Leon, our Thoughts and Prayers are with you. Gil NEW HOLLAND CLUB MEMBERS: Congratulations to the following Holland Club member. Being inducted into the Holland Club is a very prestigious award. It signifies having been Qualified in Submarines for 50 years. The award consists of a Card, 50 Year Patch and a Certificate. He is: Harry Suomi qualified on the USS Finback (SS-230) in 1943. Snug Harbor now has 34 Holland Club members. BASE COMMANDER S CORNER By Gil Shaddock Convention The National Convention in Peoria was an outstanding convention even though it was somewhat subdued by the tragic events of September 11 th. A lot of people weren t able to get there due to their flights being cancelled. The guest speaker for the banquet, Vice Admiral Konetzni, also had to cancel. Captain John Peters, USN, Ret., the newly elected NSVC was the guest speaker. A Memorial Service was conducted in the hospitality room to remember the people who lost their lives on September 11 th and a Memorial Service was held on the bank of the Illinois River to remember our shipmates who are on Eternal Patrol. The following people were elected to serve as the USSVI E-Board for 2002: National Commander Jack Ensminger National Senior Vice Commander John Peters National Junior Vice Commander Bud Berg National Secretary Tom Conlon National Treasurer Jim Strassels Eastern Regional Director Pat Ulmen Central Regional Director Pete Amunrud Western Regional Director Jim Foote All of the proposed amendments to the Constitution and By-laws passed. The proposed amendments to the Articles of Incorporation also passed. At the banquet, several awards were presented and I was honored to receive the National Commander s Humanitarian Award for my efforts in trying to establish a USSVI Blood Bank program.

3 Snug Harbor s The Beacon October 2001 BASE COMMANDER S CORNER (Continued) By-laws Attached to the end of this newsletter is a proposed set of By-laws for Snug Harbor Base, which I am asking you to vote on. When Snug Harbor Base was formed, the National Constitution and By-laws were adopted as the Base Constitution and Bylaws. The National By-laws contain term limits for the office of National Commander, which equates to the Base Commander, therefore the Base Commander is limited as to how long he can remain in office. In order to not have the Base Commander bound by term limits, it is necessary to have our own set of By-laws. These proposed By-laws have been reviewed by a Committee of 3 of our members and they have found them to be acceptable. Assuming that they are accepted by the membership, they will then be forwarded to the District Four Commander for his approval. You can vote FOR/AGAINST the By-laws by E-mail, snail mail, phone call or by a show of hands at the November meeting. If you desire to vote, I need to have your vote by 10 November 2001 (which is the date of our next meeting). Voting At the end of this newsletter you will find 2 ballots. One to vote on the proposed Bylaws and one to vote on your Base Officers for 2002. At the October meeting the Nominating Committee nominated your current officers to serve again for the year 2002. You can vote for your Base Officers by E- mail, snail mail, phone call or by a show of hands at the November 10 th meeting. There is a place on the ballot for Write Ins and a call will be made at the November 10 th meeting for nominations from the floor. If you desire to vote, I need your votes by 10 November 2001. Massing of the Colors This year we have been invited to participate in the Massing of the Colors at the Brevard Community College Cocoa, Fl. Campus on November 11 th at 1400 hours. I will be representing the Submarine Veterans and Joe Brown and Dick Gallipeau will be carrying the Base Flag and the National Ensign. I would like to see as many of you there that can possibly make it. Wear your vests, ball caps etc to show that you are a submariner. This is a great chance for us to get some exposure. Awards At the October meeting I had the privilege to present a Plaque to Joe Brown from the Bases of D4 for having served as our District Commander for the period 1999-2001. It was also an honor to present Bob Willyard and Harry Suomi their Holland Club certificates. Change of Command On September 26 th one of our newest members, Captain Harry Sheffield was relieved as the Commanding Officer of the Naval Ordnance Test Unit at Cape Canaveral, Fl. Which was immediately followed by his retirement ceremony. Harry retired after a 30-year career during which he Commanded the USS Indianapolis (SSN-697) and the USS Maryland (SSBN-738) Gold. We would like to wish Harry and his Lady Dee Dee Best Wishes in your retirement and we look forward to seeing you at our meetings. Kings Bay Memorial Service The Kings Bay Memorial Service is still a GO, however, it will NOT be on the Base. Neither will the banquet. See page 6 of this newsletter for the schedule that covers Friday the 2 nd and Saturday the 3 rd. A new location for the banquet has been determined. There will NOT be any submarine tours either. Please don t let these changes deter you from going. It will still be a very impressive ceremony. We are all submariners and I m sure we can make the most out of a bad situation.

