Agreement on Dual Master Program Between School of Economics and Management (SEM) Chinesisch-Deutsches Hochschulkolleg (CDHK), Tongji University and Gemeinsame Kommission Wirtschaftsingenieurwesen GKWi Technische Universität Berlin 1 Subject of the agreement and aims This agreement describes the academic and administrative conditions concerning the realization of the Dual Master Degree Program in Industrial Engineering and Management with specialization in Mechanical Engineering. The program supports the exchange of students between School of Economics and Management (SEM) and Chinesisch-Deutsches Hochschulkolleg (CDHK), Tongji University (hereinafter known as Tongji University ) and GKWi, Technische Universität Berlin (hereinafter known as TU Berlin ). The aim is to enable students to receive Master degrees of both universities. Both universities will make all necessary technical and administrative arrangements to start the program in fall/winter 2012. 2 Academic conditions 2.1 This agreement applies to Tongji students of Chinese nationality, who are enrolled in the Master Degree Program Management Science and Engineering at the School of Economics and Management (SEM) or in the Master Degree Program Corporate Management at the Chinesisch-Deutsches Hochschulkolleg (CDHK), Tongji University, who have successfully completed a Bachelor degree in Industrial Engineering or Engineering Science and who have successfully completed additional courses with a minimum of 4 Chinese Credits in the field of Business Administration and/or Economics prior to their stay at TU Berlin 1
and are well-versed in the English language, as demonstrated by the TOEFL (550 pbt, 213 cbt, 85 ibt), CET 6, or equivalent test and are well-versed in the German language, as demonstrated by the Test DaF (16) or equivalent test; this is already required from CDHK-students who will spend one semester at a German partner university; SEM-students who seem less skilled in German can attend additional German language courses at the CDHK. Students with German proficiency below Test DaF (16) can be admitted after successful participation in an interview with a DAAD-delegate at Tongji University. TU Berlin students, who are enrolled in the Master degree program Industrial Engineering with a focus on Mechanical Engineering (Wirtschaftsingenieurwesen, Vertiefungsrichtung Maschinenbau) at the Faculty VII, TU Berlin, who have successfully completed a Bachelor degree in Industrial Engineering at any German university or any comparable degree accepted by the examination board, and are well-versed in the English language, as demonstrated by the TOEFL (550 pbt, 213 cbt, 85 ibt) or equivalent test. 2.2 Selection procedure Both universities guarantee that participants of the Dual Master Degree Program will be selected according to their academic, personal, and linguistic qualifications, intercultural competences, and capability for intercultural learning (to be proved through motivation letters and in interviews). The candidates are asked to submit all necessary documents requested by the host university. The course directors of the home university propose a list of selected students to the host university. The host university is entitled to evaluate the list and documents. The host university reserves the right to accept or refuse the selected applicants in cooperation with the International Office. In case of problems the partners will make consensual regulations via their International Offices. 2.3 Exchange contingent The number of participants will be limited to 4 students from each university. The number of admissions may be changed as deemed necessary through mutual agreement. Any imbalance of numbers of participants should be balanced within three years. 2
2.4 Acknowledgement of student s achievement on entering the Dual Degree Program On the assumption of fundamental equivalence and based on mutual trust in the academic quality of the host university s curriculum it is agreed that TU Berlin acknowledges the qualification for the university entrance to Tongji University, the completed bachelor Program in Industrial Engineering or Engineering Science and the completed three semesters of studies in the Master Degree Program Management Science as the entry requirement for the Master Degree Program Industrial Engineering at TU Berlin. Tongji University acknowledges the qualification for university entrance to TU Berlin, the completed Bachelor Program in Industrial Engineering or any comparable degree and the completed first semester of studies in the Master Degree Program Industrial Engineering as the entry requirement for the Master Degree Program Management Science at Tongji. 2.5 Curricular conditions The following paragraphs state the curricular conditions: Both, Tongji students as well as TU Berlin students will spend one year at the host university. The courses in Appendices III and IV of the curriculum can be adjusted annually. 2.5.1 Students of Tongji University Students have to gain at least 50 ECTS at TU Berlin and at least 100 Chinese Credits at Tongji University as illustrated in Appendix I. The aggregated total credits gained must be at least 180 ECTS or 120 Chinese Credit Points. Courses selected at both universities should overlap only slightly. The numbers of courses taken at Tongji University must include: - Compulsory: German (12 Chinese Credits Points) - Compulsory: Social Sciences (6 Chinese Credits Points) - Compulsory-Elective: Business Administration or Economics (24 Chinese Credit Points) - Compulsory-Elective: 4 Chinese Credits Points in Law (see Appendix IV d) The number of courses taken at either Tongji University or TU Berlin must include: - Compulsory-Elective: 30 ECTS / 20 Chinese Credit Points in Mechanical Engineering (see Appendix III c, cc; IV e) - Compulsory-Elective: 12 ECTS / 8 Chinese Credit Points in Business Administration (see Appendix III a; IV a) 3
