Stock accounts, receipt and payment accounts income and expenditure accounts. Preparation and compilation of balance sheet. Deposit of Income Tax/Sales Tax on the contractor and preparation/submission of Annual Income Tax Return to the concerned Department. 18. Law Officer Legal advisor to the authorities, dictation for preparing reply in the Court matters, attending various Hon ble Court in Departmental cases assist Distt. Attorney, Deputy Advocate General & Advocate General. In the Legal matters of the Institution. 19.Nursing Superintendent Nursing Incharge of the ward, Supervision of Nursing Staff, Patients care & issue Medicine/instruments in wards. 20 Assistant Nursing Superintendent To assist the Nursing Superintendent. 21.Matron To assist the Assistant Nursing Superintendent. 22.Veterinary Officer Incharge of Animal House. The training on animal to the student. 23. Biochemist Responsible to maintain the Biochemistry Lab. 24.Superintendent G-II To supervise all the works relating to administrative section. Deputing all Class-IV and Class-III on duty including Drivers and checking up their day-to-day functions. To ensure all the dealing hands and diarist for maintaining all required registers and keep the same updated. To keep careful watch on the movement of Dak and Files between section and higher authorities. To ensure timely submission of time bound cases. To ensure that all manual, rules, instructions, guard files and precedent registers of the sections are kept up to date. 25. Sr. Assistant Opening and maintenance of files reference deal the cases

including noting and drafting, recording of files maintenance and updating the various types of data and maintenance of various register. Establishment matter including recruitment and promotion rules maintenance of service record preparation of leave account pension paper, disciplinary matter and personal files etc. Fixation of pay of all categories including posting, transfer finalization of seniority and cases of Court cases and other miscellaneous matter. 26. Store Keeper Maintain received and issue of store articles, maintained store records. 27. PA/Stenographer He is directly attached to Heal of the Institution & Head of the Department and look after the following works under guidance of Head. Maintaining the day-to-day meeting index. To attend the telephone calls of Officer Incharge. Dictation and typing work. Other duties assigned by the Officer Incharge. Custodian of ACRs of all Officer employees. 28.Refractionist Refraction work of the Ophthalmology Department. 29.Receptionist Welcome and to the Guideline to the visitors. 30. Librarian Incharge of Library & maintained record in the Library & Books. 31.Driver Driving of the Departmental vehicle. 32.Conductor Assist the Driver in plying of vehicle & maneuvering. 33. Clerk/Jr. Asstt. Maintenance Casual Leave account of employees working in the office Works as Storekeeper Dispatcher, Diarist, Typist. Dealing Assistant of works assigned. 34.Record Clerk Maintained files and hospital document record.

V) The rules, regulation instructions, records held by it or under its control Principal takes final decision on all types of administration & accounts correspondence, files routed by dealing assistant through section Incharge Superintendent, Section Officer, Account Officer. Principal is assisted by all HODs, Medical Supdt., Account Officer, Section Officer, Superintendent & other officers in the supervision channel. Principal & other officer are accountable for concerned/ear marked work. To achieve the targets earmarked, the quarterly norms of achievements & utilization of funds has been set up by the Govt. The various Rules manuals and regulations, instructions of the Govt. Are followed while implementing the different programmes. The position in brief is as under : 1. CCS Leave Rules 1972.] 2. The composition of College council, Anti Ragging Committee, anti Ragging Squad, Sexual Harassment complaint Committee & Rogi Kalyan Samiti are as under : (A)College Council : This is a supreme body of the Institution to take decision on the Indiscipline/Ragging matter of the college 1. Chairman Principal

or for the purpose of its advice and as to whether meeting of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public. 2. Members All HODs/Medical Superintendent. (B)Anti Ragging Committee: This committee keep watch on the ragging matters and taking decision on the complaint of ragging against students indulge in ragging. 1. Chairman Principal 2. Members DC,SP,SDM,DPRO,BDC Chairman, NGO, Pradhan Gram Panchyat, President, SCA, RDA, Hostel Manager,CSO, Representative, Ban Council and Press, Chief Warden are members of this committee. This committee will decide and finalized anti ragging regulation for the Institution. It will be advisory committee for all anti ragging measures that will be finalized at college council level. This committee will meet quarterly and six meeting will organize in year. (c) Anti Ragging Squad: This squad keep watch in the various places of the campus to stop the ragging and find out the cases of ragging. Surprise check of hostels; find out anything against the unnecessary items in the hostel like alcohol, drug & cases of ragging, presence and absence from the hostel. Anti Ragging Squad composition: about five members headed by the chief Warden. (C) Sexual Harassment Complaint Committee : Keep watch on the sexual harassment to working women at work place, received complaints by various methods and enquire in to the matter and work as per guidelines issued by the Hon ble Court and directions issued by the Govt./under Policy framed by this Institution. Submit enquiry report and recommendation to the Principal/disciplinary authority. Composition: Committee is headed by one lady officer.
