NATIONAL LOTTERY DISTRIBUTION TRUST FUND (NLDTF) SPORT AND RECREATION CATEGORY 2010 CALL FOR APPLICATIONS The Distributing Agency for Sport and Recreation, established in terms of the Lotteries Act (No 57 of 1997), is in a position to consider applications for funding from the proceeds of the National Lottery in the Sport and Recreation Sector. Applications are invited from affiliates to provincial federations (clubs, regions and districts), municipalities, universities, further education and training institutions, national federations, affiliates to national federations, provincial academies of sport, schools, provincial sport councils, macro body, sport organisations, and recreation organisations. The aforementioned bodies can apply for funding as indicated below. The NLDTF will give preference to applications from the abovementioned organisations in disadvantaged and rural communities that support the following: 1. Transformation and development 2. Universal access to facilities and 3. Reasonable accommodation to facilitate the inclusion of people with disabilities. All applications must be completed on the newly prescribed FORM 2010/1 and in accordance with the 2010 GUIDELINES. Please note that FORM 2010/1 is a new form. Please ensure you use the correct form. MACRO BODIES can apply for: Preparation, co-ordination and presentation of Team SA to multi-coded games Hosting of, and participation in, international events, that is, congresses and general assemblies Co-ordination and facilitation of national projects. Monitoring and evaluation. considered but is not guaranteed. NATIONAL FEDERATIONS can apply for: Capacity building High performance programmes, including training camps and international participation Transformation, development and talent identification Hosting of international events National academies National federations may apply on behalf of affiliates who might not currently meet the requirements to apply on their own Equipment 1

National competitive school sport tournaments for the purpose of talent identification Participation in international school sport competitions The application for the above-mentioned programmes must be supported by an endorsement from SASCOC Please note that national federations should incorporate sport for the disabled in their applications as well considered but is not guaranteed National Federations who apply on behalf of their affiliates should include a motivation as to why they follow this route. AFFILIATES TO NATIONAL FEDERATIONS can apply for: Equipment and kit for their clubs Capacity building Upgrading of existing sports facilities Transformation and development (talent identification, equipment, transport) Affiliates may apply on behalf of clubs who might not currently meet the requirements to apply on their own Participation in provincial and national competitions Schools leagues and competitions from local to provincial level with a focus on athletes from both primary schools and secondary schools The application for the above mentioned programmes must be supported by an endorsement from the responsible national federation Affiliates to national federations should incorporate sport for the disabled in their applications as well Transport does not refer to the purchasing of vehicles considered but is not guaranteed Affiliates who apply on behalf of clubs should include a motivation as to why they follow this route. PROVINCIAL ACADEMIES OF SPORT can apply for: Equipment for high performance and talent identification Athlete support, namely, nutrition, medical and transport Contribution to upgrading facilities for satellite sports facilities Support for provincial federations during camps Training of coaches Training of administrators Training of technical officials Manuals (buying, printing and translating) Applications must be endorsed by SASCOC. 2

MUNICIPALITIES (metro municipalities, district councils and local municipalities) can apply for: Contribution towards new sports facilities and the upgrading of existing sports facilities that will provide access for national federations and affiliates to national federations. Applications from municipalities should be part of an Integrated Development Plan and should be accompanied by a council resolution approving the upgrading of the identified sport facilities together with a commitment to maintain the facilities Municipalities are to include support from the relevant sport structures with their applications. UNIVERSITIES can apply for: Contribution towards new facilities and the upgrading of existing sport facilities that will provide access for national federations and affiliates to national federations Sport-specific research in collaboration with national federations and the macro body Sport-specific research equipment Hosting of code-specific sport scientific conferences endorsed by the National Federation or SASCOC. Universities may also be considered for: Outreach programmes Sport capital equipment Campus sports leagues. considered but is not guaranteed. FURTHER EDUCATION AND TRAINING INSTITUTIONS can apply for: Contribution towards new facilities and the upgrading of existing sport facilities that will provide access for national federations and affiliates to national federations Outreach programmes Sport equipment and apparel (playing kit) Campus sports leagues. AFFILIATES TO PROVINCIAL FEDERATIONS (CLUBS/DISTRICTS/REGIONS) can apply for: Contribution towards new basic facilities and upgrading of existing sports facilities Sport equipment and apparel (playing kit) Capacity building (training/courses for coaches, technical officials, administrators) Participation in local sports leagues and provincial competitions. Proof of affiliation and endorsement from the provincial federation must be included to support the application. RECREATION ORGANISATIONS/CLUBS can apply for: Contribution towards new basic facilities and upgrading of existing recreational facilities Capacity building (generic training/courses for coaches, technical officials, administrators) Recreation and sport equipment. 3

SCHOOLS can apply for: Contribution towards new facilities and upgrading of existing sport facilities Equipment and apparel (playing kit) Support for participation in school leagues and/or competitions Schools meeting the application criteria may also apply on behalf of Section 20 schools that do not meet the NLDTF application criteria, for mentorship purposes. A memorandum of understanding must be signed between the relevant parties. PROVINCIAL SPORTS COUNCILS can apply for: Monitoring and evaluation of sport development within the province Co-ordination of sports council meetings. Applications must be endorsed by SASCOC. SPECIAL PROJECTS Applications may be submitted for: Special projects that contribute to the objectives of sport in the country. Sport tourism. Applications may be considered but funding is not guaranteed. ALL APPLICATIONS MUST INCLUDE THE FOLLOWING: FORM 2010/1 - completed in full and submitted as soon as possible with all the relevant documents. Constitution, school policy or founding documents of the applicant (excluding municipalities and tertiary institutions). Financial statement/s, including a report by a registered independent accounting professional. Please refer to the 2010 Guidelines for clarity. Business plan. Please complete the Sport Business and Implementation Plan Template and budget. Proof of registration (recreation organisations and schools). Endorsement or Proof of recognition from: Relevant sports federation, or SASCOC in the case of national federations, affiliation to federations, academies, clubs, sport tourism. Municipalities must obtain a letter of support from the relevant national federation or provincial sport structure. Certified copy of main contact person s South African identity document. In the case of upgrading of facilities the applicant should include the following: Proof of ownership of land and/or buildings or evidence of security of tenure. A letter of commitment to maintain the facility. Universal access to facilities and reasonable accommodation for people with disabilities. Quotations, including the period for which they are valid. Proof of support of the municipality, sports federation, community and/or local authority including traditional leaders, where applicable. Failure to comply with the advertised requirements will lead to the rejection of your application for funding. The Agency reserves the right not to make grants. 4

Only ONE application per applicant will be considered. Ensure that you use the prescribed application form, FORM 2010/1. Applications must be accompanied by the Sport Business and Implementation Plan. Companies or organisations-for-gain may not apply. Late and/or incomplete applications will NOT be processed for consideration. Faxed/electronic applications will NOT be considered. Applicants must have submitted all outstanding progress reports on any NLDTF grants previously received. Please submit your application as soon as possible as applications will be processed and adjudicated chronologically. 5
