This is a request for Curricula / expression of interest for the position of Panel Team Leader (IOM EVD Crisis Response Interim Process Evaluation (IPE)). Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Introduction IOM wishes to conduct an Interim Process Evaluation (hereafter referred to as IPE ) of IOM s response to the West Africa Ebola (2014) crisis. The purpose of the IPE is to conduct a formative, forward-looking assessment to improve ongoing decision-making and management of IOM s emergency response to the Ebola (2014) crisis in West Africa. The IPE will be conducted by a three-member panel consisting of an external senior medical person experienced in responding to health emergency events as the Panel Team Leader, an external senior operational person experienced in responding to emergency events, and an internal IOM senior resources management person to support the panel. The goal of the independent panel is to perform an interim review of the Organization s Ebola Crisis Response performance under the Migration Crisis Operations Framework, to identify lessons learned in the IOM Ebola crisis response, and to provide recommendations on the policy and programmatic way forward generally in emergencies, and specifically in IOM contributions to the Global Ebola Crisis Response and Recovery. Context: Under the direct supervision of the Migration Emergency Coordinator (MEC), in coordination with the Director of the Migration Health Division (MHD), and in line with the Terms of Reference for the IOM Ebola Crisis Response IPE, the incumbent will carry out the following functions/ responsibilities in relation to the implementation of the IOM Ebola Crisis Response IPE. Core Functions / Responsibilities: 1. Review all relevant internal documents from IOM across all levels of the Ebola Crisis response including inter alia the Migration Crisis Operations Framework, Level 3 declarations, assessment reports, and project documents. 2. Conduct structured interviews with internal IOM staff and external partners in a confidential manner to gauge the performance and lessons of the IOM s Global Ebola Crisis Response. 3. Travel to selected West African countries to conduct interviews with IOM staff at regional and country offices, visit field operation sites, and hold meetings with relevant government officials, ministries, partners, and donors. 4. With the support of the Secretariat, produce two reports an interim report and a final report for submission to the MEC, the Director of MHD and the Director General for the Senior Management Team consideration. 5. As requested, make presentations on the panel s progress to the Senior Management Team. 6. Inform and influence the direction of the evaluation within the intent and purpose of the Terms of Reference. 7. Ensure prompt and accurate delivery of the interim and final reports. 8. Required Qualifications and Experience Education University degree in Medicine from an accredited academic institution with at least ten years of professional experience; or University degree in Medicine from an accredited academic institution plus Master s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with eight years of relevant professional experience. Experience Experience/expertise in managing and/or responding to large-scale public health emergencies (such as disease outbreaks) and/or humanitarian disasters; Experience in evaluating complex health sector interventions/programmes catalysed by an international organization/agency during crisis situations (sound understanding Page 3 / 5
of human resource management, field- and headquarters-level health operations and coordination dynamics involved); Technical and professional capacities and previous experience in evaluation of public health interventions (also attach abstracts of relevant scientific publications and/or technical reports); Experience in evaluation of interventions involving the establishment of field hospitals and treatment centres (for instance Cholera) will be especially advantageous. Knowledge and experience in undertaking evaluation of complex multi-level interventions within emergency and/or post-disaster contexts; Skills in undertaking mixed method research in particular qualitative research methods and analysis. Languages Fluency in English is required. Working knowledge of French is an advantage.
