Training and Evaluation

The Explora Foundation was established in 2011 in order to support, develop and extend the knowledge and practice of the Security and Protection of service personnel. The Explora Foundation has gathered an incredible association of experts ranging from former UK and US Government and Security personnel, to academics and leadership and management professionals. It operates internationally and has offices in the UK, USA and Canada.

The Explora Foundation holds an unparalleled repository of data and a knowledge centre. Though this the Explora Foundation is able to provide: Analysis and identification of knowledge and experience gaps for various governments and international organisations Development and management of training programs to fulfil knowledge gaps. Involvement with various private and military academies, providing subject expert matter lectures, training programs and workshops Field Training by the Foundation Publishing papers and books in support of the foundation goals

The Foundation consists of individuals with core skills and experience including: Military personnel General Staff level leadership to NCO Instructors; people and organisational change management at all levels; Special Forces and intelligence personnel; intelligence and counter-terror operations training; general operational military training. Academics development of training methodology; analysis of leadership challenges; research into countering the effects of blast and ballistics cutting edge materials science; analysis of approaches to Counter- Terror operations. Since its inception, the Foundation has completed the following key programs: Established associations with companies and membership of internationally recognised bodies to undertake a full training needs analysis for any organisation, course, or specific equipment. The delivery of advanced training programmes at the NATO School Oberammergau and the NATO Military Engineering Centre of Excellence in Germany. The development and support of training programmes at leading Universities in the UK and Canada in infrastructure resilience, security planning, countering effects of blast and ballistics. It also sponsors research at two leading UK universities into digital signal processing for the analysis of blast measurement. The organisation of major international conferences and training workshops, both to National Professional Organisations, and military, security and intelligence personnel. Training on specialised explosive ordinance detection and disposal equipment, and development of appropriate standard operating procedures to military and law enforcement personnel.

Knowledge Pool Personnel AVM (Retd) Grahame Jones CBE, BSc, CEng, FIET, FRAeS, served in the RAF for 38 years and is a professional engineer. He specialised in intelligence, communications and information systems, and has extensive operational and leadership experience. He was promoted from MBE to CBE in 2002, after three years as Assistant Chief of Staff for Communications and Information Systems at the UK Permanent Joint HQ. He was promoted to AVM and became Deputy C- in-c at HQ RAF Personnel and Training Command which expanded his knowledge of Training Systems as they are applied to military personnel. He has considerable joint-services experience.

Knowledge Pool Personnel (Cont.) RAdm (Retd) Brian Goodson, KStJ, CB, OBE joined the Royal Navy in 1955. He was promoted to Commander in 1974. He served as the Fleet Supply Officer and Fleet Logistics Coordinator at Fleet HQ for the Falklands War, where he was awarded the OBE in the South Atlantic Operational Awards in September 1982. As a Captain he returned to the Ministry of Defence in London as the Director of Naval Logistic Planning in 1985 before taking command of HMS Centurion as a Commodore in 1987. Promoted Rear Admiral in February 1993 as Assistant Chief of Defence Staff (Logistics) he covered operations in Bosnia, Ruanda and Angola and was awarded the CB before retiring in May 1996.

Knowledge Pool Personnel (Cont.) Mr Francis Le Carpentier, FInstD, Following his service for the US Government, he began his career in real estate development, particularly in Spain, as well as in Mexico, the US, France and Switzerland. For the first 17 years of his career he developed over 15,000 properties and resorts, bringing innovative technical solutions and consistently setting market standards. With the wealth of experience and knowledge gained, for the last 23 years he has been intimately involved in the identification and design of security solutions and in the development of blast and ballistic mitigation installation and facilities of all scales with NATO, The US DoD and DoS. His great wealth of experience enables him to identify the necessary skills to create and lead a team to bring even the most ambitious projects to fruition.

