Actions outstanding from last meeting: London Strategic Items Reducing Deaths in Custody PPO Report on the Mental Health aspect of DIC Deaths in Custody update HiJS team London Report (HT) Discussion of a learning programme for self harm and suicide for staff in all settings HT presented the report from the facilitated roundtable discussion Actions Patricia to clarify terms (page 3 in the report) - self inflicted / natural causes / accidental - HT to discuss with PC AB to present a CNWL e-training package to the SCN for further discussion. Invite Chris Hart to SCN Information Sharing: GMC consultation: article 2 information sharing, published after 16 th February 16 MA-Y to update the group at next meeting Vulnerabilities: Learning Disabilities Appropriate Adult discussion has been tabled for discussion at the co-commissioning meeting by SB & AG-S. Met Police had an FOI on this, suspect other forces have too unclear where the request came from. Update from co-commissioning meeting at next SCN Standards: IRC HJIP as yet not received from Michael McGonnell, needs to be circulated to this Network HT to liaise with Angie Whitfield on this. Liaison & Diversion Awaiting outcome of treasury business case. There will be NO combined Police liaison & court diversion tender in the next commissioning cycle. HT to request basic outline papers from Sinead, from presentation to the SCN last year LB to confirm with Glyn Thomas whether slides from yesterday s meeting on this can be distributed to this Network. Items Deaths in Custody - discussion notes: PC is reviewing all DICs over the last 3 years to date. AC queried whether this could be reviewed with information about offence also, is there a link between health & offending? Is this review to consider deaths relating to fixtures and fittings? Could the no. of Safer Cells be considered as part of the review? Discussion on how new prisons link with health to consider fixtures and fittings - is there a specification for such builds? Cornton Vale is currently being re-built, do we know anything about the spec for this? SH - inpatient wings or indeed any wings would fare better if they were built in a way that is trauma informed the architecture could aid rehabilitation rather than mitigate against it. A building that is an example of best practice with regard to this, is here - http:// www.freedomfromtorture.org/about/15/7474 Prison Transfers Project Leanda Richardson presented the project to date Comments: HT is there a link to SD s work with Brent CCG & LAS on transporting patients. RE is there any linking to PICUs? Acknowledged that this is not within the scope of this project. AB routine monitoring via KPIs or CQUINS. AC pointed out the limitations within the MOJ casework management team and Prison staffing with regards to criminal justice systems. Queried victim issues also. Actions To be developed as a Workstream in it s own right. AC to share PC s work to date with the London Regional Safer Custody Group, following discussion with PC. Could be an option to link this work in with NHSE s new Quality & Safety Forum, co-chaired by Lead Nurse Director & Medical Director Planning an event hosted by HiJOVA SCN on DICs, draft agenda for this to be circulated to SCN members by CR for their feedback. CAG will sign off in the next couple of weeks Plan to pilot the SPA in Q2 2016-17 RE to raise at Office of CCGs to outline that this work is happening, and raise the discussion of considering PICUs pathway in same way - cc Oliver Paul & LR.
Prison Inpatient Unit Review Michelle Storer talked to the Network about the work she has been doing to look at the usage of and staffing structures (resources) within each of the London Inpatient Units. Interesting split between physical and mental health usage. Some quick wins could be to have specialist centres, where prisoners are housed according to need, e.g. Palliative Care or Dialysis centres. An unexpected learning was that in Pentonville over 65s spend more time locked in as they are not entitled to education and training as they are classed as retired. Comments: AG-S queried the provision for LD patients, MS responded that they seemed to be few in number. HT pointed out that all contractors are now required to have LD Coordinators in each establishment. Specialist Centres would require support from NOMS in prisoner management / location, as this would be a big change. Sam Hughes? MS will write up her findings & recommendations by end of March. The announcement in April on prison reform: closure of Victorian Prisons and the potential change to joint commissioning would have some impact on any planning going forward. It would be useful to have a roundtable discussion with Prison Governors, MOJ, NOMS and NHSE for both the Inpatients Unit review and Mental Health Act Transfers going forward. GP registration of undocumented migrants Anna Miller presented her work with Doctors of the World on access to primary care services and the challenge of this. DOW research shows that 39% of migrants who have made contact with DOW services have been refused registration. NHSE published guidance in Nov 2015 to advise GPs that they should register all who apply. Research since this time is now awaited to see whether this guidance has made any difference. Discussion of how and where else this work links within NHSE: London homelessness transformation team and Primary Care transformation (5 year forward view). CR to add link to DOW work to SCN webpages for reference. AM to link in with Leighe Rogers who is leading the work on GP registration for those coming out of custody - CR will send email. Suggested AM send research to Simon Stevens CEO and the four regional NHSE Directors and the Mayor s office.
Developing Sustainability and Transformation Plans Hong has requested input from the SCN members to suggest headlines that can be put forward for this planning. Workstreams CR will circulate doc to the group SCN members to respond directly to HT on this. CR will circulate a draft overview of existing work streams with named leads for each, and details of any project work that is going on.