4 Snug Harbor s The Beacon October 2001 SECRETARY S REPORT By Shawn Brown Here is what we discussed at the last two meetings: September 1: Gil introduced Dennis Blado, our new District 4 Commander. Dennis told us that he was glad that he could make it to our meeting and that he will be going to each of the District 4 base meetings. (He told us later that he though that we ran a classy meeting) SUBVETS Calendars are in and also New T- Shirts for submarines. The SUBBASE in Groton is thinking of hosting the 38 th annual birthday for SUBVETS inc next May 2002. They are looking to see how much interest there is for this. They would like us to vote at the National website, which will decide if this is worth doing in Groton. The Cavalla historical organization in Texas has received a Challenge Grant of $100,000. What that means is that if the historical organization can raise $100,000 in donations that the donations will be doubled. This is for the restoration of the USS Cavalla and the money has to be collected before the end of the year. A motion was made to donate $100 to the organization and was seconded. Motions carried with no Nays. Discussion was made on what is our policy when we receive requests for donations. Our policy will be that we will take a look at each request, strictly case by case, and votes by us will be made for acceptance or rejection for donations. TRICARE. Discussed the short falls of TRICARE and its coverage while a member is on vacation. Coverage for prescriptions and care is operated regionally and each region may not operate exactly as the next region nor do they communicate well with each other. Before you go on vacation, call 1-800-444-5445 to find out what coverage you have and how to get that coverage in a new region. SUBVETS Inc and SUBVETS of WWII have voted to have a combined meeting in the year 2003. This meeting will be in Reno, Nevada. Nomination Committee was set to give recommendations for next years Snug Harbor officers. Committee members are: Dick Gillipeau, Ray Goodwin, and Roy Hill. They will bring back recommendations at the next meeting in October. Snug Harbor needs to come up with its own By-Laws due to the restrictions placed on the Base Commander on how many terms he can serve. The new By-Laws will be presented at the next meeting and placed in the newsletter. Voting to be completed by the November meeting. Snug Harbor and Deck Log website have many new features. Tim Veard maintains the sites with help from other members, Gil being one. He was looking for more members to help with the website. October 6: Joe Brown talked about the Jamie Fund. Money and items that we send support the whole family not just Jamie. Joe read us two touching letters from Jamie. Joe had just got back from visiting Jamie s home and family. Very clean home but very poor. He gave them a check, from Snug Harbor, for $150, which was gratefully received. Gil talked about the convention in Peoria (See Commanders Corner in this newsletter). National conventions for the coming years: Duluth Minnesota in 2002, Reno Nevada in 2003, no location determined for 2004 (two bases have their hats in, one in Connecticut and one in New York), and Kansas City Kansas for 2005. NOTU Christmas party is having problems. The location for the party, the NCO club at Patrick AFB is closed and will be for the rest of the year. NOTU is scrambling for a new place. More information to follow. Gulf Shore, Alabama Christmas party is the week of 15 th December. It looks like this is our best bet for a Christmas party now that NOTU may not have one. Nomination Committee brought back their recommendations for next years officers. They recommended the same slate as this year: Gil Shaddock as Base Commander, George Nault as Vice Commander, Shawn Brown as Secretary, and Ray Coons as Treasurer. Voting to be completed at the November meeting. Joe Brown received a Thank You plaque for his work as District 4 Commander. U.S. Navy Log, to join is $15.00 and to place your picture at the site will be $25.00. See Bob Chasse for more information. Bevin Travis talked about the Blood Bank, he recommended that we give to the Central Florida blood bank instead of the Red Cross because the donations stay in the local area. Meetings adjourned.