Knowledge Pool Personnel (Cont.) Col (Retd) James Marment served in the Royal Artillery for 23 years. He was an instructor at the Royal Military Academy, Sandhurst and at the Army Staff College, as well as spending his time as a cadet at Sandhurst with a member of the Al-Thani Family. He was Commanding Officer of an AS90 armoured artillery regiment, during which time he commanded the regiment on Counter-Terrorist operations in Northern Ireland and with IFOR in Bosnia. As a staff officer he graduated from the Canadian Forces Command and Staff College and served in the UK MOD in the Directorate of Army Plans and Program as a Major and Lt Col. His last operational command was the security of North Belfast, Northern Ireland in 1995.

Knowledge Pool Personnel (Cont.) Lt Col Julian Greenwood was commissioned from the Royal Military Academy Sandhurst in 1985 into the Light Infantry, serving in Germany, 4 tours in Northern Ireland, Iraq and the UK. He held post of Staff Officer tasked with the design and coordination of the plan to move 26,000 pilgrims from all over Iraq through the Kuwaiti border to Saudi Arabia for the first Hajj pilgrimage since the invasion in 2003. This led to his work as a leading member of the security team for the Afghan and Iraqi out of country elections based first in North West Frontier Province, Pakistan and then in Amman Jordan.

Knowledge Pool Personnel (Cont.) Maj (Retd) Frederick Hulton, MA (Cantab), MSc, PhD, CEng, was commissioned into the Royal Engineers and served in the UK, Germany and Arabia. He spent four years as an engineer adviser to the Saudi Arabian National Guard (acting as resident engineer on major projects) and four years as an instructor at the Royal School of Military Engineering. In 1992 he was posted to the UK Defence Research Agency to lead research into the development of protective structures. He was very closely involved in the development of a new range of counterterrorist protective structures; after retiring from the army, he continued in this role until 2006. He has conducted and attended many full scale trials of the effects weapons on normal buildings and protective structures, including tests on the Blast Mitigation building systems and Blast Resistant structures.

Knowledge Pool Personnel (Cont.) Mr Cliff Wright served for 24 years in the British Army as a Bomb Disposal Officer, serving with the Royal Engineers and the UK Special Forces Group, finishing his career as a Warrant Officer Class Two. He served in most theatres of operations including Northern Ireland; Falkland Islands; the Arabian Gulf; the Balkans; East Africa; Afghanistan and classified contingency operations. He was utilised by the UK Foreign and Commonwealth Office to conduct Needs Analysis Studies on protective security and counter terrorist search measures for foreign governments and agencies.

Knowledge Pool Personnel (Cont.) Maj (Retd) Frank Bowen served for 26 years with 22nd Special Air Service Regiment. During this time he saw service in operational theatres such as the Middle East, the Far East, Europe and the South Atlantic. He managed the UKSF primary land based CT training and live firing range facilities. Latterly he held the post of Officer Commanding Force Readiness. He has a broad range of SF and security/counter terrorist related skill sets. Since leaving the Army in 2007, he has supported humanitarian operations in Sudan, Presidential protection training in Africa, and UKSF CT training assistance.

Administrative and Organisational Capabilities The Foundation has full back office and admin support infrastructure, enabling rapid deployment and implementation for tasks. Full-spectrum provision of services, including all aspects of administrative and operational support for training performance in the UK, USA, Canada, The Middle East, Africa and Afghanistan. Administrative and Organisational Capabilities The foundation have executed also several bespoke field training in remote locations to support existing service training scenarios, and has demonstrated the value of support of the trainees

Training Programmes Available The Explora foundation offers bespoke training programs, tailored specifically to the participants needs. The main subject areas are: Senior Command and Staff Training Based on British doctrine, this training will cover all aspects of security operational planning and support to the Government: Strategic Policy and Planning for Land, Sea, Air and Borders. Intelligence requirements and acquisition. Equipment procurement and whole life management. Logistics chain and sustainment. HR/Personnel Management. Junior Officer Staff Training Operational planning support in all aspects of force projection and operational deployment. War studies. Counter Terrorism studies. Continuation leadership training. Presentational skills, Personnel Administration. Special Forces (Counter-Terror) Training Understanding the nature and use of Special Forces in the Counter Terrorist role. Intelligence, surveillance and offensive operations from land, sea and air. Insertion techniques, specialist weapon and explosive skills.
