Monson) Pages: 6 This instruction implements Air Force Instuction 36-2102, Base-Level Relocation Procedures to execute a streamlined, consistent inprocessing experience for all new arrivals to Ramstein Air Base and the Kaiserslautern Military Community (KMC). In line with this directive, the Ramstein Inprocessing (RIP) Line was developed and implemented in February 2011. The RIP Line is designed to ensure a successful transition for all Air Force personnel assigned to organizations in the KMC. Following arrival, all members in the grade of O-6 and below, with the exception of O-6s who are Major Command (MAJCOM) Directors, Wing Commanders, and Vice Wing Commanders, and E-9s who are Command Chief Master Sergeants, are required to attend the RIP Line. Ensure that all records created as a result of processes prescribed in this publication are maintained IAW Air Force Manual (AFMAN) 33-363, Management of Records, and disposed of in accordance with (IAW) Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the Air Force (AF) Form 847, Recommendation for Change of Publication; route AF Forms 847 from the field through the appropriate functional chain of command. This publication may be supplemented at any level, but all direct Supplements must be routed to the OPR of this publication for coordination prior to certification and approval. Request for waivers must be processed through command channels to the publication OPR for consideration.

2 RAMSTEINABI36-2104 13 JUNE 2013 1. Organization: 1.1. The RIP Line is organized in two elements: the administrative staff and support organizations. 1.2. The administrative staff performs all functions that ensure complete inprocessing of newly arrived members. The administrative staff consists of one RIP Line OIC and/or NCOIC, two Client Systems technicians, one Unit Security Manager, Medical Group Personnel and one First Term Airmen Center (FTAC) representative. 1.3. Support organizations are those units that provide essential subject matter experts. These include but are not limited to the 786 FSS, 86 CES, 86 CS, 86 CPTS, 86 FSS, 86 MDG, 86 SFS and 86 VRS. 2. Responsibilities: 2.1. 86 Air Wing Commander (AW) will ensure equipment, to include computers, projector, copiers, chairs, etc. will be funded for maintenance and replacement as needed. 2.2. Unit Commanders: 2.2.1. Ensures each newly Permanent Change of Stationed (PCSed) member of their unit attends the first available RIP Line session within 3 calendar days of arrival. Holidays, Family Days and Goal Days do affect the RIP Line schedule; in these cases, ensure personnel attend the next scheduled RIP Line after the day off. 2.2.2. Do not authorize Permissive Temporary Duty (TDY), other TDYs, or leave in the local area until the member has completed the RIP Line. 2.3. Ramstein In Processing (RIP) OIC and/or NCOIC: 2.3.1. The RIP Line OIC or NCOIC directs daily operations, to include opening the facility, general cleanliness, and securing the facility at the end of the duty day. 2.3.2. Ensures RIP Line schedule of events is updated and published on the Ramstein Newcomers webpage. 2.3.3. Notifies the base populace of RIP Line schedule changes a minimum of 7 calendar days in advance. 2.3.4. Ensures administrative staff and support organizations are present for duty on the RIP Line at least 15 minutes prior to their scheduled briefing time. 2.3.5. Reports members who do not attend the first available RIP Line (within three days of arrival) to the 786 FSS/CC. 2.3.6. Maintains statistical data on attendance and provides status reports as required. 2.3.7. Maintains computers and equipment inventories. 2.3.7.1. Ensures computers remain operational for daily use. Reports computer outage to 786 FSS leadership. Takes corrective actions to return computers to service quickly and efficiently. 2.3.7.2. Prevents unauthorized personnel from using RIP Line assets.

RAMSTEINABI36-2104 13 JUNE 2013 3 2.4. Unit Security Managers: 2.4.1. Verifies each member s current security clearance and determines if the member s security clearance is sufficient to use Air Force Nonclassified Internet Protocol Router (NIPR) networks. 2.4.2. Documents findings on the DD Form 2875, System Authorization Access Request, and hands off documentation to the RIP Line Client System technicians. 2.4.3. Adheres to the RIP Line Unit Security Manager schedule, and provides alternate Security Managers to perform duties in case of absence. 2.4.4. Ensures RIP Line OIC or NCOIC is aware of limiting factors preventing network or e-mail accounts. 2.5. 86th Communications Squadron Personnel: 2.5.1. Issues required documentation for network account creation. 2.5.2. Creates and troubleshoots user NIPR network and NIPR e-mail accounts while members are processing through the RIP Line. 2.5.3. Ensures RIP Line OIC or NCOIC are aware of limiting factors preventing network or e-mail accounts. 2.5.4. Returns a copy of all account creation paperwork to the user. 2.6. 86th Medical Group Personnel: 2.6.1. Provides medical inprocessing documentation. 2.6.2. Collects medical documentation to include medical and dental records, and TRICARE enrollment forms. 2.6.3. Provides Medical Right Start briefing, assist members in completing Medical Items Due sheets for medical readiness, and conduct tour of medical campus. 2.6.4. The Medical Group Personnel or RIP Line NCOIC/OIC will email attendance roster to 86 AW agencies that require the list. The mail group will be maintained by the 86 MDG with additions and deletions authorized via the RIP Line OIC or RIP Line NCOIC. 2.7. 86th First Term Airman Center (FTAC) Representative: 2.7.1. Schedules FTAC course for Airmen arriving at Ramstein if this is their first duty station. 2.8. 86 AW Support Organization Points of Contact: 2.8.1. Ensures trained subject matter experts are prepared to brief during RIP Line session. 2.8.2. Follows the RIP Line schedule and arrives at least 15 minutes ahead of scheduled briefing time. 2.8.3. Ensures briefers have enough material to complete all transactions.

4 RAMSTEINABI36-2104 13 JUNE 2013 2.8.4. Notifies the RIP Line OIC or RIP Line NCOIC if a briefer cannot carry out his or her duties. Provides and employs contingency plans to ensure RIP Line members receive service within the two-day RIP Line session. 3. Hours of Operation: 3.1. The two-day RIP Line session takes place every week on Mondays/Tuesdays and Thursdays/Fridays. Registration begins at 0700 and ends at 0730 on the first day of each session. Members who do not sign up within the first 30 minutes will be turned away and scheduled for the next RIP Line session. 3.2. The two-day RIP Line schedule for Goal Days, holidays and Family Days is modified; however, the registration times are the same as in paragraph 3.1. If the Goal Day, holiday or Family Day falls on a Monday, the RIP Line schedule will be on Tuesday/Wednesday and Thursday/Friday; likewise, if the day off falls on a Friday the RIP Line schedule will be on Monday/Tuesday and Wednesday/Thursday. 3.3.
