To Co-ordinate activities performed by 7 Nos. field Inspection Units (GAD) attached to (O & M) zones who are carrying out GAD Inspection of 171 Divisions & 591 Nos. of Sub-Divisions in the field. They are placed/attached under Admn.Control of Chief Engineers in the field & for policy level to corporate office. Their co-ordinating activities are controlled by Inspection control unit H.O. The postwise functions of this section is given belows:- 1) General Manager (Insp) :- MR.V.B.BAGUL Following sections are attached under admin.control of General Manager (Insp):- 1) Inspection Control Unit (GAD) H.O. 2) Field Inspection Units (GAD)- attached for policy matters & co-ordination purpose. 3) Tech Inspection Unit H.O. 4) Backward Class Roster Cell-Dharavi. 5) Appeallate Authority for GAD for H.O.Level Cases. The chart indicating sanction of staff to each units is attached herewith. The General Manager (Insp.) is Co-ordinating & Supervising the activities of above sections & is having administration control over them. The General Manager (Insp.) is performing/co-ordinating the duties & function as listed below. To Carry out/attend GAD Inspection of 11 (O & M) Zones 44(O & M) & other Circles in the field. Finalization/Getting approval/communication of GAD (Insp.) Reports to various Zone/Circle offices. Follow-up of actions required as per report & compliance thereon. To Co-ordinate activities performed by 7 Nos. of field Inspection Units (GAD) attached to (O & M) zones who are carrying out GAD Inspection of 171 Divisions & 591 Nos. of Sub-Divisions in the field. Court cases involving GAD, A/C & Technical matters. 9) Regularisation & confirmation of staff. 10) Confidential reports & communication of Adverse remarks thereof. 11) Deployment of posts-staff position verfication thereof. 12) Periodical information/statements to be sent to H.O.by the respective offices. 13) To explaining about the GAD/ADM matters to the concerned employees orally. 14) During Inspection some points can be complied on the spot. They are got complied by the concerned on the spot. 15) How many employees have been deputed for Disciplinary Action training in respective Zone/Circle 16) Howmany disciplainary action cases are pending from 3 to 5 years.

Designation 17) Books regarding Rules & R+B60regulations, circulars, Books on Law. Departmental Library is maintained by the respective offices, Review thereof. 18) According to the Appr. Act.1971 the apprs are appointed 50 % whether stypend is recovered from the Govt. Organisation or otherwise Scheme:- According to the scheme same employees are eligible for EFPS. eligible after retirement/death their claims are to be followed up by the respective office. Position thereof is to be reviewed & record in the Inspection report & pending cases are recorded in the Inspection report Inspection to carry out in the same month for 3 days & 2 days for journey 15 days all the points GAD Inspected as above Except tour programe Manager (P/Insp.) has to attend office approximately for 14 days of H.O. During stay in the H.Q. office Manager (P/Insp.) has to perform following works :- 1) Preparation of Inspection report of 25 points out of 50 points as prescribed in 2) To get the Inspection Report duly complied by the Dy.Manager (P/Insp.) & Suggest corrections/additions & deductions if any 3) To consolidiate the report & make it fair for submission & discussions with the C.A. 4) To Prepare a Office Note for approval of the C.A.I.E. C.G.M.(T/E) & to comply thereof 5) On approval of the C.A. Inspection report the respective Circle/Zonal Office.There are 7 field Inspection Units under theh.o. GAD Inspection Control Unit. Each FIU has to inspect at least 3 to 4 Dns. under their jurisidiction. 25 F.I.U reports are to be Examined by Manager (P/Insp.) Discripancies in the report is to be communicated to the respective Circle/Zone in the field The Manager (P/Insp.) has to scrutinies each report to put it up to the approving authority i.e. G.M.(Insp.)/C.G.M) (Tech/Estt.).In addition to that Manager (P/Insp.) has to make correspondence there on as directed by the C.A.Since the F.I.U. are under control of the H.O. I.C.U. The Manager (P/Insp.) has to look after day-to-day working of the F.I.U. in the field. He has to collect informations from F.I.U. Average 6 Inspection reports received from F.I.U. are Examined and approval of C.A. is communicated to the respective F.I.U. Unit. (4 days) six Inspection Reports are examined in 6 hrs. in all 25 I+B47 Inspection reports received from F.I.U. are examined during the span of 4 days.

