KERALA STATE POLLUTION CONTROL BOARD Pattom, Thiruvananthapuram Prequalification Notice Kerala State Pollution Control Board, a statutory body of Government of Kerala here in after referred to as the Board is planning to setup an office building at Sreekaryam, Thiruvananthapuram. The Board proposes to develop 25 cents of land with all basic infrastructure facilities like power and water supply systems, fire protection, air conditioning, vehicle parking, canteen and other common facilities for the employees. The Board invites applications from experienced and competent architecture and consultancy firms, who have personnel registered with Council of Architecture, having required potential, exposure and experience of having handled architecture and project management consultancy in similar projects for rendering necessary service to develop the office building. Eligibility Conditions: 1. Architecture and Consultancy firms who had done atleast one work, as prime consultant of value not less than Rs. 7 crores, (i.e. total value of work implemented, excluding cost of land) during the last five financial years in setting up buildings of area 20000 sq. ft or more for established institutions need only apply. 2. Total average annual value of the (any type of project) projects for which the Architecture and consultancy firms rendered services as prime consultant for the last three financial years should be above Rs. 10 crores. 3. Complete set of bio-data of engineering personnel with testimonials for experience in similar work shall be furnished along with the offer. 4. Client Certificate of established organization shall be submitted along with EoI. 5. Should have latest income Tax Clearance Certificate. The Architecture and consultancy firms who are fulfilling the above eligibility conditions will be called for making a presentation on their capability. On the basis of the presentation short listed firms shall be required to submit conceptual designs of an office building along with commercial offer through e-tendering. The firm will be required to enter into an agreement with the Board on selection and award of work..

BRIEF DETAILS & SCOPE OF WORK Green building concept shall be adopted during the design and construction of the building. The main requirements of the office complex are the following Head Office 1. Chairman s Office with rooms for Chairman, Technical Assistant to Chairman and Confidential Assistant to Chairman 2. Member Secretary s Office with rooms for Member Secretary, Technical Assistant to Member Secretary and Confidential Assistant to Member Secretary 3. Mini conference hall attached to Chairman s office 4. Office rooms for CEEs - 3 nos. with office space for confidential assistants 3 nos. 5. Office rooms for SEE 3 nos., EE 6 nos., AEE 8 nos. and AE 8 nos. 6. Office rooms for Accounts Officer 1 nos. and office space for accounts section with cubicles -10 nos. 7. Office room for Administrative Officer 1 nos. and office space for establishment section with cubicles 10 nos. 8. Office space for technical section with cubicles for apprentices trainees and typist 9. Computer lab for IT cell 10. Reception/Board room 11. Library and reading room 12. Preparation of Draft Master Plan & Layout based on the project area map of the site which will be furnished by the Board. (ii). Preparation of preliminary drawings and approximate estimates as per CPWD specifications, comprising of general building works, water supply, drainage, sanitary schemes, mechanical installations, electrification and air-conditioning of buildings, furnishing, landscaping etc. as required by the Board. (iii). On approval of the above, soil testing, structural design, preparation of detailed estimates and final drawings for submission to local body for approval and 3D view of the project all as required by the Board. The time allotted for completion of Phase I work will be 30 days from the date of award of work. Phase II Obtaining building permit from the concerned local body. Availing necessary electrical and water supply connections required during the construction phase.

Phase III Project Management Consultancy Services including preparation of tender document for selection of contractors, liaison and overall supervision of the building work. To continue to provide all technical support, clarifications and corrections if any required during the execution of work. The construction work shall be completed in all respects within 18 months from the date of work order. The Architect shall be fully responsible for the correctness and accuracy of structural and service designs.