5 Snug Harbor s The Beacon October 2001 MEMBERS IN THE SPOTLIGHT George Nault was born in Lawrence, Massachusetts on 23 June 1929 to Herve and Augustine Nault. Both parents were workers in the wool mills in Massachusetts. George joined the Navy before he reached the age of eighteen, on 31 July 1946. He became an Electricians Mate after Bootcamp and Submarine School, graduating A school on his eighteenth birthday. He next reported to the USS Grouper (SS214) for his first assignment and spent the next seven years serving on boats. He left the USS Grouper after a year, went to the USS Torsk (SS423), Commissioned the USS Grampus (SS523), and Re-commissioned the USS Cavalla (SSK244). He was ready for his first shore tour he went to the USS Greenling (SS213) in Boston, training the Submarine Reserves. Only George could find a shore tour that still required him to go to a boat to train. While stationed here he married his wife, Angelina, at Havenhill, Massachusetts in 1955. In 1957 he left shore duty and reported to the USS Atule (SS409). One year later he received orders to report to Nuclear Power school where he received training and then stayed for three more years as an instructor. Later in 1961, he commissioned the USS Sam Houston (SSBN 609) and then the USS Ulysses S. Grant (SSBN 631). He ended the last three years of his career on shore duty in San Diego, California as a Master Chief Electricians Mate. His proudest memory is giving both of his sons to the Navy. Both of his sons were at the Naval Academy at the same time, one a senior and the other as a plebe (freshman). At the same time his old Executive Officer, later Admiral McKee, was the Commandant of the Naval Academy. The biggest thing he misses about his Naval career is: A lot of shipmates. I wonder if that has more than one meaning? Ray Coons was born at Hartford, Connecticut to Charlotte Coons. She worked as a housekeeper to raise Ray. Ray enlisted two months before his eighteenth birthday, 19 August 1947 and was sent to Great Lakes for Bootcamp. He started out as a striker, working in the fire room on his first assignment the USS Narahala (AO60). What he didn t know was that a job that he used to do before he came into the service would decide what direction he would later choose in the military. He worked as a film movie operator in a small theater back at home, now that he was on a ship, the E Division also ran the movies. So he became an Electricians Mate by first operating the films. He served on the Cadmus (AR14) and after he went to shore duty at Harbor Defense in Jamestown, Rhode Island. While at Jamestown he met and married his wife Lois on 12 January 1952. Within a month he had orders to the USS Ticonderoga (CV14), which was being re-commissioned in Seattle, Washington. So they crossed the United States as a honeymoon. When he got there, he was told the carrier was going back to New York, within a couple of months. He went to New York. His next duty, you guessed it, he went to Adak, Alaska. His following duties included USS Jason (ARH), USS League Island (AKS), USS Chadles S. Sperry (DD789) and instructor duty at Great Lakes at EMB school. This where he made Chief (EMC) and found his true calling. An officer talked to his EMB class about Nuclear Power. He became interested and next thing he knew he was in Nuclear Power school and was heading to submarines. After completing school he reported to his first boat, the USS Scorpion (SSN509). He was on the first crew after commissioning. (Continue next page)

6 Snug Harbor s The Beacon October 2001 He was on the commissioning crew of the USS Haddo (SSN604) and later he reported to the USS Arcadia (AR). He retired 1 March, 1967 as an Electricians Mate Senior Chief. His proudest moments had to do with having a chance to serve on the USS Scorpion and submarines. The biggest thing he misses from his Navy career. Can you guess? The cost is $28 per person, which includes the Banquet on Saturday night and drinks in the hospitality room for 3 days. Several of us have already made our reservations. NOTU CHRISTMAS PARTY The NOTU Christmas Party is in limbo right now. It was scheduled to be at the Patrick AFB NCO club, but the club is closed. The Party Committee has cancelled and will reschedule in January 2002. Information will be put out when it becomes available. DUES Help us get the dues paid for 2002. The 2002 dues are to be paid NLT 31 December 2001. Life Members and Holland Club Members only pay the $10 base dues, ALL others pay $20 ($10 National and $10 base dues). SNUG HARBOR BASE BY-LAWS ARTICLE I PURPOSE To perpetuate the memory of our shipmates who gave their lives in the pursuit of their duties while serving their country. That their dedication, deeds and supreme sacrifice be a constant source of motivation toward greater accomplishments. Pledge loyalty and patriotism to the United States Government. ARTICLE II MEMBERSHIP ELIGIBILITY REGULAR MEMBERSHIP Section 1. Membership is restricted to all personnel having been designated "Qualified in Submarines, and to all personnel who served on a U. S. Submarine, or in a Submarine relief crew while on active duty between December 1, 1941 and September 1, 1945. Section 2. Those members, who have been discharged from the Armed Forces of the United States, shall have been discharged under honorable conditions. Section 3. All applications of new members shall be accompanied by proof, when requested, of eligibility under Section 1 of this article. Form DD214, letter from commanding officer, or a signature