AN ORDER OF THE BOARD OF EDUCATION OF THE COUNTY OF WOOD DIRECTING AN ELECTION TO BE HELD FOR THE PURPOSE OF SUBMITTING TO THE VOTERS OF THE WOOD COUNTY SCHOOL DISTRICT THE QUESTION OF A PROPOSED RENEWAL OF THE CURRENT OPERATING LEVY FOR THE YEARS 2014-2015, 2015-2016, 2016-2017, 2017-2018, AND 2018-19. BE IT ORDERED BY THE BOARD OF EDUCATION OF THE COUNTY OF WOOD: The Board of Education of the County of Wood, finding that the maximum levies for the current expenses authorized by Article 8, Chapter 11 of the code of West Virginia, as last amended, will not provide sufficient funds for the payment of the current expenses of the Board of Education, including expenditures for the purposes hereinafter set forth, and that an election should be held to continue the present levies as provided for under the provision of Section 16, Article 8, Chapter 11 of the Code, as last amended, it is hereby ordered: 1. That the purposes for which the additional funds are needed, and the approximate annual amounts for each purpose are as follows: A. To continue the employment of the following positions beyond the funding of the State School Aid Formula: 1. Reading Resource Teachers $925,000 2. School Nurses $375,000 B. To continue funds for maintenance of buildings and equipment to ensure safe and efficient operations $1,700,000 C. To continue to improve the Wood County School District's instructional program by the employment and retention of qualified teachers, service, and administrative personnel by maintaining competitive salaries and benefits $9,953,803 D. Parkersburg & Wood County Public Library and Vienna Public Library $447,913 E. School technology grants for infrastructure and/or equipment $200,000 F. To continue to provide: 1. Curricular and extra-curricular salaries for athletic coaches and academic sponsors $800,000 2. Supplemental funding for substitute service and professional employees $570,000 3. A dental benefit elan for all personnel $800,000 4. Copier service and materials for all schools $225,000 5. Instructional materials, supplies, and equipment for all enrolled students $275,000 6. Grants for Local School Improvement Councils' projects in support of their Strategic Plan $150,000 7. Educational curriculum in the form of library/media supplies, books, equipment, software, and services $140,000 8. An alternative school program for troubled students $150,000 9. WVU Extension Service Programs in county $50,000 10. Artsbridge or other art enrichment programs $8,000 Total for each of said fiscal years, approximately $16,769,716

Total approximate amount necessary to carry out the above purposes for all of the said five fiscal years, after making reasonable allowance for uncollected taxes and shrinkage, annually, is $16,769,716. 3. That the separate and aggregate assessed valuation of each class of taxable property within the Wood County School District is as follows: Class I $0 Class II $1,623,473,052 Class III (less Homestead) $809,380,781 Class IV $756,494.139 Total $3,189,347,972 4. The proposed eighty percent additional rate of levy in cents on each class of property per $100 valuation within the Wood County School District is as follows: Class I Class II Class III Class IV 18.36 cents 36.72 cents 73.44 cents 73.44 cents The Board may reduce these said maximum rates in any given year or years during the term of this levy. 5. That the years to which the proposed additional levy shall apply are the fiscal years beginning July 1, 2014, July 1, 2015, July 1, 2016, July 1, 2017, and July 1, 2018. 6. That no issuance of bonds is proposed in connection with this levy. 7. That the questions of such additional levy shall be submitted to a vote at the election to be held on November 23, 2013. 8. That notice calling such election shall be given by publication of this order at least once each week for two successive weeks before said election in two newspapers of opposite politics and of general circulation in the Wood County School District. All the provision of laws concerning general elections shall apply so far as they are practicable.

9. That the ballot to be used at such election shall be in the form as follows: Special election to authorize additional levies for the following years: 2014-2015, 2015-2016, 2016-2017, 2017-2018, and 2018-19, for the following purposes: A.