- Compulsory-Elective: 18 ECTS / 12 Chinese Credit Points in Management Integration (see Appendix III d; IV f) - Compulsory-Elective: 12 ECTS / 8 Chinese Credit Points in Economics (see Appendix III b / IV c) - Compulsory-Elective12 ECTS / 8 Chinese Credit Points in Business Administration / Economics (see Appendix III a, b, IV a, b, c) - 30 ECTS / 20 Chinese Credit Points Master sthesis Assistance for compulsory courses within the curriculum will be given by means of complementary tutoring and accompanying literature as well as teaching material in English. The Master s thesis has to be performed at Tongji University. 2.5.2 Students of TU Berlin Students of TU Berlin study their first and fourth semester at TU Berlin, and their second and third semester at Tongji University or their first year at TU Berlin, their second year at Tongji University. They have to gain at least 50 ECTS Credits at TU Berlin and at least 30 Chinese Credits at Tongji University. The aggregated total credits gained must be at least 120 ECTS or 80 Chinese Credit Points. The numbers of courses taken at TU Berlin must include: - Compulsory: 6 ECTS in module Produktions- und Automatisierungstechnik - Compulsory: 6 ECTS in module Fabrikbetrieb & virtuelle Produktentwicklung - Compulsory- Elective: 12 ECTS in Mechanical Engineering (see Appendix III c) - Compulsory-Elective: 6 ECTS in Law (see Appendix III d) The numbers of courses taken at Tongji University must include: - Compulsory: Chinese (6 Chinese Credits Points) The numbers of courses taken at TU Berlin or Tongji University must include: - Compulsory-Elective: 6 ECTS / 4 Chinese Credit Points in Mechanical Engineering (see Appendix III c, cc; IV e) - Compulsory-Elective: 18 ECTS / 12 Chinese Credit Points in Business Administration (see Appendix III a; IV a) 4
- Compulsory-Elective: 18 ECTS / 12 Chinese Credit Points in Management Integration (see Appendix III d; IV b, c, d, f) - Compulsory-Elective: 12 ECTS / 8 Chinese Credit Points in Business Administration / Economics (see Appendix III a, b; IV a, c) - Compulsory-Elective: 6 ECTS / 4 Chinese Credit Points in Economics (see Appendix III b; IV c) - Compulsory: 24 ECTS / 16 Chinese Credit Points Master sthesis The Master s thesis has to be performed at TU Berlin. TUB candidates shall finish their thesis topic proposal and get it approved at Tongji before the end of their second semester. The actual period for the thesis composition shall be at least 6 months. The thesis must be written in English. In addition, a 6000 Chinese-Character abstract has to be written (translation help by Chinese students will be provided). All further details are handled by the examination board (Prüfungsausschüsse) of the universities in questions. Each change of the curriculum and/or of the Appendix has to be agreed upon by both universities in writing. 2.6 Compatibility of Chinese and German semester terms It is acknowledged that semesters at Tongji University and TU Berlin are not synchronized. Tongji University: Fall semester: beginning September to end of January Spring semester: mid February to beginning of July TU Berlin: Winter semester: mid October to mid February Summer semester: mid April to mid July It has been decided to allocate adequate buffer time before and after each exchange of students. 2.7 Mutual Recognition of Credits and Grading Systems All credits acquired under this program will be mutually recognized. One Chinese Credit Point at Tongji is equivalent to 1.5 CP/ECTS. Modules, sub-modules and the Master s thesis shall be graded according to a system that makes the Chinese and the TU-Berlin system compatible. 5

Master s thesis papers have to be written in English. Each student has to have two supervisors, one from each university. Only professors or associate professors (Germany: Junior Professors) are eligible for thesis supervision. The topic has to be accepted by both universities. To fulfil the requirements of Tongji University, a paper based on the Master s Thesis must be published. All credits have to be achieved before submitting the proposal for the Master s thesis to the supervisors. In order to allow for the participation of Tongji-Professors at the thesis defense, the Master s thesis presentation will be held via video conference. 2.9 Degrees After successful completion of the complete program at both universities, the students receive the degrees of both universities: the degree Master of Corporate Management of the CDHK, Tongji University or the degree Management Science and Engineering of the SEM, Tongji and the degree Master in Industrial Engineering (M.Sc.) of TU Berlin. 2.10 Examination regulations Tongji students at TU Berlin: During the studies at TU Berlin, the examination regulations (Prüfungsordnung) of TU Berlin are valid in the current version. TU Berlin students at Tongji University: During the studies at Tongji University, the examination regulations of Tongji University are valid in the current version. 6
3 Financial arrangements and sustainability Students participating in this Dual Master Program will pay their normal tuition and registration fees at their home university. During the term of the agreement the host university agrees to waive all tuition fees for incoming Dual Degree students visiting under this agreement. Participants of the Dual Master program are responsible for all additional expenses including living, transportation, assurances, study materials, except the tuition fee of the host university, in case there is no third party funding. The home as well as the host institution will, however, try to get financial support to defray all or part of those expenses. The host university will give the exchange students assistance in accommodations, if wanted and possible. 4 Validity and modification of the agreement This agreement is valid for three years and becomes effective on the date that it is signed by the official representatives of both universities. This agreement may be reviewed at any time and any modifications concerning the present agreement may be made only by mutual consent in writing between authorized representatives of the parties. If either university desires to terminate the agreement, it must inform the other in writing at least one year before. Otherwise the agreement will be automatically extended.