of a member in good standing attesting the application to be true to the best of his knowledge, shall be accepted. Section 4. All members in good standing shall be issued a membership card that displays the submarine qualification insignia on one side (Dolphins) and "our creed" on the other side. Section 5. Responsibilities of Members: A. To uphold the creed of the submarine veterans organization. B. To attend monthly base meetings. C. To contribute thoughts, ideas and suggestions for the betterment of the organization. D. To participate in base activities, and offer assistance whenever possible. E. To subscribe to the bylaws of this base. F. To participate in the election of base officers, either in person or through absentee ballot, and elect responsible officers to act as their representatives in carrying out the business of this organization. ASSOCIATE MEMBERS Section 6. An associate member is a person who is not eligible for regular membership but is closely associated with a regular member. (All associate members must be at least sixteen (16) years of age). This does not preclude any relative of a regular member in good standing from applying for Associate Membership. Section 7. Associate Membership is also reserved for persons not otherwise eligible for regular membership, but is related to the Submarine Service by their deeds or actions. Section 8. Each associate member must be sponsored by a regular member in good standing. Section 9. Associate members are eligible for Life Membership. Section 10. Each regular member may sponsor one other associate member not defined in Section 7 above. Section 11. Anyone who is presently serving, or has served, in a currently allied Navy, and is Qualified in Submarines, may become an Associate Member, and does not require a sponsor. Section 12. Associate members may not vote in the National elections and cannot hold National elected office. Section 13. Associate members may vote on Base matters (if permitted by Base Bylaws) but may not hold elective Base office. Section 14. In the event an associate member's sponsor can no longer sponsor the associate member (i.e. transferred or called to eternal patrol) the Base may assume sponsorship of the associate member. Section 15. A non U.S. citizen who becomes an Associate Member is not required to pledge. ARTICLE III PRINCIPAL OFFICERS The Principal Officers of the Base will be the Base Commander, Vice Commander, Secretary and Treasurer.

8 Snug Harbor s The Beacon October 2001 ARTICLE IV MEETINGS Section 1. All general meetings shall normally be held on the first Saturday of each month, and the location of such meeting shall normally be at the American Legion Hall in Sebastian, Florida. The meetings will commence at 1200 with a "Social Hour" followed by the Business meeting at 1300. In the event that the first Saturday of the month is a National Holiday for either Christmas, New Years, Memorial Day, or July 4th, then the general meetings shall automatically be held on the second Saturday of the month instead of the first Saturday. When a picnic/meeting is scheduled in lieu of the regular meeting, the meeting will be held at an alternate location and will be announced in advance of the meeting. Section 2. All meetings of this Base shall observe one moment of silence for its departed shipmates. Section 3. Ten (10) members in good standing shall constitute a quorum for the transaction of all business at monthly meetings. Once a quorum has been established, no member abstaining himself shall destroy the established quorum. Section 4. Special meetings or Executive Board meetings may be called when warranted by the Base Commander. Section 5. Each member in good standing shall be entitled to vote in person or by absentee ballot at any general meeting of this base, provided however, that such member's name appears on the membership rolls at least fifteen (15) days prior to such meetings. Section 6. The general procedure of meetings of this base shall be in keeping with the normal parliamentary procedure as set down by Roberts, "Rules of Order", Revised. ARTICLE V EXECUTIVE BOARD Section 1. The affairs and business of the base shall be managed by an Executive Board of at least four (4) members in good standing of this base. Section 2. This board will consist of four (4) elected officers: Base Commander, Vice Commander, Secretary, Treasurer. Section 3. The term of office will be one (1) year. Any member in good standing may be elected to office, including previous officers. The members of this board will assume office and their duties as outlined in Article VI. Section 4. The Executive Board shall have the control and general management of the affairs and business of the base under the existing by-laws. Section 5. On matters not covered by existing by-laws, the Executive Board will investigate thoroughly and submit their findings to the general membership to be voted on. A (2/3) two-thirds necessary vote required to act on such matters. Section 6. A member of the Executive Board may be removed from office for cause or without cause by two-thirds (2/3) majority vote of the membership in good standing of this base. ARTICLE VI OFFICERS Section 1. The officers of this base shall be: A. The Base Commander B. The Base Vice-Commander C. The Base Secretary D. The Base Treasurer Section 2. Nomination and election of Base Officers shall be: A. At the September base meeting, the Base Commander shall appoint a Nominating Committee consisting of three (3) members who shall conduct the nominations for the (4) elected officers. B. The Nominating Committee shall issue a call for nominations of eligible candidates for base officers to all members in good standing and shall report the slate of candidates at the October base meeting. C. Nominations shall be submitted by any member in good standing on or before October 1st, to the Nominating Committee but only if such nomination has the consent of the