Duties of Dy.Manager (P/Insp) of Inspection Control Unit, Head Office Mumbai. To carry out GAD Inspection on following areas. Name of Zone:- Bhandup (U) Zone, Kalyan Zone, Kokan Zone, Ratnagiri, Kolhapur Zone, Latur Zone, Nasik Zone, Pune Zone, Amravati Zone, Akola, Aurangabad Zone, Nagpur Zone (R), Nagpur Zone (U). Name of Circle:- Vashi Circle, Thane (U) Circle, Kalyan Circle(I), Kalyan Circle (II), Pen Circle, Vasai Circle, Ratnagiri Circle, Sindhudurga Circle, Kolhapur Circle, Satara Circle, Sangli Circle, Solapur Circle, Beed Circle, Latur Circle, Osmanabad Circle, Nanded Circle, 'A'nagar Circle, Dhule Circle, Jalgaon Circle, Nasik Circle (R), Nasik (U) Circle, Pune Rasta Peth Circle, Pune Circle (R),Pune Ganeshkhind Circle, Akola Circle, Buldhana Circle, Amravati Circle, Yavatmal Circle, Aurangabad (U) Circle, Aurangabad (R) Circle, Jalna Circle, Parbhani Circle, Bhandara Circle, Chandrapur Circle, Gadchiroli Circle, Wardha Circle, Nagpur (U) Circle, Nagpur (R) Circle, Gondia Circle (New). Designation A.P.Bagul Dy.Manager(P) During a month he has to perform outdoor tours for GAD Inspection in the field - for 10 days including journey period. He has to attend Circle Offices & Zonal Offices in the field. Each office takes 3 days for GAD Inspection work. According to the Adm.Circle No.248,Dt: 5-12-97 the Dy. Manager (P-Insp) has to inspect 22 points out of 50 points of each office. The points are as under :- 1) Introduction & discussion. 2) Review of earlier Insp.report. 3) Workmen Comp.Act. - In case of death or Accident of the employee the Circle/Zonal office has to pay compensation as per Act. & keep record thereof. 4) House Building Adv.: As per G.O.65 the Company had alloted the fund to provide H.B.A. to the employees. According the cases there under are to be checked i.e. recovery of H.B.A. & Interest thereon. 5) Gratuity Cases:- In case of registration/retirement or death employees is eligible for Gratuity as per Gratuity Act/Regulations. Record thereof is to be varied by the Dy.E.O.(Insp). Whether Gratuity worked out properly or otherwise has to checked whether Gratuity paid in time or delay thereby etc. 6) Resignation proposals :- As per rules the employee resigning form services has to give notice or one month salary in line of notice period. He has to inspect whether registers in this regard has been maintain properly. 7) Staff Sanction deployment of Posts & record thereof :- He has to inspect whether salary has been drawn as per sanction posts or otherwise approval has been taken while deploying the post or otherwise. 8) Seniority Lists :- Seniority list of circle level has to be inspect whether is issued every two years or not All points are covered or not i.e. G.O.74 confirm mention etc. Advances :- 1) LTC Advance : To be inspect the LTC Advance Registers whether employee avail LTC facility has been sanctioned LTC Adv. has submitted necessary evidence. He has declared H.T. Members acomplied with him are liable for L.T.C after availment of LTC he has submitted bill in time. concerned GAD clerk has submitted the Bills in time or not. Recovery of LTC Advance if any has been effected or not. T.A.Advance The employees who have sanctioned TA Advance for the particular month has been submitted TA Bill in time or not. c:my.doc.revised F.I.U. 1

9) Vehicle Advances & Computer/LapTop Advances: - He has to inspect the Register regarding vehicle Adv.sanctioned to the employees well as the Advances for Purchase of computer/ Lap Top are within the available funds. He has to check the documents given by the employees i.e. Agreements Hypothication,etc. 10) Salary Bills :- He has to inspect the salary bills of the employees regarding statutory deductions i.e. I.T.,P.T. HBA Adv.House Rent. HAP leave if any. 11) Musters, Leave Registers:-He has to inspect the Regular muster and Late musters Maintained in the Circle/Zonal offices and also to inspect the Leave Registers. 12) O.T.Registers:- He has to inspect the O.T. Registers regarding O.T. is granted limited to the prescribed hours. O.T.Bills are pending or not. 13) I.T deducted at some or not Imprest (Temp/Perm.):- He has to inspect the imprest Register regarding day to day expenditure. 14) Stationery Printing Register, Stationery Register and printing registers have to be inspected by the Dy.Manager (P) 15) Register regarding Retirement:- Information employees retired from the company establishment & to be retired within further 5 years is to be checked by Dy.Manager (P) 16) Checking & Vehicle Dairy & Licence of Drivers :- Validation of Licence of the Drivers & vehicle maintenance Dairy and to be check by the Dy.Manager (P) 17) Service Books:- Dy.Manager (P) has to inspect the service book of the employees regarding date of birth verification, Leave Calculation C.P.F. & Gratutiy nomination & character & antecedent report Departmental exam passed Marathi Language exam passed etc. 18) Marathi Language Reports and its use in administration. 19) Rainy Seasons equipment & Uniforms:- He has to inspect the register of rainy season equipments and uniforms given to the eligible employees. 20) Unauthorised absent:- Dy.Manager(P) has to inspect the cases regarding action has been taken again employees those are absent from their duties unauthorisely. 21) Telephone Register:- Telephone bill register are to be checked by Dy.Manager(P) 22) Retention of Quraters after transfer - 23) Checking of Rest house Register - Field Inspection Units are under the control of this section. There are 7 F.I.U's.