9 Snug Harbor s The Beacon October 2001 nominee that he will accept the nomination and serve if elected. The Base Commander shall also call for nominations from the floor at the October base meeting. Upon receipt of all nominations, the Nominating Committee shall have published in the October Base newsletter a ballot listing the names, in alphabetical order, of all candidates properly nominated. There shall also be a provision for write ins for each office. D. The members will have until the November meeting to return their ballots to the Base Commander. E. The results of the election will be announced at the December base meeting. F. The candidate receiving the highest number of votes for a particular office shall be considered to be duly elected. G. The officers elected for the ensuing year will be installed at the December base meeting and will assume their duties on January 1st. Section 3. Duties of Officers Base Commander He shall preside at all meetings of the general membership and Executive Board. He shall be present at all meetings of the Executive Board. He shall cause to be called regular and special meetings of the membership and the Executive Board, in accordance with these bylaws. Base Vice Commander He shall assist the Base Commander in conducting the business of the Base and shall act in the Base Commander s place during his absence or in case the Base Commander becomes incapacitated for any reason. Base Secretary He shall keep a record of the meetings of the general membership and of the Executive Board in an appropriate books. He shall be the custodian of the records. He shall be responsible for the contents, publication and distribution of the monthly newsletter. During the absence and/or inability of the Base Commander or the Base Vice-Commander to render and perform their duties or exercise their powers as set forth in these by-laws, he shall act in these capacities. Base Treasurer He shall have the care and custody of and be responsible for all the funds and securities of the base and deposit all such funds in the name of the base in such bank as agreed to by the Executive Board. He shall sign, make and endorse in the name of USSVI-SNUG HARBOR all checks, drafts, warrants and orders for the payment of money and pay out and dispose of the same and receipt therefore; under the direction of the Base Commander and Executive Board. He shall exhibit at all reasonable times his books to any member of the Executive Board or any member of the base, upon application. He shall render a statement of the condition of the finances of the base at each regular monthly meeting of the general membership and at such other times as may be required of him. He shall keep such records at a place to be designated by the Executive Board. He shall do and perform all the duties pertaining to the office of treasurer. The Treasurer shall make the year end financial report to the National Treasurer. The Base Commander will appoint an Audit Committee to audit the financial records of the Base at least once a year. ARTICLE VII QUALIFICATIONS FOR MEMBERSHIP The membership of the organization shall consist of the persons qualifying as stated in these Bylaws and who agree to be bound by these by-laws. There shall be no other qualification for membership other than those set forth herein. ARTICLE VIII COMMITTEES The Base Commander will appoint such committees, as he deems necessary for the proper conduct of the Base s business.

10 Snug Harbor s The Beacon October 2001 ARTICLE IX MEMBERSHIP DUES Section 1. The annual dues for this base shall be $10 per year plus the prescribed National dues. Life Members and Holland Club members are exempt from paying National dues and are only required to pay the Base dues. Annual dues are required to be paid by December 31st. Any member who has not paid their dues by April 1st, will have their member in good standing status revoked and will be removed from the rolls. In the event that a Life Member fails to pay his Base dues, he will revert to Member-at-Large (MAL) status. Section 2. Annual dues will cover the period from January 1st to December 31st. ARTICLE X FISCAL YEAR Section 1. The fiscal year of the organization shall commence on the first day of January and end on the thirty-first day of December in each year. ARTICLE XI BY-LAW AMENDMENTS Section 1. Any member in good standing may submit resolutions to amend these By-Laws to the Executive Board thirty days prior to the meeting in which the proposed amendment resolution will be voted on. Section 2. All resolutions to amend these by-laws shall be approved by the Executive Board, and be placed on the base ballot for vote by the membership. Section 3. Voting to amend these by-laws shall be conducted by the Base Secretary at the monthly meeting. Such voting shall be conducted by secret ballot referendum vote of the membership in good standing. Section 4. All amendments certified as being passed shall become effective the day voted on. Section 5. The Base Secretary shall preserve for one (1) year the ballots and all other records pertaining to the balloting under his supervision.
